Abstract
INDONESIA:
Peningkatan mutu pendidikan tidak dapat dilepaskan dengan upaya peningkatan mutu peserta didik yang akan berdampak pada mutu lulusannya. Upaya peningkatan mutu pendidikan tidak akan memenuhi sasaran yang diharapkan tanpa dimulai dengan peningkatan mutu peserta didik atau mutu lulusan. Mutu adalah sebuah perubahan yang memerlukan waktu jangka panjang. Dalam mewujudkan pendidikan yang bermutu memerlukan rencana-rencana strategi. SMAN 1 Blitar dan SMAN 1 Sutojayan merupakan sekolah yang menerapkan strategi untuk meningkatkan kualitas mutu siswa atau lulusannya.
Fokus penelitian ini adalah (1) bagaimana perencanaan strategi kepala sekolah dalam meningkatkan mutu lulusan, (2) bagaimana implementasi strategi kepala sekolah dalam melaksanakan program peningkatan mutu lulusan, (3) bagaimana evaluasi strategi yang dilakukan kepala sekolah dalam meningkatkan mutu lulusan, (4) bagaimana perbandingan strategi kepala sekolah dalam meningkatkan mutu lulusan di SMAN 1 Blitar dan SMAN 1 Sutojayan.
Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian studi kasus dan rancangan penelitian multisitus. Pengumpulan data menggunakan teknik observasi, wawancara, dan dokumentasi. Analisis data menggunakan model Miles dan Huberman, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Pengecekan keabsahan data melalui perpanjangan pengamatan, triangulasi, dan menggunakan referensi.
Hasil penelitian ini adalah (1) Perencanaan strategi pada SMAN 1 Blitar dan SMAN 1 Sutojayan (a) melakukan analisis lingkungan intenal dan eksternal sekolah (b) berkoordinasi dengan wakil kepala untuk merumuskan program sekolah (c) menentukan strategi melalui pengembangan program/kegiatan sekolah. Pada SMAN 1 Blitar, perencanaan strategi diikuti dengan merumuskan kebijakan mutu, maklumat pelayanan, dan motto sekolah. (2) Implementasi strategi yaitu dengan (a) membentuk koordinator/penanggungjawab untuk setiap program/kegiatan, (b) melakukan sosialisasi program sekolah kepada komite, orang tua/wali siswa, dan pihak-pihak terkait, (c) mengembangkan program unggulan sekolah yang dimulai dari tahap PPDB, (d) pengembangan program/kegiatan pada bidang wakil kepala sekolah dan peningkatan sumber daya guru. (3) Evaluasi strategi yang dilakukan adalah (a) supervisi, (b) pelaksanaan evaluasi rutin pada proses pembelajaran, (c) melalui laporan kegiatan dan rapat evaluasi sekolah. (4) Perbandingan manajemen strategi pada SMAN 1 Blitar dan SMAN 1 Sutojayan adalah terdapat persamaan pada penyusunan perencanaan strategi, program unggulan, pengembangan program, dan struktur organisasi yang dibentuk, serta perbedaan dalam perumusan strategi, perumusan kebijakan dan pedoman pelaksanaan program/kegiatan, kontrol yang dilakukan, dan pemberian reward.
Kesimpulan yang diperoleh adalah peningkatan mutu lulusan diawali dari komitmen kepala sekolah dalam meningkatkan mutu, diikuti dengan peningkatan sumber daya guru dan tenaga kependidikan, sarana prasarana, dan manajemen kepala sekolah. Penerapan strategi dalam meningkatkan mutu lulusan memerlukan keterlibatan seluruh elemen organisasi, mulai dari kepala sekolah, guru, karyawan/staf, siswa, bahkan pihak-pihak eksternal seperti orang tua/wali siswa, pemerintah, masyarakat, dan stakeholder.

Increasing educational quality is always connected with the effort of increasing student quality which will impact on graduate quality. Without applying it the effort of increasing student quality will not reach the target. Quality is a change needing a long time. To build education with high quality, it needs special strategies. Senior Public High School 1 of Blitar and Senior Public High School 1 of Sutojayan are schools applying strategy to increase student quality or graduate quality.
The research focused on (1) how does headmaster design strategy in increasing graduate quality, (2) how does strategy of headmaster implement in applying program of increasing graduate quality, (3) how does strategy applied by headmaster in increasing graduate quality evaluate, (4) how does strategy of headmaster in increasing graduate quality in Senior Public High School 1 of Blitar and Senior Public High School 1 of Sutojayan compare.
The research method used in this research is qualitative approach with the types of research; case study and program of multi-site research. The data collection method was by observation, interview, and documentation. The data analysis method was through model of Miles and Huberman; decreasing data, presenting data, and concluding. The checking validity of data was by extension of observation, triangulation, and reference.
The result of this research can be categorized in four points. (1) Planning strategy in Senior Public High School 1 of Blitar and Senior Public High School 1 of Sutojayan was by (a) analyzing internal and external school area (b) coordinating with the vice of headmaster to formulate school program (c) determining strategy through developing school program or school agenda. In Senior Public High School 1 of Blitar, planning strategy followed by formulating policy of quality, service announcement, and motto of school. (2) The implementation of strategy was by (a) arranging coordinator for each program or agenda, (b) socializing school program to committee of school, guardian of students, and other participants, (c) developing school excellent program started with process of accepting new student, (d) developing program or agenda on the vice of headmaster area and increasing teacher resources. (3) The evaluation of strategy was by (a) supervision, (b) evaluating learning process perpetually, (c) reporting agenda and meeting of school evaluation. (4) The management comparison between Senior Public High School 1 of Blitar and Senior Public High School 1 of Sutojayan was that arranging of planning strategy, excellent program, developing program, and organization structure is same, and formulating strategy, policy, and guidance of implementing program or agenda, controlling, and rewarding are different.
The conclusion obtained by this research is that increasing graduate quality started by commitment of headmaster, then followed with increasing resources of teacher and educational employee, tools, management of headmaster. In increasing graduate quality, applying strategy needs to involve all organizations; headmaster, teacher, staff, student, and other participants like guardian, government, society, and stakeholder.
