Abstract

INDONESIA:

Guru adalah pendidik profesional dengan tugas utama mendidik, mengajar, membimbing, mengarahkan, melatih, menilai dan mengevaluasi peserta didik pada pendidikan anak usia dini jalur pendidikan formal, pendidikan dasar dan pendidikan menengah. Lebih lanjut pula dijelaskan dalam Peraturan Pendidikan Nasional No 16 Tahun 2007 Tentang Standar Kualifikasi Akademik Dan Kompetensi Guru dinyatakan bahwa setiap guru wajib memenuhi kualifikasi akademik dan kompetensi guru yang berlaku secara nasional.

Standar kompetensi guru ini dikembangkan secara utuh dari empat kompetensi utama, salah satunya adalah kompetensi pedagogik yang merupakan suatu hal yang menggambarkan kualifikasi atau kemampuan seorang guru dan wujud dari pengetahuan, keterampilan dan kemampuan yang ada serta dikuasai dalam dirinya, sehingga terdapat perbaikan secara berangsur-angsur dalam proses pembelajaran dan akhirnya dapat melahirkan peserta didik yang berkualitas dari segi kognitif, afektif dan psikomotorik. Didalam kompetensi pedagogik guru tercakup komponen-komponen penting dalam proses pendidikan maupun pembelajaran yaitu kemampuan pemahaman wawasan atau landasan kependidikan, pemahaman terhadap peserta didik, perancangan dan pelaksanaan pembelajaran, evaluasi hasil belajar dan pengembangan peserta didik untuk mengaktualisasikan berbagai potensi yang dimilikinya.

Tujuan penelitian ini untuk: (1) Mendeskripsikan penilaian mata pelajaran IPS Berbasis Kurikulum 2013 yang dilaksanakan guru mata pelajaran IPS di SMP Negeri 04 Malang. (2) Mendeskripsikan problem/masalah yang dihadapi oleh guru IPS dalam pelaksanaan penilaian serta upaya dalam menangani problem tersebut di SMP Negeri 04 Malang.

Penulisan ini menggunakan metode kualitatif dengan pendekatan deskriptif kualitatif. Teknik pengolahan data menggunakan observasi, wawancara dan dokumentasi. Data dianalisis dengan cara mereduksi data, menyajikan data dan menarik kesimpulan.

Hasil penelitian ini adalah (1) Proses penilaian hasil belajar berbasis Kurikulum 2013 di SMP Negeri 4 Malang menggunakan penilaian otentik yaitu pengukuran yang bermakna signifikan pada aspek sikap, pengetahuan dan keterampilan berdasarkan proses dan hasil, acuan kriteria penilaian hasil belajar yaitu untuk aspek penilaian sikap terdapat rubrik-rubrik, penilaian, pengetahuan berupa tes-tes dan berupa kriteria penilaian yang dibuat oleh guru mata pelajaran yang telah dibimbing sebelumnya dan penilaian keterampilan berupa rubrik-rubrik keterampilan/skala liket. (2) Problem dalam pelaksanaan penilaian di SMPN 04 Malang adalah terdapat beberapa guru yang kesulitan dalam merancang, melaksanakan dan mengolah hasil penilaian. Sehingga banyak guru yang tidak dapat memaksimalkan melaksanakan tugasnya dan berdampak buruk bagi peserta didik. Upaya dalam menghadapi problem ini adalah guru diharuskan mengikuti pelatihan/bimbingan yang diadakan oleh SMP Negeri 4 Malang.

ENGLISH:

Teachers are professional educators with the primary task are to educate, teach, guide, direct, train, assess and evaluate students on early childhood education, formal education, primary education and secondary education. Further it is explained in the National Education Regulation No. 16 of 2007 on Academic Qualification Standards and Teachers Competencies stated that every teacher must fulfill the qualification and competence of teachers who apply nationally. Teacher’s competency standards are developed in their entirety from the four core of competencies, one of which is the pedagogic competence which is something that describes the qualifications or the ability of a teacher and embody of knowledge, skills and abilities that have been ruled, so that there are improvements gradually in the learning process and it can eventually give birth to learners who are in cognitive qualified, affective and psychomotor. In the pedagogical competence, teachers cover essential components in the process of education and learning , namely the insight understanding ability or educational foundation, the understanding of the learners, the design and implementation of learning, evaluation of learning outcomes and development of students to actualize various potentials.

The purpose of this study was to: (1) describe the social studies assessment based on Curriculum 2013, which is implemented by social studies teacher at SMPN 04 Malang. (2) describe the problems / issues that are faced by social studies teachers in the implementation of the assessment as well as efforts in addressing these problems in SMPN 04 Malang.

This study used qualitative descriptive approach. Data processing techniques used observation, interviews and documentation. Data were analyzed by reducing the data, presenting data and drawing conclusions.

The results of this study were (1) The process of assessment of learning outcomes based on Curriculum 2013 in SMP N 4 Malang used authentic assessments that measured aspects of attitudes, knowledge and skills based on the process and results, reference criteria of assessment of learning outcomes such as assessment aspect that was contained in rubric / assessment Likert scale, assessment of knowledge in the form of a rubric / Likert scale and the assessment criteria that had been made by the subject teachers who had guided previously and skills assessment such as rubrics of skills / Likert scale. (2) Problems in the implementation of assessment in SMPN 04 Malang are some teachers who had difficulty in designing, implementing and processing the results of the assessment. So many teachers had not able to maximize the duties and it had bad effect for learners. Efforts in dealing this problem, teachers must require to attend training / guidance that had been organized by SMPN 4 Malang.
