Implementasi manajemen informasi perizinan tenaga medis di Dinas Penanaman Modal dan Pelayanan Satu Pintu Kabupaten Malang

Pesatnya perkembangan sektor kesehatan menuntut pembuatan jaminan legalitas tenaga medis melalui Surat Izin Praktik (SIP) juga meningkat. DPMPTSP Kabupaten Malang mengimplementasikan sistem e-Nakes untuk proses perizinan tersebut. Penelitian ini bertujuan untuk menganalisis implementasi manajemen informasi pada sistem e-Nakes dengan menggunakan kerangka teori Siklus Manajemen Informasi Mayer & Zack (1999) yang meliputi tahap Acquisition, Refinement, Store, Distribution, dan Presentation. Penelitian dilakukan menggunakan metode kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi. Analisis data dilakukan dengan membenturkan temuan empiris terhadap lima tahapan siklus manajemen informasi untuk mengidentifikasi efektivitas dan kendala dalam sistem. Hasil penelitian menunjukkan bahwa implementasi manajemen informasi di DPMPTSP Kabupaten Malang masih bersifat campuran antara digital dan manual. Pada tahap Acquisition, kualitas data yang diunggah pemohon masih rendah akibat kurangnya panduan teknis. Tahap Refinement menjadi titik hambat karena verifikator harus melakukan pengecekan manual satu per satu tanpa alat bantu otomatisasi. Pada tahap Store, terjadi pengulangan data karena penyimpanan masih terbagi di beberapa platform. Sementara itu, tahap Distribution dan Presentation belum mencapai digitalisasi penuh karena produk akhir masih berupa SIP cetak dan pemohon diwajibkan hadir secara fisik untuk pengambilan dokumen. Simpulan dari penelitian ini adalah digitalisasi perizinan di DPMPTSP Kabupaten Malang masih berada pada fase transisi. Untuk mencapai efisiensi penuh, diperlukan peningkatan teknologi seperti validasi otomatis, penerapan Tanda Tangan Elektronik (TTE), serta integrasi basis data antara DPMPTSP dan Dinas Kesehatan guna menghilangkan proses manual yang menghambat layanan.

The rapid development of the health sector requires the creation of legal guarantees for medical personnel through Practice Licenses (SIP), which are also increasing. The Malang Regency DPMPTSP has implemented the e-Nakes system for this licensing process. This study aims to analyze the implementation of information management in the e-Nakes system using the Mayer & Zack (1999) Information Management Cycle theoretical framework, which includes the stages of Acquisition, Refinement, Store, Distribution, and Presentation. The study was conducted using a qualitative method with a descriptive approach. Data were collected through in-depth interviews, field observations, and documentation. Data analysis was conducted by comparing empirical findings with the five stages of the information management cycle to identify the effectiveness and constraints of the system. The results showed that the implementation of information management at the Malang Regency DPMPTSP was still a mixture of digital and manual processes. At the Acquisition stage, the quality of data uploaded by applicants was still low due to a lack of technical guidance. The Refinement stage is a bottleneck because verifiers must perform manual checks one by one without the aid of automation tools. In the Store stage, data duplication occurs because storage is still divided across several platforms. Meanwhile, the Distribution and Presentation stages have not yet achieved full digitization because the final product is still in the form of printed SIPs and applicants are required to be physically present to collect documents. The conclusion of this study is that the digitization of licensing at the Malang Regency DPMPTSP is still in a transitional phase. To achieve full efficiency, technological improvements are needed, such as automatic validation, the implementation of Electronic Signatures (TTE), and database integration between the DPMPTSP and the Health Office to eliminate manual processes that hinder service delivery.

استلزم التطور السريع في قطاع الصحة وضع ضمانات قانونية للعاملين في المجال الطبي من خلال ترخيص الممارسة (SIP). وقد طبقت إدارة DPMPTSP في مقاطعة مالانج نظام e-Nakes لعملية الترخيص هذه. تهدف هذه الدراسة إلى تحليل تنفيذ إدارة المعلومات في نظام e-Nakes باستخدام الإطار النظري لدورة إدارة المعلومات لـ Mayer & Zack (1999)، والذي يتضمن مراحل الاقتناء والتحسين والتخزين والتوزيع والعرض. أجريت الدراسة باستخدام طريقة نوعية مع نهج وصفي. تم جمع البيانات من خلال مقابلات متعمقة وملاحظات ميدانية وتوثيق. تم تحليل البيانات من خلال مقارنة النتائج التجريبية بالمرحلة الخمس لدورة إدارة المعلومات لتحديد فعالية النظام والقيود التي تواجهه. أظهرت النتائج أن تنفيذ إدارة المعلومات في DPMPTSP في مقاطعة مالانج لا يزال هجينًا (مزيجًا من الرقمي واليدوي). في مرحلة الحصول على البيانات، تظل جودة البيانات التي يرفعها المتقدمون منخفضة بسبب الافتقار إلى التوجيه الفني. وتعد مرحلة التنقيح بمثابة عنق زجاجة لأن المراجعين يجب أن يجروا عمليات التحقق يدويًا واحدة تلو الأخرى دون الاستعانة بأدوات آلية. وفي مرحلة التخزين، تحدث تكرار البيانات لأن التخزين لا يزال مقسمًا على عدة منصات. وفي الوقت نفسه، لم تحقق مرحلتا التوزيع والعرض الرقمنة الكاملة لأن المنتج النهائي لا يزال في شكل SIP مطبوعة ويُطلب من المتقدمين الحضور شخصيًا لاستلام المستندات. وخلصت هذه الدراسة إلى أن رقمنة الترخيص في DPMPTSP بمقاطعة مالانج لا تزال في مرحلة انتقالية. ولتحقيق الكفاءة الكاملة، هناك حاجة إلى تحسينات تقنية، مثل التحقق التلقائي من الصحة، وتنفيذ التوقيعات الإلكترونية (TTE)، وتكامل قواعد البيانات بين DPMPTSP ومكتب الصحة للقضاء على العمليات اليدوية التي تعيق الخدمات.
