Abstract
INDONESIA:
Tujuan penelitian ini adalah untuk mengukur kinerja RSUD Kertosono dengan menggunakan metode Balance Scorecard. Rumah sakit bukan hanya berorientasi pada keuntungan semata. Sehingga pengukuran kinerja yang hanya berorientasi terhadap keuangan saja tidak cukup untuk melihat bagaimana kinerja rumah sakit sudah baik atau belum melainkan juga harus berorientasi pada keinginan pelanggan ataupun karyawan. Metode Balance Scorecard merupakan pilihan yang tepat untuk mengukur kinerja rumah sakit.
Penelitian ini menggunakan pendekatan kualitatif deskriptif dimana tujuannya menjelaskan setiap tolak ukur yang terdapat dalam Balance Scorecard dengan menggunakan data primer dan sekunder. Data dikumpulkan dengan cara observasi, wawancara, kuesioner, dan dokumentasi. Analisis data dilakukan dengan cara mengukur dari empat perspektif dalam metode Balance Scorecard yaitu perspektif keuangan, perspektif pelanggan, perspektif proses bisnis internal, dan perspektif pembelajaran dan pertumbuhan.
Hasil pengukuran kinerja dengan menggunakan metode Balance Scorecard untuk perspektif keuangan dalam rumus value for money dinilai cukup dimana rasio ekonomis menunjukkan cukup, rasio efisiensi dinilai kurang dan rasio efektifitas dinilai baik. Perspektif pelanggan menunjukkan nilai baik dari sisi pangsa pasar, retensi pelanggan, akuisisi pelanggan, dan kepuasan pelanggan. Perspektif proses bisnis internal yang terdiri dari proses inovasi dan proses operasi menunjukkan nilai baik. Perspektif pembelajaran dan pertumbuhan menunjukkan kepuasan karyawan dinilai cukup sedangkan produktifitas karyawan dinilai baik. Secara keseluruhan RSUD Kertosono dinilai baik.
ENGLISH:
The purpose of this study was to measure the performance of hospitals of Kertosono using the Balance Scorecard. The hospital is not only oriented to profit. So that performance measurement is oriented to finance that is to see how the good hospital or not, but it should also be oriented to the wishes of customers or employees. Balance Scorecard method is the right choice for measuring hospital performance.
This study used descriptive qualitative approach where the goal was to explain every benchmark contained in the Balance Scorecard using primary and secondary data. Data was collected by observation, interviews, questionnaires, and documentation. The data analysis was done by measuring from four perspectives in the Balanced Scorecard method, namely financial perspective, customer perspective, internal business processes, and learning and growth perspective.
Performance measurement results used the Balanced Scorecard method for the financial perspective in the formula of value for money that was considered quite enough economic, the efficiency ratio was considered less and effectiveness ratio was considered good. Perspective customers showed the value both in terms of market share, customer retention, customer acquisition, and customer satisfaction. Internal business process perspective that consisted of process innovation and operations process showed good value. Learning and growth perspective showed employee satisfaction was rated enough while employee productivity was considered good. Overall Hospital of Kertosono was rated good.
