إدارة التغيير في خلافة عمر بن الخطاب رضيالله عنه: دراسة وصفية تحليلية

ABSTRACT

This study aims to; 1) Knowledge the bases which has been fulfillment by the second Caliph Omar ibn al-Khattab may Allah be pleased with him, 2) clarify the pace of change that has occurred in the succession of Omar ibn al-Khattab may Allah be pleased 3) to know the effect of the change on the Islamic nation in his succession at that time. The researcher used the documentary approach, the documentary approach it is method to collect data from the mothers of books and its branches.

This is approach usually it requires identify the
problem and collects all which regards to the research and analysis, It is branched from the beginning, his extended and the result of its study through the documentary method and ending with access to different results and useful in the study assigned.

The researcher conclude from this study that; 1) The bases of change management during Omar ibn al-Khattab’s succession, may Allah be pleased with him, It was firstly in his intensity fear of Allah almighty, and frequent conflict and quarreling after the spread of Islam, the lack of independence of the judiciary, restrictions of property rights and the method of using it of the people, and the way of doctrine and understanding of the change through the reality lived, and the way of his Jurisprudence, his understanding of the change
through the reality lived make of his basis the change and decisiveness in matters that appear. 2) the steps of change which fulfillments Caliph Omar ibn al-Khattab may Allah be pleased with him as; establishing the principle of Shura, establishing the Justice and equality between the Muslim community, guarantee the public freedoms for the people and secured it , shows the State services of Islamic society , establishment of religious matters such as; spread of the Islamic religion among the people, establish the prayers, keeping the religion and its origins, reconstruction the Mosques, facilitate the Hajj, establishment of the legitimacy border, Jihad for the sake of Allah, the appointment of workers and staff, not to differentiate between the Arab people and other. 3) the changing and its impact on the Islamic nation in the succession of Omar ibn al- Khattab may Allah be pleased with him- such as ; the establishment of camps and organized it , Imposition military conscription, release the Islamic expansions, unit direction by to take one history for the benefit of all the Muslims people, establishment of Muslims fund money and save codification of bureaucracy, spread of the security and stability, contribute to the preservation of the religion, the stability of the state, preservation of the prestige, Nationalization open land, Development of the Rule of Administrative Justice, used of the punishment for the benefit of the Muslim community, re grievances to recipients, Innovated a new way to elect a new successor to those who come after him.
