Abstract
INDONESIA
Fungsi Pengembangan Silabus Pengembangan silabus ditujukan kepada guru dan kelompok guru mata pelajaran di sekolah/madrasah, musyawarah guru mata pelajaran, dan dinas pendidikan. Sejalan dengan itu maka tujuan pengembangan silabus adalah membantu guru dan tenaga kependidikan lainnya dalam menjabarkan kompetensi dasar menjadi perencanaan pembelajaran.
Adapun fungsi pengembangan silabus secara umum adalah:
1.Sebagai pedoman dalam pengembangan pembelajaran, seperti (1) pembuatan rencana pengelolaan pembelajaran baik secara klasikal, kelompok kecil maupun pembelajaran secara individual; (2) penyusunan materi ajar; (3) pengembangan sistem penilaian dalam pelaksanaan pembelajaran berbasis kompetensi, yaitu sistem penilaiaan yang selalu mengacu kepada Strandar Kompetensi, Kompetensi Dasar, dan indikator pembelajaran yang terdapat di dalam silabus.
2.Dalam hal ini silabus merupakan sumber pokok dalam penyusunan rencana pembelajaran, baik rencana pembelajaran untuk satu Standar Kompetensi maupun satu Kom petensi Dasar (Abdul Majid, 2009: 40).
3.Hasil pengembangan silabus dalam bentuk perangkat pembelajaran berfungsi sebagai alat untuk aktualisasi kurikulum secara operasional pada tingkat satuan pendidikan, sehingga memudahkan guru dalam melakukan tugas pembelajaran.
Dengan adanya rancangan pembelajaran guru akan lebih terarah dalam penyajian materi ajar atau pengalaman-pengalaman belajar, sehingga dapat menumbuhkan minat dan motivasi belajar peserta didik.

In shaping the character of the learner is also supported with basic competence for the course of History of Indonesia in the curriculum 2013 organized into four Comptensi Inti (KI). KI 1 deals with attitudes toward God Almighty. KI 2 deals with the character of self and social attitudes. KI 3 contains KD on knowledge of teaching materials. While KI 4 contains KD about the presentation of knowledge. The cultivation of character values in the learner is considered important, so that learners have character values such as developing honest, fair, respect and democratic values. To achieve that goal the implementation of teachers is needed as educators, teachers as well as necessary preparation in all aspects of life.
In this research there are formulation of the problem are: 1) How the implementation of the imposition of values characters on learning history of class XI in Public Senior High School 4 of Malang? 2) What is the role of teacher in planting the values of student character on learning history of class XI in Public Senior High School 4 of Malang? 3) How does the teacher's strategy in planting the values of the character of the students on the learning of class XI history in Public Senior High School 4 of Malang?
This study used a qualitative approach and type of research is a type of field research, because researchers take data directly in the field. The next Techniques Data collection conducted in this study there are three namely: observation, interview and documentation. While the data analysis techniques used in this study are reduction data, display data, and conclusion drawing / verification.
The result of the study conducted by researches are as follows : (1) process the implementation of the imosition of values characters on learning history of class XI in public Senior Hight School 4 of Malang. by integrating character values on historical learning materials and instilling good character values within the school, family and community environment, (2) The role of teachers in the inculcation of character values on learning history of class XI Indonesia by directly involved in the learning process as a mentor, always motivate learners to instill the values of character, (3) Teacher strategy in character values using character-driven learning strategy such as PAIKEM strategy, cooperative learning strategy and inquiry. With varied lecture methods, literature reading, and case studies.
