Analisis kebijakan pendidikan dalam KMA nomor 450 tahun 2024 tentang pedoman implementasi kurikulum merdeka di madrasah

Sistem pendidikan di Indonesia terus berkembang untuk menghadapi tantangan global dan kebutuhan lokal, salah satunya melalui implementasi Kurikulum Merdeka di madrasah. Keputusan Menteri Agama (KMA) Nomor 450 Tahun 2024 merupakan pembaharuan dari KMA Nomor 347 Tahun 2022 yang bertujuan untuk menyelaraskan pendidikan berbasis Islam dengan kurikulum nasional yang berfokus pada penguatan karakter dan kompetensi abad ke-21.

Penelitian ini mengfokuskan pada tiga hal utama, yaitu: pertama, latar belakang munculnya KMA Nomor 450 Tahun 2024 dalam konteks pendidikan madrasah; kedua, implementasi Kurikulum Merdeka berdasarkan KMA Nomor 450 Tahun 2024 di madrasah; dan ketiga, dampak yang ditimbulkan oleh kebijakan tersebut. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan studi pustaka, dimana data dikumpulkan melalui dokumentasi dan penelusuran bahan pustaka seperti jurnal, buku, dan artikel terkait. Analisis dilakukan dengan teknik analisis isi untuk memahami substansi kebijakan dan kaitannya dengan teori kebijakan serta pendidikan Islam.

Hasil penelitian menunjukkan bahwa latar belakang munculnya KMA Nomor 450 Tahun 2024 berhubungan dengan kebutuhan untuk menyelaraskan pendidikan agama di madrasah dengan tuntutan pendidikan nasional yang lebih kompleks. Implementasi kurikulum ini mengalami kemajuan, terutama dalam hal pembelajaran berbasis proyek dan pengembangan karakter siswa. Namun, terdapat beberapa tantangan yang dihadapi seperti kesiapan guru dalam mengadaptasi metode baru, serta keterbatasan fasilitas dan infrastruktur yang mempengaruhi kualitas implementasi. Dampak kebijakan ini menunjukkan hasil positif dalam hal perkembangan karakter dan keterampilan sosial siswa, meskipun terdapat kendala terkait dengan pelatihan guru dan infrastruktur.

The education system in Indonesia continues to evolve to meet global challenges and local needs, one of which is the implementation of the Merdeka Curriculum in madrasahs. Decree of the Minister of Religious Affairs (KMA) Number 450 of 2024 is an update from KMA Number 347 of 2022, aimed at aligning Islamic-based education with the national curriculum, which focuses on strengthening character and 21st-century competencies.

This research focuses on three main aspects: first, the background behind the issuance of KMA Number 450 of 2024 in the context of madrasah education; second, the implementation of the Merdeka Curriculum based on KMA Number 450 of 2024 in madrasahs; and third, the impact of this policy. This study uses a descriptive qualitative method with a literature review approach, where data is collected through documentation and the exploration of relevant written or recorded sources, such as journals, books, and articles. The analysis is conducted using content analysis techniques to understand the substance of the policy and its relation to policy theories and Islamic education.

The research findings indicate that the background behind the issuance of KMA Number 450 of 2024 is related to the need to align religious education in madrasahs with the increasingly complex demands of the national education system. The implementation of this curriculum has shown progress, particularly in project-based learning and character development. However, the main challenges faced include the readiness of teachers to adapt to new methods, as well as limitations in facilities and infrastructure, which affect the quality of implementation. The impact of this policy has shown positive results in terms of student character development and social skills, although challenges related to teacher training and infrastructure still remain.

يستمر نظام التعليم في إندونيسيا في التطور لمواكبة التحديات العالمية والاحتياجات المحلية، ومن بينها تنفيذ منهج ميرديكا في المدارس الدينية. ويعد قرار وزير الشؤون الدينية رقم ٤٥٠ لعام ٢٠٢٤ تحديثًا لقرار رقم ٣٤٧ لعام ٢٠٢٢، الذي يهدف إلى مواءمة التعليم القائم على الإسلام مع المنهج الوطني الذي يركز على تعزيز الشخصية وكفاءات القرن الحادي والعشرين..

تركز هذه الدراسة على ثلاث نقاط رئيسية، وهي: أولاً، خلفية ظهور القرار رقم ٤٥٠ لعام ٢٠٢٤ في سياق التعليم في المدارس الدينية؛ ثانياً، تنفيذ منهج ميرديكا استناداً إلى القرار رقم ٤٥٠ لعام ٢٠٢٤ في المدارس الدينية؛ ثالثاً، تأثير هذه السياسة.. تستخدم هذه الدراسة طريقة وصفية نوعية مع نهج مراجعة الأدبيات، حيث يتم جمع البيانات من خلال التوثيق واستكشاف المصادر المكتوبة أو المسجلة ذات الصلة، مثل المجلات والكتب والمقالات. يتم إجراء التحليل باستخدام تقنيات تحليل المحتوى لفهم جوهر السياسة وعلاقتها بنظريات السياسة والتعليم الإسلامي.

تشير نتائج البحث إلى أن الخلفية وراء إصدار قرار وزارة التعليم رقم ٤٥٠ لعام ٢٠٢٤ تتعلق بضرورة مواءمة التعليم الديني في المدارس الدينية مع متطلبات نظام التعليم الوطني التي تزداد تعقيدًا. وقد أظهر تنفيذ هذا المنهج التقدم المحرز، لا سيما في مجال التعلم القائم على المشاريع وتنمية الشخصية. ومع ذلك، فإن التحديات الرئيسية التي تواجهه تشمل استعداد المعلمين للتكيف مع الأساليب الجديدة، فضلاً عن محدودية المرافق والبنية التحتية، مما يؤثر على جودة التنفيذ. وقد أظهرت هذه السياسة نتائج إيجابية من حيث تنمية شخصية الطلاب ومهاراتهم الاجتماعية، على الرغم من استمرار التحديات المتعلقة بتدريب المعلمين والبنية التحتية.
