Perancangan mal pelayanan publik Kabupaten Sukamar Kalimantan Tengah dengan pendekatan extending tradition

Rendahnya kualitas pelayanan publik merupakan sorotan yang diarahkan kepada birokrasi pemerintah dalam memberikan pelayanan kepada masyarakat. Sistem prosedur pelayanan yang berbelit belit, profesionalisme SDM yang masih rendah, ketidak pastian waktu dan biaya mengakibatkan pelayanan di Indonesia identik dengan high-cost economy ( ekonomi biaya tinggi). Begitu banyaknya permasalahan dalam pelayanan publik yang diselenggarakan pemerintah, maka sangat perlu dilakukan suatu perubahan atau reformasi melalui perbaikan pelayanan publik. Inilah kerangka mendasar yang ingin dibenahi oleh sekda sukamara dalam sistem pelayanan di Kabupaten Sukamara Kalimantan Tengah.

Sukamara yang merupakan kabupaten baru ingin memiliki suatu gedung pelayanan yang terpadu yang mempermudah masyarakatnya dalam melakukan pelayanan, serta bernilai ekonomi dan rekreatif. Dalam perancangan gedung tersebut pendekatan Extending Tradition diterapkan sebagai bentuk apresiasi terhadap kekayaan buadaya lokal yang bertujuan melestarikannya serta upaya untuk mengenalkan Kabupaten Sukamara ke khalayak ramai melalui kekayaan budayanya yang diterapkan kedalam desain bangunan. Rumah betang menjadi suatu kebanggaan masyarakat Kalimantan yang menjadi acuan dasar bentuk yang akan ditransformasikan menjadi bentukan yang lebih modern dengan tambahan ornamentasi dan teknologi yang kekinian namun tetap memasukkan nilai budaya sebagai identitas dan nilai edukasi bagi pengguna nantinya. Hasil perancangan ini menunjukkan kompleksitas kajian dan lintas keilmuan diluar perancangan murni, sehingga diperlukan penelitian lebih lanjut yang dapat menunjukkan implikasi desain pada sektor pendidikan dan kebudayaan.

The low quality of public services is a spotlight directed at the government bureaucracy in providing services to the community. A complicated service procedure system, low professionalism of human resources, uncertainty over time and costs have resulted in service in Indonesia being synonymous with a high-cost economy. There are so many problems in public services provided by the government, it is very necessary to make changes or reforms through improving public services. This is the basic framework that the Sukamara regional secretary wants to improve in the service system in Sukamara Regency, Central Kalimantan.

Sukamara, which is a new district, wants to have an integrated service building that makes it easier for the people to provide services, and has economic and recreational value. In designing the building, the Extending Tradition approach was applied as a form of appreciation for the richness of local culture with the aim of preserving it as well as an effort to introduce Sukamara Regency to the general public through its cultural richness which was applied to the building design. Betang houses have become a source of pride for the people of Kalimantan, becoming a basic reference for the form that will be transformed into a more modern structure with the addition of contemporary ornamentation and technology but still including cultural values as identity and educational value for future users. The results of this design show the complexity of the study and cross-scholarship beyond pure design, so further research is needed that can show the implications of design in the education and culture sectors.

إن انخفاض جودة الخدمات العامة هو تسليط الضوء على البيروقراطية الحكومية في تقديم الخدمات للمجتمع. أدى نظام إجراءات الخدمة المعقد، وانخفاض الكفاءة المهنية للموارد البشرية، وعدم اليقين بشأن الوقت والتكاليف، إلى جعل الخدمة في إندونيسيا مرادفة للاقتصاد عالي التكلفة. هناك الكثير من المشاكل في الخدمات العامة التي تقدمها الحكومة، ومن الضروري للغاية إجراء تغييرات أو إصلاحات من خلال تحسين الخدمات العامة. هذا هو الإطار الأساسي الذي يريد السكرتير الإقليمي لسوكامارا تحسينه في نظام الخدمة في منطقة سوكامارا ، الغرب كاليمانتان سوكامارا،

وهي منطقة جديدة، تريد أن يكون لديها مبنى خدمات متكامل يسهل على الناس تقديم الخدمات، وله قيمة اقتصادية وترفيهية في تصميم المبنى، تم تطبيق نهج توسيع التقليد كشكل من أشكال التقدير لثراء الثقافة المحلية بهدف الحفاظ عليها، فضلا عن محاولة لتقديم سوكامارا ريجنسي لعامة الناس من خلال ثرائها الثقافي الذي تم تطبيقه على تصميم المبنى. أصبحت منازل بيتانج مصدر فخر لشعب كاليمانتان، لتصبح مرجعا أساسيا للشكل الذي سيتم تحويله إلى هيكل أكثر حداثة مع إضافة الزخرفة والتكنولوجيا المعاصرة ولكن لا تزال تتضمن القيم الثقافية كهوية وقيمة تعليمية للمستخدمين في المستقبل. تظهر نتائج هذا التصميم مدى تعقيد الدراسة والمنح الدراسية المشتركة بما يتجاوز التصميم البحت لذلك هناك حاجة إلى مزيد من .. الأبحاث التي يمكن أن تظهر آثار التصميم في قطاعي التعليم والثقافة
