Abstract

INDONESIA :

Foreign Direct Investment (FDI) merupakan salah satu sumber pembiayaan pembangunan yang berperan penting dalam mendorong pertumbuhan ekonomi, transfer teknologi, peningkatan produktivitas, dan penciptaan lapangan kerja. Arus masuk FDI dipengaruhi oleh berbagai faktor, baik faktor ekonomi maupun institusional. Dalam konteks ASEAN, kondisi ekonomi makro yang direpresentasikan oleh pertumbuhan ekonomi, inflasi, dan nilai tukar, serta efektivitas regulasi Anti Money Laundering (AML) dan tingkat kepatuhan terhadap standar Asia/Pacific Group on Money Laundering (APG), dipandang memiliki peran dalam membentuk kepercayaan investor asing. Selain itu, kualitas tata kelola pemerintahan (Governance Quality) diduga dapat memperkuat atau memperlemah pengaruh faktor-faktor tersebut terhadap arus masuk FDI.

Penelitian ini bertujuan untuk menganalisis pengaruh ekonomi makro, regulasi AML, dan kepatuhan APG terhadap Foreign Direct Investment (FDI) pada negara anggota ASEAN periode 2013–2024 serta menguji peran Governance Quality sebagai variabel moderasi. Penelitian ini menggunakan pendekatan kuantitatif dengan data sekunder yang diperoleh dari World Bank, Basel Institute on Governance, APG, dan berbagai sumber resmi lainnya. Sampel penelitian terdiri atas negara-negara anggota ASEAN yang memenuhi kriteria ketersediaan data selama periode penelitian. Teknik analisis yang digunakan adalah regresi data panel dengan Fixed Effect Model (FEM) dan Moderated Regression Analysis (MRA) menggunakan bantuan perangkat lunak EViews 12.

Hasil penelitian menunjukkan bahwa ekonomi makro berpengaruh positif dan signifikan terhadap FDI, sedangkan regulasi AML dan kepatuhan APG tidak berpengaruh signifikan terhadap FDI pada negara anggota ASEAN. Hasil pengujian moderasi menunjukkan bahwa Governance Quality mampu memoderasi pengaruh ekonomi makro terhadap FDI, namun tidak mampu memoderasi pengaruh AML maupun kepatuhan APG terhadap FDI. Temuan ini mengindikasikan bahwa kualitas tata kelola pemerintahan berperan penting dalam memperkuat efektivitas kondisi ekonomi makro dalam menarik investasi asing. Oleh karena itu, upaya peningkatan kualitas institusi, efektivitas pemerintahan, kualitas regulasi, dan kepastian hukum menjadi faktor penting dalam mendukung daya saing investasi negara-negara ASEAN.

Foreign Direct Investment (FDI) is one of the most important sources of development financing that contributes to economic growth, technology transfer, productivity enhancement, and job creation. FDI inflows are influenced by various economic and institutional factors. In the ASEAN context, macroeconomic conditions represented by economic growth, inflation, and exchange rates, as well as the effectiveness of Anti-Money Laundering (AML) regulations and the level of compliance with the standards established by the Asia/Pacific Group on Money Laundering (APG), are considered important determinants of investors’ decisions. Furthermore, Governance Quality is expected to strengthen or weaken the influence of these factors on FDI inflows.

This study aims to analyze the effects of macroeconomic factors, AML regulations, and APG compliance on Foreign Direct Investment (FDI) in ASEAN member countries during the period 2013–2024 and to examine the moderating role of Governance Quality. The study employs a quantitative approach using secondary data obtained from the World Bank, Basel Institute on Governance, APG, and other official sources. The sample consists of ASEAN member countries that meet the data availability criteria during the observation period. Data were analyzed using panel data regression and Moderated Regression Analysis (MRA) with EViews 12.

The results indicate that macroeconomic factors have a positive and significant effect on FDI, while AML regulations and APG compliance do not significantly affect FDI in ASEAN member countries. The moderation analysis reveals that Governance Quality moderates the relationship between macroeconomic factors and FDI, but does not moderate the relationship between AML regulations and FDI nor between APG compliance and FDI. These findings suggest that good governance plays a crucial role in enhancing the effectiveness of macroeconomic conditions in attracting foreign investment. Therefore, improving institutional quality, government effectiveness, regulatory quality, and legal certainty is essential for strengthening the investment competitiveness of ASEAN countries.
