Implementasi surat keputusan Badan Gizi Nasional nomor 63 tahun 2025 tentang petunjuk teknis program makan bergizi gratis perspekif Maqashid Syariah

Kebijakan Program Makan Bergizi Gratis (MBG) merupakan inisiatif
pemerintah Indonesia di bawah Presiden Prabowo Subianto untuk menyediakan makanan bergizi secara cuma-cuma bagi siswa sekolah, ibu hamil, dan menyusui, guna mengatasi stunting, gizi buruk, serta meningkatkan kualitas SDM menuju Indonesia Emas 2045. Penelitian ini bertujuan menganalisis implementasi kebijakan tersebut di SPPG Rungkut dan Wonocolo serta kesesuaiannya dengan prinsip Maqashid Syariah.
Jenis penelitian yaitu yuridis empiris dengan pendekatan sosiologis.
Penelitian ini berfokus pada implementasi program MBG oleh SPPG Rungkut dan SPPG Wonocolo berdasarkan Surat Keputusan (SK) Badan Gizi Nasional (BGN) Nomor 63 Tahun 2025 Tentang Petunjuk Teknis Penyelenggaraan MBG dan perspektif maqashid syari’ah. Sumber data terdiri dari, sumber data primer yang diperoleh dari wawancara dengan kepala SPPG, kepala sekolah, dan siswa. Data sekunder berasal dari SK BGN No.63 tahun 2015, buku, jurnal, dan Peraturan Perundang-Undangan. Data tersier berasal dari website dan media online lainnya. Metode pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi.
Hasil dari penelitian ini menunjukkan bahwa implementasi program MBG
oleh SPPG Rungkut dan Wonocolo telah sesuai SK BGN Nomor 63 Tahun 2025 terkait petunjuk teknis, mulai dari pendirian SPPG sampai penyaluran program MBG ke penerima manfaat. Selain itu, implmentasi program MBG tersebut juga sesuai dengan prinsip-prinsip teori good governance. Namun, masih terdapat tantangan yaitu penyesuaian menu MBG supaya tidak membosankan dan memastikan makanan layak dikonsumsi sebelum diterima oleh penerima manfaat.Tinjauan Maqashid Syari’ah menunjukkan bahwa pengimplementasian program MBG selaras dengan prinsip-prinsip maqashid syari’ah yaitu hifz an-nafs, hifz al-aql, hifz al-mal.

The Free Nutritious Meals Program (MBG) is an initiative of the Indonesian government under President Prabowo Subianto to provide free nutritious meals to school children, pregnant women, and nursing mothers in order to overcome stunting, malnutrition, and improve the quality of human resources towards Indonesia Emas 2045. This study aims to analyze the implementation of this policy at SPPG Rungkut and Wonocolo and its conformity with the principles of Maqashid Syariah.
This research is a legal empirical study with a sociological approach. It
focuses on the implementation of the MBG program by SPPG Rungkut and SPPG Wonocolo based on the Decree (SK) of the National Nutrition Agency (BGN) Number 63 of 2025 concerning Technical Guidelines for the Implementation of MBG and the perspective of maqashid syari'ah. The data sources consist of primary data obtained from interviews with the heads of SPPG, school principals, and students. Secondary data comes from BGN Decree No. 63 of 2015, books, journals, and laws and regulations. Tertiary data comes from websites and other online media. The data collection methods used were interviews, observation, and documentation.
The results of this study indicate that the implementation of the MBG program by SPPG Rungkut and Wonocolo is in accordance with BGN Decree No. 63 of 2025 regarding technical guidelines, from the establishment of SPPG to the distribution of the MBG program to beneficiaries. In addition, the implementation of the MBG program is also in accordance with the principles of good governance theory. However, there are still challenges, namely adjusting the MBG menu so that it is not boring and ensuring that the food is fit for consumption before it is received
by the beneficiaries. A review of Maqashid Syari'ah shows that the implementation of the MBG program is in line with the principles of maqashid syari'ah, namely hifz an-nafs, hifz al-aql, hifz al-mal.

برنامج الوجبات الغذائية المجانية (MBG) هو مبادرة من الحكومة الإندونيسية في عهد الرئيس برابوو سوبيانتو لتوفير وجبات غذائية مجانية لأطفال المدارس والنساء الحوامل والمرضعات من أجل مكافحة التقزم وسوء التغذية وتحسين جودة الموارد البشرية نحو إندونيسيا إيماس 2045. تهدف هذه الدراسة إلى تحليل تنفيذ هذه السياسة في ومدى توافقها مع مبادئ مقاصد الشريعة.
