Strategi implementasi peraturan walikota malang nomor 55 tahun 2019 dalam pemenuhan fasilitas jaringan publik menuju smart city

Peraturan Walikota Malang Nomor 55 tahun 2019 memiliki tujuan untuk mendorong dan mengatur implementasi tata kelola sistem berbasis elektronik dalam pemenuhan fasilitas jaringan publik yang mendukung perjalanan menuju Smart
City. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis implementasi Peraturan Walikota Malang Nomor 55 tahun 2019 tentang Tata Kelola Sistem Pemerintahan Berbasis Elektronik dalam pemenuhan fasilitas jaringan publik menuju Smart City Kota Malang, serta mengetahui bagaimana pandangan Siyāsah Dustūriyah terhadap pemenuhan fasilitas jaringan publik menuju Smart City Kota Malang
Jenis penelitian yang digunakan adalah yuridis empiris, dengan pendekatan yuridis sosiologis. Metode pengumpulan menggunakan wawancara dengan pegawai Kominfo Kota Malang. Pengolahan data melalui tahap klasifikasi, verifikasi, analisis dan terakhir kesimpulan.
Hasil pembahasan rumusan pertama bahwa Peraturan Walikota Malang Nomor 55 tahun 2019 memiliki peran penting dalam mendorong penggunaan teknologi informasi dalam pemenuhan fasilitas jaringan publik untuk mencapai Smart City. Meskipun implementasinya telah memberikan manfaat yang signifikan, masih ada tantangan yang harus dihadapi, seperti perluasan infrastruktur, perlindungan data pribadi yang lebih baik, dan pengembangan SDM yang terampil dalam mengelola teknologi informasi. Siyāsah Dustūriyah mengakui pentingnya tata kelola sistem berbasis elektronik dalam meningkatkan efisiensi layanan publik dan kualitas hidup masyarakat. Namun, Siyāsah Dustūriyah juga menekankan perlunya memastikan bahwa implementasi teknologi informasi ini sejalan dengan prinsip-prinsip syariat Islam dan nilai-nilai yang diyakini masyarakat.

Malang Mayor Regulation Number 55 of 2019 has the aim of encouraging and regulating the implementation of electronic-based system governance in fulfilling public network facilities that support the journey towards a Smart City. The purpose of this research is to know and analize implementation of Malang Mayor Regulation Number 55 of 2019 concerning Electronic-Based Governance System Management in fulfilling public network facilities towards a Smart City of Malang City, and knowing how Siyāsah Dustūriyah viewstowards the fulfillment of public network facilities towards a Smart City in Malang City.
The type of research used is empirical juridical, with a sociological juridical approach. The collection method used interviews with Kominfo employees of Malang City. Processing data through the stages of classification, verification, analysis and finally the conclusion.

The results of the discussion of the first formulation that Malang Mayor Regulation Number 55 of 2019 has an important role in encouraging the use of information technology in fulfilling public network facilities to achieve smart cities. Even though its implementation has provided significant benefits, there are still challenges that must be faced, such as expanding infrastructure, better protection of personal data, and developing skilled human resources in managing information technology. Siyāsah Dustūriyah recognizes the importance of electronic-based system governance in increasing the efficiency of public services and the quality of life of the community. However, Siyāsah Dustūriyah also emphasized the need to ensure that the implementation of this information technology is in line with the principles of Islamic law and the values believed by society.
