Abstract
INDONESIA :
Penelitian ini bertujuan untuk menganalisis kinerja Pemerintah Kota Surabaya Tahun 2011-2014 berdasarkan aspek keuangan yang dilihat dari Anggaran Pendapatan Dan Belanja Daerah dan non keuangan yang dilihat dari tingkat kepuasan masyarakat atas pelayanan yang diberikan Pemerintah Kota Surabaya melalui Satuan kerja Perangkat Daerah. Pengukuran kinerja berdasarkan aspek keuangan harus didukung dengan pengukuran kinerja berdasarkan aspek non keuangan agar kinerja Pemerintah Daerah maksimal.
Penelitian ini merupakan penelitian deskriptif kualitatif. Penelitian ini dilaksanakan di lima titik Surabaya yaitu Surabaya Pusat, Timur, Barat, Selatan, dan Utara. Pengumpulan data menggunakan metode observasi dan dokumentasi. Teknik analisis data berdasarkan aspek keuangan menggunakan rasio keuangan daerah (Kemandirian Keuangan Daerah, Aktivitas, dan Pertumbuhan) dan Value For Money (Ekonomis, Efektivitas, dan Efisiensi), sedangkan non keuangan menggunakan Indeks Kepuasan Masyarakat (IKM).
Hasil analisis menunjukkan bahwa kinerja Pemerintah Kota Surabaya berdasarkan aspek keuangan dilihat dari : (1) Rasio Kemandirian Keuangan Daerah sudah menunjukkan bahwa Pemerintah Kota Surabaya tidak tergantung dengan bantuan Pemrintah Pusat, (2) Rasio Aktivitas menunjukkan kinerja kurang baik karena prosentase belanja pembangunan lebih tinggi daripada belanja rutin, (3) Rasio Pertumbuhan menunjukkan kinerja baik dalam hal meningkatkan Pendapatan Asli Daerah dan kurang baik dalam hal belanja pembangunan, (4) Value For Money menunjukkan bahwa Pemerintah Kota Surabaya sangat ekonomis, efektif, dan efisien dalam mengelola Anggaran Pendapatan dan Belanja Daerah. Dilihat dari aspek non keuangan menunjukkan bahwa masyarakat Kota Surabaya merasa puas dengan pelayanan publik dan pelayanan perizinan yang diberikan Pemerintah Kota Surabaya melalui Satuan Kerja Perangkat Daerah dengan nilai mutu baik dan nilai mutu kurang baik dalam memberikan pelayanan informasi.

This study aims to analyze the performance of the government of Surabaya Year 2011-2014 is based on the financial aspects of the visits of Revenue and Expenditure Budget and the non-financial is seen from the level of community satisfaction with the services provided Surabaya Government through the regional unit of work. Performance measurement is based on the financial aspect must be supported by performance measurement based on non-financial aspects so that maximum performance of the regional government.
This research was a qualitative descriptive study. This study was conducted at five points of Surabaya, Surabaya Central, East, West, South, and North. Collecting data used the method of observation and documentation. The data analysis technique was based on the financial aspects of using financial ratios regions (Regional Financial Independence, Activities, and Growth) and Value for Money (Economy, Effectiveness and Efficiency), while the non-financial used Community Satisfaction Index (IKM).
The analysis showed that the performance of the Surabaya Government based on the financial aspects seen from: (1) Ratio of Regional Financial Independence already pointed out that city officials were not dependent with the help of the central government, (2) Activities Ratio performed poorly because the percentage of development of expenditure was higher than expenditure, (3) ratio of Growth performing well was enhancing the original income and less well in terms of development expenses, (4) Value For Money showed that city officials were very economical, effective, and efficient in managing the Budget Revenue and expenditure , Viewed from the non-financial aspects of the show that people in Surabaya were satisfied with public services and licensing services provided by Surabaya Government through the Regional Work Units with a value of good quality and poor quality value in providing information services.
