Implementasi gerakan indonesia berwakaf di Badan Wakaf Indonesia perwakilan Jawa Timur

ABSTRAK

Wakaf di Indonesia saat ini masih menjadi sebuah tantangan yang perlu perhatian, seperti kurangnya profesionalisme nazhir dan terbatasnya pemanfaatan aset wakaf. Untuk mengatasi permasalahan tersebut, pemerintah Indonesia melalui Badan Wakaf Indonesia (BWI) telah meluncurkan program Gerakan Indonesia Berwakaf. Program ini bertujuan untuk mengoptimalkan pengelolaan aset wakaf, meningkatkan kesadaran masyarakat akan pentingnya berwakaf, serta mengembangkan produk-produk wakaf yang inovatif. Badan Wakaf Indonesia Jawa Timur, sebagai salah satu perwakilan daerah, berperan penting dalam mengimplementasikan program ini, dimana Jawa Timur menempati urutan ke 3 wilayah terbesar di Indonesia asset wakaf. Penelitian ini bertujuan untuk mendeskripsikan alasan Gerakan Indonesia Berwakaf menjadi program unggulan Badan Wakaf Indonesia perwakilan Jawa Timur. Serta menjelaskan dan menganalisis pelaksanaan Gerakan Indonesia Berwakaf di Badan Wakaf Indonesia perwakian Jawa Timur.
Penelitian ini menggunakan pendekatan yuridis-empiris dengan jenis penelitian lapangan (field research). Pendekatan penelitian yang digunakan adalah deskriptif kualitatif, dengan pengumpulan data melalui wawancara langsung dengan narasumber terkait di Badan Wakaf Indonesia perwakilan Jawa Timur.
Hasil penelitian menunjukkan bahwa Badan Wakaf Indonesia perwakilan Jawa Timur memilih program Gerakan Indonesia Berwakaf sebagai prioritas karena potensi wakaf yang besar di Jawa Timur yang mengacu pada penduduk yang mayoritas beragama Islam sekitar 40 Juta serta rendahnya partisipasi wakaf uang, yang didasari karena minimnya pemahaman masyarakat terkait perkembangan wakaf. Kemudian dalam hal ini Badan Wakaf Indonesia perwakilan Jawa Timur telah melaksanakan berbagai program dalam mensukseskan program tersebut, antara lain program Waqf Goes to Pesantren yang diluncurkan untuk menjadikan pesantren sebagai pusat pengembangan wakaf uang, didukung dengan penyederhanaan administrasi melalui platform daring. Selain itu, Badan Wakaf Indonesia perwakilan Jawa Timur berupaya mempercepat sertifikasi wakaf tanah melalui kerja sama dengan berbagai pihak terkait. Upaya sosialisasi dan literasi wakaf, khususnya wakaf uang, juga digencarkan untuk meningkatkan pemahaman dan partisipasi masyarakat dalam berwakaf.

ABSTRACT

Waqf in Indonesia is still a challenge that needs attention, such as the lack of professionalism of nazir and the limited utilization of waqf assets. To overcome these problems, the Indonesian government through the Indonesian Waqf Board (BWI) has launched the Indonesia Waqf Movement program. This program aims to optimize the management of waqf assets, increase public awareness of the importance of waqf, and develop innovative waqf products. The Indonesian Waqf Board of East Java, as one of the regional representatives, plays an important role in implementing this program, as East Java ranks as the third largest region in Indonesia for waqf assets. This study aims to describe the reasons why the Indonesia Waqf Movement became the flagship program of the East Java representative of the Indonesian Waqf Board. As well as explaining and analyzing the implementation of the Indonesia Waqf Movement in the East Java representative of the Indonesian Waqf Board.
The research employed a juridical empirical approach and field research. It employed a descriptive qualitative study and collected data using direct interviews with related informants in the East Java Waqf Agency of Indonesia.
The results showed that the East Java representative of the Indonesian Waqf Board chose the Indonesia Waqf Movement program as a priority because of the large waqf potential in East Java, which refers to the majority Muslim population of around 40 million and the low participation of cash waqf, which is based on the lack of public understanding of the development of waqf. Then in this case, the East Java representative of the Indonesian Waqf Board has implemented various programs to succeed the program, including the Waqf Goes to Pesantren program which was launched to make Islamic boarding schools a center for cash waqf development, supported by simplifying administration through an online platform. In addition, the East Java representative of the Indonesian Waqf Board seeks to accelerate land waqf certification through cooperation with various related parties. Waqf socialization and literacy efforts, especially cash waqf, are also intensified to increase public understanding and participation in waqf.

استخدم هذا البحث مدخلا قانونيا تجريبيا مع نوع البحث الميداني. منهج البحث المستخدم وصفي نوعي، وتم جمع البيانات من خلال مقابلة مباشرة مع الخبراء المعنيين في وكالة الأوقاف الإندونيسية فرع جاوى الشرقية. ناقش هذا البحث تنفيذ برنامج حركة الوقف الإندونيسي في وكالة الأوقاف الإندونيسية فرع جاوى الشرقية بمدخل وصفي نوعي.
أظهرت النتائج أن ممثل مجلس الأوقاف الإندونيسي في جاوة الشرقية اختار برنامج حركة الوقف الإندونيسي كأولوية بسبب إمكانات الوقف الكبيرة في جاوة الشرقية التي تشير إلى أن غالبية سكانها من المسلمين البالغ عددهم حوالي ٤٠ مليون نسمة وانخفاض المشاركة في الوقف النقدي، والذي يقوم على عدم فهم الجمهور لتطوير الوقف. وفي هذه الحالة، قام ممثل مجلس الأوقاف الإندونيسي في جاوة الشرقية بتنفيذ برامج مختلفة لإنجاح البرنامج، بما في ذلك برنامج ”الوقف يذهب إلى بيزانترين“ الذي تم إطلاقه لجعل المدارس الإسلامية الداخلية مركزًا لتطوير الوقف النقدي، مدعومًا بتبسيط الإدارة من خلال منصة إلكترونية. وبالإضافة إلى ذلك، يسعى ممثل مجلس الأوقاف الإندونيسي في جاوة الشرقية إلى تسريع عملية التصديق على وقف الأراضي من خلال التعاون مع مختلف الأطراف ذات الصلة. كما يتم تكثيف جهود التنشئة الاجتماعية ومحو الأمية في مجال الوقف، وخاصة الوقف النقدي، لزيادة فهم الجمهور ومشاركته في الوقف.
