Abstract

INDONESIA:

Madrasah yang bermutu atau unggul adalah madrasah yang memenuhi aspek-aspek standar mutu. Indikatornya adalah keterpenuhan aspek-aspek pendidikan dan pengajaran, sarana dan prasarana, efektivitas fungsi manejemen yang baik dan bahkan kedudukannya atau tata letakkanya. Umumnya madrasah yang bermutu diidentikkan dengan kedudukannya di perkotaan dan mayoritas muslim. Namun demikian, Madrasah Ibtidaiah Negeri Koya Barat Kota Jayapura berada di daerah minoritas dan pinggiran tetapi sangat bermutu ketimbang madrasah lainnya di Kota Jayapura. Salah satu aspek penting dalam menentukan madrasah yang bermutu adalah guru. Guru adalah aset pendidikan dan pengajaran yang tidak terkalahkan oleh apapun. Karena itu, mutu guru harus selalu diperhatikan dan tingkatkan. Di mana ditangan guru yang bermutu, tercapai prestasi, dan di tangan guru yang bermutu pula terwujudnya madrasah yang bermutu. Tujuan penelitian ini, untuk mengetahui upaya peningkatan mutu guru Madrasah Ibtidaiah Negeri Koya Barat Kota Jayapura, dan faktor pendukung dan penghambat upaya peningkatan mutu guru Madrasah Ibtidaiah Negeri Koya Barat Kota Jayapura. Pendekatan yang digunakan pada penelitian ini adalah pendekatan kualitatif dengan rancangan penelitiannya adalah studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi.

Pada penelitian ini ada beberapa temuan penelitian yang diperolehnya mencakup hal-hal sebagai berikut:
1. Upaya peningkatan mutu guru di Madrasah Ibtidaiah Negeri Koya Barat Kota Jayapura, dilakukan melalui kegiatan In Out Tranning, Supervisi, Balai Pendidikan dan Pelatihan Keagamaan (BDK) Papua, Kegiatan Kelompok Kerja Guru Madrasah (KKGMI), Studi Banding, Studi Lanjut (S1 dan S2), dan Kegiatan Rutin Madrasah.
2. Faktor pendukung dan penghambat upaya peningkatan mutu guru di Madrasah Ibtidaiah Negeri Koya Barat Kota Jayapura adalah; 1) faktor pendukung meliputi; dukungan pemerintah, kepala madrasah, guru, dan warga masyarakat; 2) faktor penghambatnya adalah faktor internal meliputi; padatnya jadwal mengajar, kecapaian dari guru, dan biaya (dana), sedangkan faktor eksternal meliputi; keadaan daerah kurang kondusif (demo), tempat kegiatan berjarak kurang lebih 1 jam perjalanan, terkadang banjir, dan juga hajat keluarga.

ENGLISH:

A quality or superior madrasah was a madrassa that meets aspects of quality standards. The indicator was the fullness of education and teaching aspects, facilities and infrastructure, useful management functions, and even their position or layout. Generally, State Madrasah Ibtidaiah of West Koya Kota Jayapura was in minority and suburban areas but the same quality than other madrassas in Jayapura city. One of the crucial aspects in determining quality madrassas was teachers. Teachers were educational and teaching assets that were invincible by anything. Therefore, the quality of teachers should always be considered and improved. In the hands of quality teachers, achievements were achieved, and in the hands of quality, teachers also realized a quality madrassa. This research aims to find out the efforts to improve the teaching quality of State Madrasah IbtidaiahWest Koya Kota Jayapura and supporting factors and inhibition efforts to improve the quality of madrassa teachers Ibtidaiah West KoyaKota Jayapura. The approach used in this study was a qualitative approach with the case study design. Data collection techniques were carried out through observation, interviews, and documentation.

In this study, there were several research findings that obtained include the following:
1. There were several efforts to improve the quality of teachers at State Madrasah
Ibtidaiah West Koya Kota Jayapura conducted through activities such as In-Out
Training, Supervision, Religious Education and Training Center (BDK) of Papua, Teacher of Madrasah Working Group Activities (KKGMI), Comparative Studies, Further Studies (S1 and S2), and Madrasah Routine Activities.
2. Supporting factors in efforts to improve teacher quality in Madrasah Ibtidaiah West KoyaKota Jayapura supported by the government, principals, teachers, and the community. In contrast, teacher quality improvement efforts' inhibitory factor was divided into two; internal and external factors. Internal factors include the state of the area was less conducive (demo), where activities were approximately an hour's drive away, flood ingestion, and a family home.
