Abstract
INDONESIA:
Instrumen penilaian hasil belajar adalah alat yang digunakan untuk mengetahui kualitas hasil belajar siswa. Instrumen penilaian hasil belajar terdiri dari tes dan non-tes. Setiap instrument penilaian hasil belajar memiliki kelebihan dan kekurangan, sehingga dalam pelaksanaan penilaian hasil belajar hendaknya guru menggunakan beberapa jenis dan bentuk instrument penilaian. Akan tetapi, hasil observasi di MI Peguruan Muallimat Cukir Jombang guru masih menggunakan instrument penilaian hasil belajar yang sangat sederhana. Dikatakan sederhana karena hanya terdiri dari tes bentuk jawab singkat saja, termasuk dalam mata pelajaran IPA.Untuk mengatasi hal tersebut diperlukan pengembangan instrument penilaian hasil belajar yang berkualitas dan berfariasi yang mampu mengukur hasil belajar siswa secara maksimal.
Berdasarkan diperlukannya pengembangan instrument penilaian hasil belajar maka jenis penelitian ini adalah penelitian pengembangan (R&D) dengan menggunakan model ADDIE. Prosedur pengembangan instrument penilaian hasil belajar mengikuti model pengembangan ADDIE yang meliputi analisys, desaig, development,implementation, dan evaluation.
Hasil pengembangan instrument penilaian hasil belajar IPA kelas 3 menunjukkan bahwa dari 240 soal dilihat dari tingkat kesukaran memiliki tingkat kesukaran 8,75 % katagori mudah yaitu 21 soal, 87,5% katagori sedang yaitu 210 soal, dan 3,75% katagori sukar yaitu 9 soal. Dilihat dari daya beda soal 90,42% soal baik dan diterima yaitu 217 soal dan 9,58% soal diterima dan diperbaiki yaitu 23 soal. Dan dilihat dari analisis daya pengecoh soal pada soal materi ciri-ciri dan kebutuhan makhluk hidup 100% daya pengecoh soal berfungsi, sedangkan pada materi perubahan makhluk hidup dikatakan bahwa 8,9% daya pengecoh tidak berfungsi sebanyak 4 soal dan 91,1% daya pengecoh berfungsi yaitu sebanyak 41 soal. Validitas pada instrument penilaian hasil belajar ini menunjukkan tingkat kevalidan sebesar 91,7% berdasarkan validasi isi oleh ahli/pakar dan reliabilitas instrument penilaian hasil belajar ini menunjukkan tingkat akurat sebesar 0,805.
Instrument penilaian hasil belajar IPA kelas 3 terdiri dari rangkuman materi ciri-ciri makhluk hidup, kebutuhan makhluk hidup, dan perubahan makhluk hidup dan 6 paket soal. Selain itu, instrument penilaian hasil belajar ini dilengkapi dengan lembar pengamatan dan rubik penilaian yang semua itu sudah melewati uji validitas isi.
Secara keseluruhan dapat disimpulkan bahwa produk hasil penelitian layak diimplementasikan dan dapat dimanfaatkan oleh semua pihak yang memerlukan instrumen penilaian hasil belajar IPA kelas 3.

Learning outcomes assessment instrument is a tool used to determine the quality of student learning outcomes. Learning outcomes assessment instrument consists of tests and non-test. Each learning outcome assessment instruments have advantages and disadvantages, so the assessment of learning outcomes should teachers use several types and forms of assessment instrument. However, the observation in MI Peguruan Muallimat Cukir Jombang teachers still use the learning outcomes assessment instrument that is very simple. Said to be simple as it consists of brief questions only test form, including in science. To overcome this required the development of assessment instruments and the quality of learning outcomes varies capable of measuring student learning outcomes to the fullest.
Based on the need for the development of learning outcomes assessment instrument then this type of research is the research & development (R & D) by using the ADDIE Model. Instrument development procedures following the assessment of learning outcomes ADDIE development model which includes the analisys, desaign, development, implementation, and evaluation.
The results of the development of science learning outcomes assessment instrument grade 3 indicates that of the 240 questions seen on the difficulty level has a level of difficulty is easy categories, namely 8.75% 21 questions, 87.5% moderate category is about 210, and 3.75% difficult categories namely 9 matter. Seen from about 90.42% different power about 217 good and acceptable ie about 9.58% and about 23 are accepted and corrected the problems. And judging from the power analysis humbug about the matter of material characteristics and needs of living things 100% power humbug about the function, while the material changes in living things is said that 8.9% does not work as much power Spieler 4 and about 91.1% power rapscallion serves as many as 41 questions. The validity of the assessment instrument results of this study show the validity rate of 91.7% based validasiisi by experts / specialists and reliability of these learning outcomes assessment instrument accurately indicate the level of 0.805.
Science learning outcomes assessment instrument consisting of a summary of grade 3 material traits of living things, the needs of living things, and living things change and about 6 pack. In addition, learning outcomes assessment instrument is equipped with an observation sheet and Rubik's assessment that all had passed the test of content validity.
Overall it can be concluded that the product is implemented and feasible research results can be used by all parties that require science learning outcomes assessment instrument grade 3.
