Efektivitas Peraturan Bupati Nomor 19 Tahun 2023 tentang pemberian insentif kepada calon pengantin di Kabupaten Bojonegoro dalam penanganan perkawinan anak dan Stunting

ABSTRAK

Perkawinan anak dan stunting di Kabupaten Bojonegoro masih banyak terjadi dan menjadi sorotan bagi pemerintahan, sehingga Bupati Bojonegoro mengeluarkan peraturan untuk mengatasi masalah perkawinan anak dan stunting di Kabupaten Bojonegoro yaitu Peraturan Bupati Nomor 19 Tahun 2023. Peraturan ini mengatur insentif yang diberikan kepada pasangan suami istri yang berencana untuk menikah atau telah menikah pada masyarakat sebagai bentuk reward karena telah menikah pada usia yang telah ditentukan Undang-Undang.

Peneliti menggunakan jenis penelitian yuridis empiris dengan mengambil tujuh responden dalam mengetahui implementasi peraturan yang dikeluarkan oleh Bupati bentuk menangani masalah tersebut. Pendekatan yang digunakan yakni pendekatan kualitatif dimana masalah yang diperoleh dijelaskan dan dianalisis. Kemudian metode pengumpulan datanya yaitu dengan wawancara, dan dokumentasi. Kemudian diolah dengan tahapan : pemeriksaan data, klasifikasi, verifikasi, analisis data dan kesimpulan.

Hasil penelitian ini menunjukkan bahwa Peraturan Bupati Bojonegoro Nomor 19 Tahun 2023 tentang pemberian insentif kepada calon pengantin yang memenuhi batas usia minimal mampu meringankan biaya pernikahan dan mendorong persiapan yang lebih matang. Kebijakan ini berhasil meningkatkan kesadaran masyarakat akan pentingnya menikah pada usia yang ideal dan dikatakan efektif meskipun masih terdapat kendala terkait informasi kriteria penerima dan keterbatasan anggaran insentif. Hasilnya, hanya 40 masyarakat di Kabupaten Bojonegoro yang berhasil menerima manfaat insentif tersebut. Kebijakan ini telah sejalan dengan budaya lokal, namun perlu perbaikan akses dan evaluasi agar implementasinya lebih efektif dan merata.

Child marriage and stunting in Bojonegoro Regency still occur a lot and are in the spotlight for the government, so the Regent of Bojonegoro issued a regulation to overcome the problem of child marriage and stunting in Bojonegoro Regency, namely Regent Regulation Number 19 of 2023. This regulation regulates incentives given to married couples who plan to get married or have been married in the community as a form of reward for getting married at the age specified by the Law.

The researcher used an empirical juridical research type by taking seven respondents to find out the implementation of the regulations issued by the Regent in the form of handling the problem. The approach used is a qualitative approach where the problems obtained are explained and analyzed. Then the data collection method is by interview, and documentation. Then it is processed with stages: data examination, classification, verification, data analysis and
conclusions.

The results of this study show that Bojonegoro Regent Regulation Number 19 of 2023 concerning the provision of incentives to prospective brides who meet the minimum age limit is able to alleviate wedding costs and encourage more thorough preparation. This policy has succeeded in increasing public awareness of the importance of getting married at the ideal age and is said to be effective even though there are still obstacles related to information on recipient criteria and limited incentive budgets. As a result, only 40 people in Bojonegoro Regency managed to receive the incentive benefits. This policy is in line with local culture, but needs to be improved access and evaluation so that its implementation is more effective and equitable.

لا يزال زواج الأطفال والتقزم في منطقة بوجونيجورو يحدثان كثيرا ويصبحان نقطة ضوء للحكومة، لذلك أصدر ريجنت بونيجورو لائحة لمعالجة مشكلة زواج الأطفال والتقزم في منطقة بوجونيجورو، وتحديدا مع لائحة ريجنت رقم 19 لعام 2023. تنظم هذه اللائحة الحوافز الممنوحة للمتزوجين الذين يخططون للزواج أو المتزوجين بالفعل في الأشخاص المحرومين

يستخدم الباحث هنا نوعا من البحث القانوني التجريبي من خلال أخذ سبعة مبحوثين لمعرفة تنفيذ اللوائح الصادرة من الوصي على العرش في شكل معالجة هذه المشكلات. النهج المستخدم هو نهج نوعي حيث يتم شرح وتحليل المشاكل التي تم الحصول عليها. ثم طريقة جمع البيانات عن طريق المقابلة والتوثيق. ثم تتم معالجتها على مراحل: فحص البيانات وتصنيفها والتحقق منها وتحليل البيانات والاستنتاج.

تظهر نتائج هذا البحث أن لائحة بوجونيجورو ريجنت رقم 19 لعام 2023 بشأن تقديم حوافز للعرائس والعرسان المحتملين الذين يستوفون الحد الأدنى للسن قادرة على تقليل تكاليف الزفاف وتشجيع التحضير الأكثر شمولاً. وقد نجحت هذه السياسة في زيادة الوعي العام بأهمية الزواج في السن المثالي ويقال إنها فعالة على الرغم من أنه لا تزال هناك عقبات تتعلق بالمعلومات المتعلقة بمعايير المستفيدين وميزانيات الحوافز المحدودة. ونتيجة لذلك، تمكن 40 شخصًا فقط في منطقة بوجونيجورو من الحصول على فوائد هذا الحافز. وتتماشى هذه السياسة مع الثقافة المحلية، ولكنها تحتاج إلى تحسين إمكانية الوصول والتقييم حتى يصبح تنفيذها أكثر فعالية وإنصافاً.
