Efektifitas program “menguatkan peran ibu tangguh, anak pulih” dalam pendampingan anak penyintas kekerasan ayah Abusif

ABSTRAK

Fenomena kekerasan yang dilakukan oleh ayah abusif terhadap anak merupakan persoalan serius yang berdampak pada aspek fisik, psikologis, dan sosial anak, serta berpotensi menimbulkan trauma jangka panjang. Kekerasan yang bersumber dari figur ayah sebagai orang terdekat memperparah kondisi anak karena merusak rasa aman dan kepercayaan dalam lingkungan keluarga. Oleh karena itu, perlindungan anak korban kekerasan menjadi tanggung jawab negara yang harus dilaksanakan secara sistematis melalui lembaga yang berwenang. Unit Pelaksana Teknis Perlindungan Perempuan dan Anak (UPT PPA) Dinas Sosial P3AP2KB Kota Malang merupakan salah satu institusi yang berperan dalam penanganan dan pemulihan anak korban kekerasan, salah satunya melalui Program Menguatkan Peran Ibu Tangguh, Anak Pulih. Penelitian ini bertujuan untuk menganalisis pelaksanaan program tersebut dalam menanggulangi dampak kekerasan ayah abusif terhadap anak serta menilai efektivitas hukum terhadap peran UPT PPA Dinas Sosial P3AP2KB Kota Malang dalam melaksanakan program sebagai upaya perlindungan anak korban kekerasan ayah abusif.
Penelitian ini merupakan jenis penelitian yuridis empiris menggunakan pendekatan sosiologis (sosiological approach). Pengumpulan data dilakukan melalui wawancara dengan pihak UPT PPA dan informan pendukung, observasi terhadap pelaksanaan program, serta dokumentasi berupa kebijakan, laporan kegiatan, dan data pendukung lainnya. Analisis data dilakukan melalui tahapan reduksi data, penyajian data secara sistematis, dan penarikan kesimpulan untuk memperoleh gambaran yang utuh mengenai pelaksanaan program dan efektifitas peran lembaga dalam perlindungan anak.
Hasil penelitian menunjukkan bahwa pertama pelaksanaan Program Menguatkan Peran Ibu Tangguh, Anak Pulih dilakukan melalui kegiatan sosialisasi,asesmen, pendampingan psikologis, serta penguatan peran ibu sebagai sistem pendukung utama dalam proses pemulihan anak korban kekerasan ayah abusif, program ini berkontribusi dalam meningkatkan pemahaman masyarakat dan keberanian untuk melapor, sekaligus memberikan dukungan awal bagi pemulihan psikologis anak.Kedua, efektivitas hukum terhadap peran UPT PPA Dinas Sosial P3AP2KB Kota Malang dinilai efektif, ditinjau dari terpenuhinya 5 indikator adanya subtansi hukum yang jelas, keterlibatan aparat pelaksana, ketersediaan sarana fasilitas pendukung. budaya diam dalam keluarga, serta keterbatasan partisipasi masyarakat, sehingga diperlukan penguatan berkelanjutan agar perlindungan anak korban kekerasan dapat terlaksana secara optimal.

ABSTRACT

The phenomenon of violence committed by abusive fathers against children is a serious problem that affects children physically, psychologically, and socially, and has the potential to cause long-term trauma. Violence originating from the father figure as the closest person exacerbates the child's condition because it destroys the sense of security and trust within the family environment. Therefore, protecting children who are victims of violence is the responsibility of the state, which must be carried out systematically through the relevant authorities. The Technical Implementation Unit for the Protection of Women and Children (UPT PPA) of the Malang City Social Service Agency is one of the institutions that plays a role in the handling and recovery of children who are victims of violence, one of which is through the Strengthening the Role of Strong Mothers, Recovering Children Program. This study aims to analyze the implementation of this program in addressing the impact of abusive fathers on children and to assess the effectiveness of the law on the role of the UPT PPA of the Malang City Social Service Agency in implementing the program as an effort to protect children who are victims of abusive fathers..
This research is a type of empirical legal research using a sociological approach. Data collection was carried out through interviews with the UPT PPA and supporting informants, observation of program implementation, and documentation in the form of policies, activity reports, and other supporting data. Data analysis was carried out through the stages of data reduction, systematic data presentation, and drawing conclusions to obtain a complete picture of program implementation and the effectiveness of the institution's role in child protection.
The results of the study show that the implementation of the Strengthening the Role of Resilient Mothers, Recovering Children Program was carried out through socialization activities, psychological assistance, and strengthening the role of mothers as the main support system in the recovery process of children who are victims of abusive fathers. This program contributed to increasing public understanding and courage to report, while also providing initial support for the psychological recovery of children. Furthermore, the effectiveness of the law regarding the role of the UPT PPA of the Malang City Social Service Agency is considered quite effective, as evidenced by the existence of a clear legal basis, the involvement of implementing agencies, and the availability of supporting facilities. However, this effectiveness still faces obstacles in the form of social stigma, a culture of silence within families, and limited community participation, so that continuous strengthening is needed so that the protection of child victims of violence can be carried out optimally.

تؤثر ظاهرة إساءة معاملة الآباء لأطفالهم على الجوانب الجسدية والنفسية والاجتماعية للأطفال، وقد تتسبب في صدمات نفسية طويلة الأمد. العنف الذي ينبع من شخصية الأب باعتباره أقرب شخص إلى الطفل يؤدي إلى تفاقم حالة الطفل لأنه يدمر الشعور بالأمان والثقة داخل البيئة الأسرية. لذلك، فإن حماية الأطفال ضحايا العنف هي مسؤولية الدولة من خلال السلطات المختصة. ينتمي هذا البحث إلى نوع البحث القانوني التجريبي (الفقهي الاجتماعي) باستخدام المدخل السوسيولوجي (المنهج السوسيولوجي). وقد جُمِعت البيانات من خلال المقابلات مع مسؤولي وحدة حماية المرأة والطفل (UPT PPA) وعدد من المخبرين الداعمين، إضافةً إلى الملاحظة المباشرة لتنفيذ البرنامج، والتوثيق المتمثل في السياسات واللوائح والتقارير والبيانات الداعمة الأخرى. وتم تحليل البيانات عبر مراحل اختزال البيانات، وعرضها بصورة منهجية، ثم استخلاص النتائج؛ وذلك للحصول على صورة شاملة حول تنفيذ البرنامج ومدى فعالية دور المؤسسة في حماية الأطفال.
بدأت نتائج البحث حول تنفيذ برنامج ”تعزيز دور الأمهات الصامدات، تعافي الأطفال“ بأنشطة توعوية واستشارات نفسية لتعزيز دور الأمهات في عملية تعافي الأطفال ضحايا العنف من آبائهم. وقد زاد هذا البرنامج من وعي الجمهور وشجعه على الإبلاغ عن الحالات، كما قدم الدعم الأولي للتعافي النفسي للأطفال. علاوة على ذلك، اعتُبرت فعالية القانون المتعلق بدور وحدة حماية الطفل التابعة لوكالة الشؤون الاجتماعية بمدينة مالانج فعالة، استنادًا إلى وجود أساس قانوني واضح، ومشاركة الوكالات المنفذة، وتوافر المرافق الداعمة. ومع ذلك، لا تزال هذه الفعالية تواجه عقبات في شكل وصمة عار اجتماعية، وثقافة الصمت داخل الأسر، ومشاركة مجتمعية محدودة، مما يستلزم تعزيزًا مستمرًا حتى يمكن تنفيذ حماية الأطفال ضحايا العنف على النحو الأمثل.
