Analisis pengaruh operasional aplikasi SENYUM sebagai sistem informasi manajemen terhadap akurasi dan akuntabilitas kinerja ASN di Kementerian Agama Kota Malang

Penelitian ini dilatarbelakangi oleh perkembangan digitalisasi pelayanan publik yang mendorong instansi pemerintah untuk menerapkan sistem informasi manajemen guna meningkatkan kualitas kinerja aparatur. Salah satu inovasi yang diterapkan oleh Kementerian Agama Kota Malang adalah Aplikasi SENYUM (Sistem Layanan Unggulan Masyarakat), yang digunakan untuk mendukung efektivitas layanan, ketepatan data, serta akuntabilitas kinerja Aparatur Sipil Negara (ASN). Penelitian ini bertujuan untuk menganalisis pengaruh operasional Aplikasi SENYUM sebagai Sistem Informasi Manajemen terhadap akurasi dan akuntabilitas kinerja ASN di Kementerian Agama Kota Malang.

Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Populasi penelitian adalah ASN di Kementerian Agama Kota Malang yang menggunakan Aplikasi SENYUM dalam pelaksanaan tugas dan pelayanan. Teknik pengumpulan data dilakukan melalui penyebaran kuesioner. Analisis data menggunakan metode Structural Equation Modeling-Partial Least Squares (SEM-PLS) dengan bantuan aplikasi SmartPLS 4. Pengujian meliputi uji validitas, reliabilitas, koefisien determinasi (R²), serta pengujian hipotesis melalui nilai path coefficient dan p-value.

Hasil penelitian menunjukkan bahwa operasional Aplikasi SENYUM berpengaruh positif dan signifikan terhadap akurasi kinerja ASN. Selain itu, operasional Aplikasi SENYUM juga berpengaruh positif dan signifikan terhadap akuntabilitas kinerja ASN. Temuan ini mengindikasikan bahwa semakin optimal penggunaan Aplikasi SENYUM, maka semakin tinggi tingkat ketepatan data kinerja serta kemampuan ASN dalam mempertanggungjawabkan pelaksanaan tugas dan pelayanan publik. Dengan demikian, Aplikasi SENYUM terbukti mampu mendukung peningkatan kualitas tata kelola pemerintahan yang efektif, transparan, dan akuntabel di lingkungan Kementerian Agama Kota Malang.

This study was motivated by the rapid development of public service digitalization, which encourages government institutions to implement management information systems to improve the quality of employee performance. One of the innovations implemented by the Ministry of Religious Affairs Office of Malang City is the SENYUM Application (Superior Community Service System), which is utilized to support service effectiveness, data accuracy, and the accountability of Civil Servants (ASN). This research aims to analyze the effect of the SENYUM Application operations as a Management Information System on the accuracy and accountability of ASN performance at the Ministry of Religious Affairs Office of Malang City.

This study employed a quantitative approach using a survey method. The population consisted of Civil Servants who utilize the SENYUM Application in carrying out their duties and public service activities. Data were collected through questionnaires distributed to respondents. The data were analyzed using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method with the assistance of SmartPLS 4 software. The analysis included validity testing, reliability testing, coefficient of determination (R²), and hypothesis testing through path coefficients and p-values.

The results revealed that the operation of the SENYUM Application has a positive and significant effect on the accuracy of ASN performance. Furthermore, the operation of the SENYUM Application also has a positive and significant effect on the accountability of ASN performance. These findings indicate that the more optimally the SENYUM Application is utilized, the higher the level of performance data accuracy and the greater the ability of ASN to account for the implementation of their duties and public services. Therefore, the SENYUM Application has proven effective in supporting the improvement of governance quality that is effective, transparent, and accountable within the Ministry of Religious Affairs Office of Malang City.

ينطلق هذا البحث من تطور الرقمنة في الخدمات العامة التي تدفع المؤسسات الحكومية إلى تطبيق نظم المعلومات الإدارية لرفع جودة أداء موظفيها. ومن الابتكارات التي طبقتها وزارة الشؤون الدينية بمدينة مالانغ هو تطبيق "SENYUM" (نظام الخدمات المتميزة للمجتمع)، والذي يُستخدم لدعم فعالية الخدمات، ودقة البيانات، ومساءلة أداء الموظفين الحكوميين (ASN). تهدف هذه الدراسة إلى تحليل أثر تشغيل تطبيق "SENYUM" كنظام معلومات إداري على دقة ومساءلة أداء الموظفين الحكوميين في وزارة الشؤون الدينية بمدينة مالانغ.

اعتمد هذا البحث على المنهج الكمي باستخدام أسلوب المسح الإحصائي (الاستبياني). وتمثل مجتمع البحث في الموظفين الحكوميين بوزارة الشؤون الدينية بمدينة مالانغ الذين يستخدمون تطبيق "SENYUM" في أداء مهامهم وخدماتهم. وجُمعت البيانات من خلال توزيع الاستبيانات. كما خضعت البيانات للتحليل باستخدام طريقة نمذجة المعادلات الهيكلية بالمربعات الصغرى الجزئية (SEM-PLS) بمساعدة برنامج SmartPLS 4. وشملت الاختبارات اختبار الصدق، واختبار الثبات، ومعامل التحديد (R2)، بالإضافة إلى اختبار الفرضيات من خلال قيمة معامل المسار (path coefficient) والقيمة الاحتمالية. (p-value).

أظهرت نتائج البحث أن تشغيل تطبيق "SENYUM" له أثر إيجابي وجوهري (ذو دلالة إحصائية) على دقة أداء الموظفين الحكوميين. بالإضافة إلى ذلك، فإن تشغيل تطبيق "SENYUM" يؤثر أيضاً بشكل إيجابي وجوهري على مساءلة أداء الموظفين. تشير هذه النتائج إلى أنه كلما زاد الاستخدام الأمثل لتطبيق "SENYUM"، ارتفع مستوى دقة بيانات الأداء وقدرة الموظفين على تحمل المسؤولية في تنفيذ المهام والخدمات العامة. وبذلك، أثبت تطبيق "SENYUM" قدرته على دعم تحسين جودة الحوكمة الحكومية الفعالة، والشفافة، والخاضعة للمساءلة في بيئة وزارة الشؤون الدينية بمدينة مالانغ.
