Perancangan rusunami home based enterprise di kota Surabaya dengan pendekatan sustainable architecture

ABSTRAK:

Rumah susun adalah bangunan bertingkat yang dibangun dalam suatu lingkungan yang memiliki fungsi masing-masing. Rumah susun memiliki klasifikasinya, ada rumah susun umum, rumah susun negara, rumah susun khusus dan rumah susun komersial. Rumah susun umum ditujukan untuk Masyarakat Berpenghasilan Rendah (MBR).

Di kota Surabaya memiliki tingkat kemiskinan yang cukup tinggi dan upaya pemerintah dalam mengatasi hal itu yaitu dengan membangun Rusunawa (Rumah Susun Sederhana Sewa). Akan tetapi rusunawa tidak dapat dibangun kembali karena tidak adanya anggaran serta maksimal pemakaiannya 5 tahun. Tetapi masalah yang sering terjadi pada rumah susun untuk MBR ini adalah lokasi rusun yang jauh dari pekerjaan penghuni, akibatnya unit rusun yang justru dialihkan kepada pihak lain sementara penghuni semestinya lebih memilih lokasi dekat pekerjaan meskipun dengan kondisi kurang/tidak layak.

Dengan adanya Rusunami (Rumah Susun Sederhana Milik) dapat mengatasi permasalahan MBR yang meningkat dan dapat mempunyai tempat tinggal secara milik. Oleh karena itu perancangan Rusunami Home Based Enterprise menggunakan pendekatan Sustainable Architecture bertujuan untuk menciptakan rumah susun dengan memperhatikan kondisi alam disekitarnya dan memberi lapangan pekerjaan yang ada di kawasan tersebut untuk meningkatkan kualitas penghuni agar terbebas dari status MBR.

ABSTRACT:

Flats are multi-storey buildings built in an environment that has its own function. Flats have their classifications, there are public flats, state flats, special flats and commercial flats. Public flats are intended for Low-Income Communities (MBR).

In the city of Surabaya, there is a fairly high poverty rate and the government's efforts to overcome this are by building Rusunawa (Simple Rental Flats). However, the flats cannot be rebuilt due to the lack of budget and the maximum use is 5 years. However, the problem that often occurs in flats for MBR is the location of the flats which are far from the residents' jobs, as a result, the flat units are actually transferred to other parties while residents should prefer a location close to work even though the conditions are less/not feasible.

With the existence of Rusunami (Simple Owned Flats), it can overcome the increasing MBR problem and can have a place to live as a property. Therefore, the design of Rusunami Home Based Enterprise uses a Sustainable Architecture approach with the aim of creating flats by paying attention to the natural conditions around it and providing employment opportunities in the area to improve the quality of residents so that they are free from MBR status.

ومع وجود الشقق المملوكة البسيطة، يمكننا التغلب على المشكلة المتزايدة للمجتمعات ذات الدخل المنخفض ويمكننا امتلاك مكان للعيش فيه. ولذلك، فإن تصميم شقة بسيطة مملوكة لمؤسسة منزلية باستخدام نهج الهندسة المعمارية المستدامة يهدف إلى إنشاء شقق من خلال الاهتمام بالظروف الطبيعية المحيطة بها وتوفير فرص العمل في المنطقة لتحسين نوعية السكان بحيث يكونون أحرارًا. من حالة المجتمع منخفض الدخل.
