Implementasi Education Management Information System (EMIS) sebagai pendukung pengambilan keputusan di Kementerian Agama Kota Pasuruan

Kementerian Agama Kota Pasuruan tepatnya pada Seksi Pendidikan Diniyah dan Pondok Pesantren (PD PONTREN) menggunakan aplikasi Education Management Information System (EMIS) untuk mempermudah dalam mengelola data dan mengakses informasi mengenai lembaga dibawah naungannya. Tujuan penelitian ini adalah untuk mengetahui penerapan EMIS di Seksi PD PONTREN Kemenag Kota Pasuruan, mendeskripsikan implementasi EMIS sebagai pendukung pengambilan keputusan, dan mengidentifikasi hasil evaluasi penerapan EMIS.

Penelitian yang dilakukan menggunakan pendekatan deskriptif, dengan jenis penelitian kualitatif. Penelitian dimulai dari bulan Desember 2024 hingga Februari 2025 di Seksi PD PONTREN Kementerian Agama Kota Pasuruan. Pada penelitian kali ini, peneliti menggunakan metode observasi, wawancara, dan dokumentasi dengan pengecekan keabsahan data menggunakan triangulasi sumber, triangulasi teknik.

Hasil penelitian menunjukkan bahwa (1) EMIS merupakan program dari Kementerian Agama yang telah diresmikan oleh Direktorat Jenderal Pendidikan Islam. Penerapan EMIS kemudian dilaksanakan disetiap kabupaten atau kota termasuk Seksi PD PONTREN Kementerian Agama Kota Pasuruan yang memulai penerapan EMIS dari kegiatan sosialisasi dan bimtek, pengumpulan data, hingga validasi data. (2) Pengelolaan data yang baik pada aplikasi EMIS mampu menyediakan informasi yang akurat, valid, dan terbaru. Sehingga dapat digunakan untuk mendukung pengambilan keputusan yang tepat seperti pemberian izin operasional dan penyaluran BOP serta dana insentif untuk guru. (3) Faktor pendukung penerapan EMIS yaitu meliputi tersedianya fasilitas internet dan perangkat teknologi seperti laptop serta dukungan antar operator lembaga. Sedangkan, faktor penghambat meliputi keterbatasan sumber daya manusia (SDM), kesulitan pengumpulan data santri, masalah teknis seperti server eror saat banyak yang mengakses. Beberapa hambatan tersebut perlu diperbaiki untuk meningkatkan efisiensi pengelolaan data lembaga pada aplikasi EMIS.

The Pasuruan City Ministry of Religion specifically the Early Education and Islamic Boarding Schools Section (PD PONTREN) uses the Education Management Information System (EMIS) application to make it easier to manage data and access information about the institutions under its auspices. The purpose of this research is to determine the implementation of EMIS in the PD PONTREN Section of the Ministry of Religion, Pasuruan City, describe the implementation of EMIS as a support for decision making, and identify the results of the evaluation of the implementation of EMIS.

Therefore EMIS has an important role in collecting information from various sources and various data needed to support the decision making process. The research was conducted using a descriptive approach, with a qualitative research type. Research starts from December 2024 to February 2025 at the PD PONTREN Section of the Ministry of Religion, Pasuruan City. In this research, researchers used observation, interviews and documentation methods by checking the validity of the data using source triangulation, technical triangulation.

The research results show that EMIS is a program from the Ministry of Religion which was inaugurated by the Directorate General of Islamic Education. The implementation of EMIS was then carried out in every district or city, including the PD PONTREN Section of the Ministry of Religion Pasuruan City which started the implementation of EMIS from socialization and technical guidance activities, data collection, to data validation (2) Good data management in the EMIS application is able to provide accurate, valid and up-to-date information. So it can be used to support appropriate decision making such as granting operational permits and distributing BOP as well as incentive funds for teachers. (3) Supporting factors for implementing EMIS include the availability of internet facilities and technological devices such as laptops as well as support between institutional operators. Meanwhile, inhibiting factors include limited human resources (HR), difficulties in collecting student data, technical problems such as server errors when many people access it. Some of these obstacles need to be corrected to increase the efficiency of institutional data management in the EMIS application.

تستخدم وزارة الشؤون الدينية في مدينة باسوروان، وتحديدًا قسم التعليم المبكر والمدارس الداخلية الإسلامية تطبيق نظام معلومات إدارة التعليم لتسهيل إدارة البيانات والوصول إلى المعلومات حول المؤسسات الواقعة تحت رعايتها. كان الغرض من هذه الدراسة تحديد مدى تنفيذ نظام إدارة معلومات التعليم في قسم التابع لوزارة الدين في مدينة باسوروان، ووصف تنفيذ نظام إدارة معلومات التعليم كداعم لاتخاذ القرار، وتحديد نتائج تقييم تنفيذ نظام إدارة معلومات التعليم.

تم إجراء البحث باستخدام المنهج الوصفي، من نوع البحث الكيفي. بدأ البحث من ديسمبر ٢٠٢٤ إلى فبراير ٢٠٢٥ في قسم التابع لوزارة الدين، مدينة باسوروان. وفي هذه الدراسة استخدم الباحث أساليب الملاحظة والمقابلة والتوثيق، وقام بالتحقق من صحة البيانات باستخدام التثليث المصدري، والتثليث التقني، وتثليث البيانات.

تظهر نتائج الدراسة أن (١)هو برنامج من وزارة الدين افتتحته المديرية العامة للتربية الإسلامية. تم بعد ذلك تنفيذ نظام إدارة المعلومات التعليمية في كل منطقة أو مدينة، بما في ذلك قسم التابع لوزارة الدين، مدينة باسوروان، والذي بدأ تنفيذ نظام إدارة المعلومات التعليمية بدءًا من أنشطة التنشئة الاجتماعية والتوجيه الفني، وجمع البيانات، وحتى التحقق من صحة البيانات. (٢) إن إدارة البيانات الجيدة في تطبيق قادرة على توفير معلومات دقيقة وصحيحة وحديثة. حتى يمكن استخدامه لدعم اتخاذ القرارات المناسبة مثل منح التصاريح التشغيلية وتوزيع أموال الميزانية والحوافز للمعلمين. (٣) تشمل العوامل الداعمة لتنفيذ نظام إدارة معلومات التعليم توفر مرافق الإنترنت والأجهزة التكنولوجية مثل أجهزة الكمبيوتر المحمولة بالإضافة إلى الدعم بين المشغلين المؤسسيين. ومن بين العوامل المثبطة في الوقت نفسه الموارد البشرية المحدودة، والصعوبات في جمع بيانات الطلاب، والمشكلات الفنية مثل أخطاء الخادم عندما يصل إليه العديد من الأشخاص. وتحتاج بعض هذه العقبات إلى إصلاح لزيادة كفاءة إدارة البيانات المؤسسية في تطبيق.
