Pengawasan SATPOL PP Kabupaten Bojonegoro terhadap ketidakpatuhan penyelenggara rumah kos perspektif Siyasah Dusturiyah ( Studi di Kantor Satuan Polisi Pamong Praja Kabupaten Bojonegoro)

Satuan Polisi Pamong Praja Kabupaten Bojonegoro dihadapkan pada tantangan dalam proses pengawasan terhadap penyelenggara rumah kos yang belum efektif dan efisien. Karena pada kenyataannya masih banyak terjadi tindakan asusila di rumah kos yang mengganggu ketertiban umum dan berpotensi menimbulkan gangguan bagi lingkungan sekitar. Tujuan penelitian ini adalah untuk menganalisi dan mendeskripsi faktor penghambat dan pendukung dalam melakukan proses pengawasan terhadap ketidakpatuhan penyelenggara rumah kos berdasarkan Peraturan Daerah Nomor 4 Tahun 2022, serta mengetahui bagaimana pendangan Siyasah Dusturiyah terhadap penyelenggara rumah kos yang melakukan pelanggaran.
Jenis penelitian yang digunakan adalah yuridis empiris, dengan pendekatan yuridis sosiologis. Sumber data, yaitu data primer dan data sekunder. Metode pengumpulan menggunakan wawancara Pengolahan data melalui tahap editing, klasifikasi, verifikasi, analisis dan terakhir kesimpulan.
Hasil penelitian ini bahwa : 1) Sejalan Dengan Perspektif Siyasah Dusturiyah proses pengawasan mempertimbangkan musyawarah untuk mencapai kesepakatan yang mengutamakan kemaslahatan umat melaui tahapan yang terstuktur 2) faktor pendukung dalam dalam melakukan pengawasan terhadap ketidakpatuhan penyelenggara rumah kos adalah a.regulasi yang kuat dan komitmen dari pimpinan serta anggota organisasi, b.dukungan penuh dari pemerintah daerah, c. kolaborasi yang erat dan harmonis dengan berbagai pihak terkait, d.kesadaran dan kepatuhan pihak yang menjadi objek pengawasan terhadap peraturan dan aturan yang berlaku, e. penggunaan teknologi informasi dan komunikasi yang canggih dalam pengawasan. Sedangkan faktor penghambat meliputi a. perubahan data setiap bulan,b. kurangnya keterlibatan yang maksimal dalam pengawasan, serta c. keterbatasan dalam pemantauan akibat frekuensi patroli yang rendah.

The Civil Service Police Unit of Bojonegoro Regency is faced with challenges in the process of supervising boarding house operators who have not been effective and efficient. Because in reality there are still many immoral acts in boarding houses that disturb public order and have the potential to cause disturbances to the surrounding environment. The purpose of this study is to analyze and describe the inhibiting and supporting factors in conducting a supervision process on non-compliance of boarding house operators based on Regional Regulation Number 4 of 2022, as well as to find out how Siyasah Dusturiyah views boarding house operators who commit violations.
The type of research used is empirical juridical, with a sociological juridical approach. Data sources, namely primary data and secondary data. The collection method uses interviews Data processing through the stages of editing, classification, verification, analysis and finally conclusion.
The results of this study are: 2) In line with Siyasah Dusturiyah's perspective, the supervision process considers deliberation to reach an agreement that prioritizes the benefit of the community through structured stages. 1) supporting factors in supervising non-compliance of boarding house operators are a. strong regulations and commitment from leaders and members of the organization, b. full support from local governments, c. close and harmonious collaboration with various related parties, d. awareness and compliance of parties who are objects of supervision of applicable rules and regulations, e. the use of sophisticated information and communication technology in surveillance. While inhibiting factors include a. changes in data every month, b. lack of maximum involvement in surveillance, and c. limitations in monitoring due to low patrol frequency.

نوع البحث المستخدم هو البحث القانوني التجريبي، بنهج اجتماعي قانوني. مصادر البيانات هي البيانات الأولية والبيانات الثانوية. طريقة جمع البيانات تتضمن المقابلات. تتم معالجة البيانات من خلال مراحل التحرير والتصنيف والتحقق والتحليل وأخيرًا الاستنتاج.
نتائج هذا البحث تشير إلى ما يلي: ١) العوامل الداعمة في ممارسة الرقابة على عدم الامتثال من قبل مشغلي المنازل الطلابية هي: أ) التنظيم القوي والتزام القيادة وأعضاء المنظمة، ب) الدعم الكامل من السلطات المحلية، ج) التعاون الوثيق والمتناغم مع مختلف الجهات ذات الصلة، د) وعي وامتثال الأطراف المراقبة للقوانين والقواعد السارية، ه) استخدام التكنولوجيا المتقدمة في مجال الرقابة. بينما تشمل العوامل العائقة: أ) تغير البيانات كل شهر، ب) نقص المشاركة القصوى في الرقابة، وج) قيود المراقبة بسبب تردد دوريات منخفض. ٢) تتسق عملية الرقابة مع الرؤية السياسية الدستورية بمراعاة النقاش للوصول إلى اتفاق يولي الأمن العام اهتماماً خلال مراحل منظمة.
