Pengaruh penggunaan artificial intelligence dalam meningkatkan efisiensi kinerja pemerintahan di Pusat Teknologi Informasi (PUSTEKINFO) Sekretariat Jenderal DPR RI

Penelitian ini dilatarbelakangi oleh pemanfaatan teknologi Artificial Intelligence (AI) yang semakin berkembang pada instansi pemerintahan. Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan AI terhadap efisiensi kinerja pemerintahan di PUSTEKINFO sekretariat Jenderal DPR RI, serta mengetahui faktor-faktor AI yang paling berpengaruh terhadap peningkatan efisiensi kinerja.

Tujuan penelitian ini ialah untuk: menganalisis pengaruh penerapan Artificial Intelligence (AI) terhadap peningkatan efisiensi kinerja pemerintahan di PUSTEKINFO Sekretariat Jenderal DPR RI; menganalisis faktor-faktor yang dapat memengaruhi keberhasilan penerapan AI dalam rangka meningkatkan efisiensi kinerja pemerintahan di PUSTEKINFO Sekretariat Jenderal DPR RI; menganalisis dampak implementasi AI terhadap perubahan proses kerja di PUSTEKINFO Sekretariat Jenderal DPR RI.

Jenis penelitian ini adalah kuantitatif deskriptif dan asosiatif. Populasinya seluruh pegawai di PUSTEKINFO Sekretariat Jenderal DPR RI dengan Teknik sampling jenuh. Pengumpulan data dilakukan dengan menyebarkan kuesioner menggunakan skala likert kepada 40 responden. Variabel independen dalam penelitian ini meliputi analisis big data, pengambilan keputusan berbasis AI, otomatisasi proses administrasi, dan penggunaan chatbot, sedangkan variabel dependen yaitu efisiensi kinerja pemerintahan. Analisis data dilakukan menggunakan metode Partial Least Square-Structural Equation Modeling (PLS-SEM) dengan bantuan aplikasi SmartPLS 4.

Hasil penelitian menunjukkan bahwa penggunaan AI secara simultan berpengaruh signifikan terhadap efisiensi kinerja pemerintahan di PUSTEKINFO Sekretariat Jenderal DPR RI dengan nilai R-Square sebesar 0,771. Variabel pengambilan keputusan berbasis AI dan penggunaan chatbot terbukti memberikan pengaruh signifikan terhadap efisiensi kinerja, sedangkan analisis big data dan otomatisasi belum menunjukkan pengaruh signifikan secara parsial. Implementasi AI juga memberikan dampak positif terhadap percepatan proses kerja, peningkatan kualitas hasil kerja, serta optimalisasi penggunaan sumber daya di lingkungan PUSTEKINFO.

This research is motivated by the growing use of artificial intelligence (AI) technology in government agencies. This study aims to determine the effect of AI use on the efficiency of government performance at the PUSTEKINFO Secretariat General of the House of Representatives of the Republic of Indonesia, as well as to examine the AI factors that have the most influence on increasing performance efficiency.

The objectives of this study are to: analyze the impact of the implementation of Artificial Intelligence (AI) on improving the efficiency of government performance at PUSTEKINFO, the Secretariat General of the Indonesian House of Representatives; analyze the factors that may influence the success of AI implementation in improving the efficiency of government performance at PUSTEKINFO, the Secretariat General of the Indonesian House of Representatives; analyze the impact of AI implementation on changes in work processes at PUSTEKINFO, the Secretariat General of the DPR RI.

This type of research is quantitative, descriptive, and associative. The population is all employees at the PUSTEKINFO Secretariat General of the House of Representatives of the Republic of Indonesia with a saturated sampling technique. Data were collected through questionnaries distributed to 40 respondents using a Likert scale. The independent variables in this study include big data analysis, AI-based decision-making, administrative process automation, and the use of chatbots, while the dependent variable is government performance efficiency. Data analysis was carried out using the Partial Least Square-Structural Equation Modeling (PLS-SEM) method with the help of the SmartPLS 4 application.

The results of the study indicate that the use of AI simultaneously has a significant effect on the efficiency of government performance at the PUSTEKINFO Secretariat General of the House of Representatives of the Republic of Indonesia, with an R-squared value of 0.771. AI-based decision-making and the use of chatbots have been shown to significantly impact performance efficiency, while big data analysis and automation have not shown a significant effect, even partially. AI implementation also has a positive impact on accelerating work processes, improving the quality of work results, and optimizing resource utilization within the PUSTEKINFO environment.

ستند هذا البحث إلى تزايد استخدام تقنيات الذكاء الاصطناعي في المؤسسات الحكومية. وتهدف هذه الدراسة إلى تحديد أثر استخدام الذكاء الاصطناعي على كفاءة الأداء الحكومي في أمانة "بوستكينفو" العامة لمجلس النواب الإندونيسي، بالإضافة إلى تحديد عوامل الذكاء الاصطناعي الأكثر تأثيراً في زيادة الكفاءة.

تهدف هذه الدراسة في الأمانة العامة لمركز PUSTEKINFOالتابع لجمهورية ريو غراندي دو سول إلى: تحليل تأثير الذكاء الاصطناعي على تعزيز كفاءة الأداء الحكومي؛ ودراسة العوامل المؤثرة على التنفيذ الناجح للذكاء الاصطناعي لتحسين الكفاءة التشغيلية؛ وتقييم كيفية تحويل تنفيذ الذكاء الاصطناعي لعمليات العمل داخل المنظمة.

هذا النوع من البحوث كمي ووصفي وترابطي. يشمل مجتمع الدراسة جميع موظفي الأمانة العامة لمجلس النواب في جمهورية إندونيسيا (PUSTEKINFO)، وذلك باستخدام أسلوب العينة المشبعة. جُمعت البيانات من خلال استبيانات وُزعت على 40 مستجيبًا باستخدام مقياس ليكرت. تشمل المتغيرات المستقلة في هذه الدراسة تحليل البيانات الضخمة، واتخاذ القرارات باستخدام الذكاء الاصطناعي، وأتمتة العمليات الإدارية، واستخدام برامج الدردشة الآلية (Chatbots)، بينما المتغير التابع هو كفاءة الأداء الحكومي. أُجري تحليل البيانات باستخدام طريقة نمذجة المعادلات الهيكلية بالتربيعات الصغرى الجزئية (PLS-SEM) بمساعدة تطبيق SmartPLS 4.

تشير نتائج الدراسة إلى أن استخدام الذكاء الاصطناعي بشكل متزامن له تأثير كبير على كفاءة الأداء الحكومي في أمانة مجلس النواب الإندونيسي (PUSTEKINFO)، حيث بلغت قيمة معامل التحديد (R²) 0.771. وقد أظهرت الدراسة أن اتخاذ القرارات باستخدام الذكاء الاصطناعي واستخدام برامج الدردشة الآلية يؤثران بشكل ملحوظ على كفاءة الأداء، بينما لم يُظهر تحليل البيانات الضخمة والأتمتة تأثيرًا يُذكر، بل كان تأثيرهما جزئيًا. كما أن لتطبيق الذكاء الاصطناعي أثرًا إيجابيًا في تسريع إجراءات العمل، وتحسين جودة النتائج، وترشيد استخدام الموارد في بيئة PUSTEKINFO.
