التنفيذ بتنمية مجتمع الزكاة في هيئة الزكاة الوطنيّة بمالانج في نظر المصلحة للشيخ رمضان البوطى

تطبق هيئة الزكاة الوطنيّة بمالانج تنمية مجتمع الزكاة لدعم الاستقلال الاقتصادي للمجتمع من خلال تشكيل مجتمع مدينة منتجة٬ برنامج استقلال صحة المجتمع٬ لدعم الاستقلال الصحي، والمجتمع الرعاية المجتمعية التعليم لدعم استقلال التعليم. بالرجوع إلى القانون نمرة 23 لسنة 2011 بشأن إدارة الزكاة ، يجب أن تكون إدارة الزكاة و الإنفاق و الصّدقة على أساس الشريعة الإسلامية والمصالح للعامّة. لذلك يجب أن تكون إدارة مال الزّكاة والإنفاق والصّدقة في هيئة الزّكاة الوطنيّة بمالانج من خلال برنامج تنمية المجتمع الزكاة متوافقة مع الشريعة الإسلامية والمصالح للعامّة. لذلك ، يحتاج الباحث إلى تقديم نظرية ضوابط المصلحة كتدبير المصلحة في تنفيذ تنمية مجتمع الزكاة في هيئة الزكاة الوطنيّة بمالانج. تهدف هذه الدراسة إلى تحليل تطبيق الزكاة في تنمية المجتمع في مدينة بازناس مالانج باستخدام نظرية رمضان البوطى.

تستخدم هذا البحث طريقة وصفية مع نهج نوعي ، لوصف تنفيذ تنمية مجتمع الزكاة في هيئة الزكاة الوطنيّة بمالانج. يتألف المخبرون الذين تم اختيارهم في هذا البحث من مدير مجتمع مدينة الإنتاج ورئيس مجلس إدارة بيت المال ضحى الإسلام ميرجوسري. يتم جمع البيانات عن طريق المقابلات والملاحظات والوثائق. تم إجراء تحليل المعطيات باستخدام نظرية المصلحة للشيخ رمضان البوطى ، وهي ضوابط المصلحة.

من نتائج الدراسة، نمط استخدام أموال الزكاة والإنفاق والصدقة من خلال برنامج تنمية مجتمع الزكاة من خلال تشكيل مجتمع مدينة إنتاجية ، وبرنامج إستقلال صحة المجتمع، ومجتمع رعاية التربية المجتمعية من أجل زيادة فوائد الزكاة رفاهية المجتمع والحد من الفقر تتوافق مع نظرية ضوابط المصلحة لشيخ رمضان البوطى.

ABSTRACT

The National Zakat Board (Baznas) of Malang applies Zakat Community Development to support the economic independence of the community by forming a Productive City Community (KMKP), Community Health Independence Program (PKKM) to support health independence, and Community Education Care Community (KPPM) to support education independence. Refer to the Act. NO. 23 of 2011 concerning the management of zakat, that the management of zakat, infaq and shadaqah must be based on Islamic law and general maslaha. So the management of zakat, infaq and shadaqah funds in The National Zakat Board (Baznas) of Malang through the Zakat Community Development program must be in accordance with the Islamic Shari'ah and being maslaha. Therefore the researcher needs to present the Dhawabit Al-Maslahat theory as a measure of benefit in the implementation of Zakat Community Development in The National Zakat Board of Malang. This study aims to analyze the Community Development Zakat Implementation in The National Zakat Board of Malang by using the Ramadhan Al-Buthi maslaha theory.

This study uses a descriptive method with a qualitative approach, to describe the implementation of Zakat Community Development in The National Zakat Board (Baznas) of Malang. The informants chosen in this study consisted of managers of Productive City Community (KMKP) and chairman of Baitul Maal Dhuha Islam Merjosari. Data is collected by interviews, observation, and documentation. Data analysis was performed using the maslahat theory of Ramdhan Al-Buthi, namely Dhawabith al-Maslahat.

The results of this study, the pattern of utilization of zakat, infaq and shadaqah funds through the zakat community development program by forming Productive City Community (KMKP), Community Health Independence Program (PKKM), and Community Education Care Community (KPPM) in order to increase the benefits of zakat to realize community welfare and poverty reduction are in accordance with the Dhawabith Al-Maslahat Sheikh Ramdhan Al-Buthi theory.

Badan Amil Zakat Nasional (Baznas) Kota Malang menerapkan Zakat Community Development untuk menunjang kemandirian ekonomi masyarakat dengan membentuk komunitas Masyarakat Kota Produktif (KMKP), Program Kemandirian Kesehatan Masyarakat (PKKM) untuk menunjang kemandirian kesehatan, dan Komunitas Peduli Pendidikan Masyarakat (KPPM) untuk menunjang kemandirian pendidikan. Merujuk kepada UU. NO. 23 Tahun 2011 tentang pengelolaan zakat, bahwa pengelolaan zakat, infaq dan shadaqah harus berasaskan syariat Islam dan kemaslahatan umum. Maka pengelolaan dana zakat, infaq dan shadaqah di BAZNAS Kota Malang melalui program Zakat Community Development harus sesuai dengan syari’ah Islam dan kemaslahatan. Oleh karena itu peneliti perlu menghadirkan teori Dhawabit Al-Maslahat sebagai tolak ukur kemaslahatan dalam pelaksanaan Zakat Community Development di Baznas Kota Malang. Penelitian ini bertujuan untuk menganalisis Pelaksanaan Zakat Community Development di Baznas Kota Malang dengan menggunakan teori maslahat Ramadhan Al-Buthi.

Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, untuk mendeskripsikan pelaksanaan Zakat Community Development di Baznas Kota Malang. Adapun Informan yang dipilih dalam penelitian ini terdiri dari manajer Komunitas Masyarakat Kota Produktif (KMKP) dan ketua Baitul Maal Dhuha Islam Merjosari. Data dikumpulkan dengan wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan menggunakan teori maslahat Ramdhan Al-Buthi yaitu Dhawabith al-Maslahat.

Dari hasil penelitian, pola pendayagunaan dana zakat, infaq dan shadaqah melalui program zakat community development dengan membentuk Komunitas Masyarakat Kota Produktif (KMKP), Program Kemandirian Kesehatan Masyarakat (PKKM), dan Komunitas Peduli Pendidikan Masyarakat (KPPM) dalam rangka meningkatkan manfaat zakat untuk mewujudkan kesejahteraan masyarakat dan penanggulangan kemiskinan telah sesuai dengan teori Dhawabith Al-Maslahat Syekh Ramdhan Al-Buthi.
