Implementasi aplikasi Sistem Informasi Layanan Unggulan Masyarakat (SENYUM) dalam meningkatkan kualitas pelayanan administrasi di Kementerian Agama Kota Malang

Perkembangan teknologi informasi yang sangat pesat dan bersifat dinamis atau terus bergerak sesuai perkembangan zaman. Maka dari itu, kemampuan setiap perusahaan untuk memanfaatkan kemajuan teknologi, khususnya di bidang pelayanan administrasi, menjadi suatu tugas dan ujian. Masyarakat menginginkan layanan yang sederhana, cepat, dan terjangkau. SENYUM dikembangkan oleh kementerian agama kota Malang yang memiliki sifat terpusat dan berbasis aplikasi yang mana dapat diakses oleh seluruh masyarakat dimanapun dan kapanpun. Oleh karena itu, peneliti ingin mengkaji bagaimana penggunaan Sistem Informasi Manajemen SENYUM sehingga mampu meningkatkan layanan administrasi di Kantor Kementerian Agama Kota Malang.

Tujuan penelitian ini pertama, mendeskripsikan implementasi aplikasi Sistem Informasi Layanan Unggulan Masyarakat (SENYUM) di Kementerian Agama Kota Malang. Kedua, mendeskripsikan dampak setelah menggunakan aplikasi Sistem Informasi Layanan Unggulan Masyarakat (SENYUM) di Kementerian Agama Kota Malang.

Penelitian ini menggunakan pendekatan kualitatif karena peneliti ingin memberikan deskripsi lebih rinci, mendalam, dan jelas tentang keadaan lapangan yang akan dipelajari, yang terdiri dari tiga tahap utama. Tahapan tersebut meliputi pengumpulan data di lapangan, analisis data yang telah diperoleh, dan uji keabsahan data untuk memastikan kebenaran hasil yang didapatkan. Ketiga tahap tersebut adalah pengumpulan data, analisis data, dan uji keabsahan data.

Hasil penelitian ini menunjukkan bahwa: (1) sebelum adanya aplikasi SENYUM, pelayanan bersifat semi-digital, Rentan Risiko Kehilangan Surat, Pencarian Arsip yang Lambat, Keterbatasan Akses maka diperlukan implementasi Aplikasi SENYUM untuk mengatasi hal tersebut dengan melalui tahapan implementasi, yaitu perencanaan dan pemilihan sistem, analisis sistem, desain sistem, pengembangan dan implementasi; (2) Dampak penggunaan aplikasi SENYUM, pelayanan lebih efisien, mudah diakses, informasi yang lebih akurat, karena implementasi SENYUM dapat meningkatkan kualitas pelayanan administrasi karena Aplikasi SENYUM memungkinkan pengguna untuk menerima, membalas, dan menerbitkan surat izin, seperti izin operasional dan surat keterangan lainnya, dengan lebih mudah. Kebutuhan administrasi dapat teratasi dengan baik.

The development of information technology is very rapid and dynamic or continues to move according to the times. Therefore, the ability of every company to take advantage of technological advances, especially in the field of administrative services, becomes a task and a test. People want simple, fast, and affordable services. The Community Excellence Service System was developed by the Ministry of Religion of Malang City which has a centralized and application-based nature which can be accessed by all people anywhere and anytime. Therefore, the researcher wants to examine how to use the Community Superior Service Information System so that it can improve administrative services at the Office of the Ministry of Religion of Malang City.

The purpose of this study is first, to describe the implementation of the Community Superior Service Information System application at the Ministry of Religion of Malang City. Second, describe the impact after using the Community Superior Service Information System application at the Ministry of Religion of Malang City.

This study uses a qualitative approach because the researcher wants to provide a more detailed, in-depth, and clear description of the field conditions to be studied, which consists of three main stages. These stages include data collection in the field, analysis of data that has been obtained, and testing the validity of data to ensure the correctness of the results obtained. The three stages are data collection, data analysis, and data validity test.

The results of this study show that: (1) before the application of the Community Superior Service System, services are semi-digital, Vulnerable to the Risk of Losing Letters, Slow Archive Search, Limited Access, so the implementation of the Community Superior Service System Application is needed to overcome this by going through the implementation stages, namely system planning and selection, system analysis, system design, development and implementation; (2) The impact of using the Community Superior Service System application, services are more efficient, easily accessible, and more accurate information, because the implementation of the Community Superior Service System can improve the quality of administrative services because the Community Superior Service System Application allows users to receive, reply, and issue permits, such as operational permits and other certificates, more easily. Administrative needs can be well addressed.

إن تطور تكنولوجيا المعلومات سريع جدا وديناميكي أو يستمر في التحرك وفقا للعصر. لذلك فإن قدرة كل شركة على الاستفادة من التقدم التكنولوجي وخاصة في مجال الخدمات الإدارية تصبح مهمة واختبارا. يريد الناس خدمات بسيطة وسريعة وبأسعار معقولة. تم تطوير نظام خدمة التميز المجتمعي من قبل وزارة الأديان في مدينة مالانغ والذي يتميز بطبيعة مركزية وقائمة على التطبيق يمكن لجميع الأشخاص الوصول إليها في أي مكان وزمان. لذلك ، يريد الباحث دراسة كيفية استخدام نظام معلومات الخدمة العليا المجتمعية حتى يتمكن من تحسين الخدمات الإدارية في مكتب وزارة الدين في مدينة مالانغ.

تظهر نتائج هذه الدراسة أن: (1) قبل تطبيق نظام الخدمة المجتمعية الفائقة ، كانت الخدمات شبه رقمية ، معرضة لخطر فقدان الرسائل ، والبحث البطيء في الأرشيف ، والوصول المحدود ، لذلك هناك حاجة إلى تنفيذ تطبيق نظام الخدمة المجتمعية المتفوقة للتغلب على ذلك من خلال المرور بمراحل التنفيذ ، وهي تخطيط النظام واختياره ، وتحليل النظام ، وتصميم النظام ، والتطوير والتنفيذ. (2) تأثير استخدام تطبيق نظام الخدمة الفائقة المجتمعية، تكون الخدمات أكثر كفاءة وسهولة الوصول إليها وأكثر دقة من المعلومات، لأن تنفيذ نظام الخدمة الفائقة للمجتمع يمكن أن يحسن جودة الخدمات الإدارية لأن تطبيق نظام الخدمة الفائقة للمجتمع يسمح للمستخدمين بتلقي التصاريح والرد عليها وإصدارها، مثل التصاريح التشغيلية والشهادات الأخرى، بسهولة أكبر. يمكن تلبية الاحتياجات الإدارية بشكل جيد.
