Perancangan Rumah Sakit Umum Daerah (RSUD) kelas C non pendidikan berbasis low cost di Kota Tanjungbalai: Tema low energy

Tingkat kesehatan masyarakat adalah salah satu aspek yang menjadi tolak ukur keberhasilan program pembangunan Nasional suatu Negara. Kota Tanjungbalai adalah salah satu Kota di Provinsi Sumatera Utara yang dapat dikatakan belum sepenuhnya mencapai target program pembangunan Nasional terutama dalam aspek kesehatan masyarakat, terbukti dari data yang dipublikasikan oleh Dinas Kesehatan Nasional berupa Profil Kesehatan Provinsi Sumatera Utara tahun 2012 yang menyatakan bahwa angka kesakitan (morbiditas) dan angka kematian (mortalitas) masyarakat Kota Tanjungbalai yang belum sepenuhnya mencapai target angka minimum Nasional. Selain karena pembiayaan kesehatan bagi masyarakat kurang mampu yang kurang merata, hal ini juga disebabkan karena enggannya masyarakat menjalani pengobatan dengan tenaga medis Rumah Sakit yang memang membutuhkan biaya cukup mahal.

Kondisi inilah yang mendorong munculnya ide penyelesaian permasalahan berupa peningkatan kwantitas dan kwalitas sarana pelayanan kesehatan dalam bentuk Rumah Sakit yang murah secara operasional dan arsitekturalnya. Rumah sakit ini akan dirancang berbasis low cost (rendah biaya) dengan tujuan untuk mewujudkan sebuah sarana pelayanan kesehatan yang murah dan efisien, baik dalam biaya perencanaan, perancangan, maupun pemeliharaanya.

Rumah Sakit ini dirancang dengan konsep low Energy Building untuk mendukung penerapan sistem low cost melalui prinsip-prinsip perancangan aktif dan pasif low Energy Building yang memaksimalkan penggunaan dan pengolahan potensi alam menjadi pendukung elemen arsitektural dan menjadi sumber energi terbarukan secara mandiri, serta meminimalisir dampak negatif bagi pengguna dan lingkungan sekitar, bersifat efisien, rendah biaya, dan berkelanjutan sesuai dengan tujuan dari penerapan sistem low cost (rendah biaya).
