Abstract
INDONESIA:
Peningkatan mutu pendidikan dilakukan secara terus menerus dan berkelanjutan. Madrasah dituntut mampu mengelola lembaganya secara dinamis, kreatif, inovatif dan responsive terhadap perkembangan dan perubahan masyarakat. Agar mutu pendidikan madrasah tetap terjaga, baik input-proses-output dan outcame-nya sesuai dengan standar mutu nasional (8 SNP) dan stakeholders, madrasah telah menerapkan manajemen peningkatan mutu berbasis madrasah (MPMBM). Penelitian ini bertujuan untuk menganalisis dan menemukan; (1) konsep manajemen peningkatan mutu pendidikan berbasis madrasah di MAN 1, MAN 2, dan MA Salafiyah Syafi’iyah Kabupaten Situbondo; (2) Peran serta stakeholders dalam prencanaan, pelaksanaan dan pengendalian peningkatan mutu pendidikan; dan (3) Dampak peningkatan mutu pendidikan berbasis madrasah pada tiga lembaga tersebut.
Penelitian ini menggunakan pendekatan kualitatif, jenis studi kasus, dengan rancangan multikasus. Teknik pengumpulan data menggunakan wawancara mendalam, obsevasi partisipan, dan studi dokumen. Untuk menguji keabsahan data dilakukan melalui kredibilitas, transferabilitas, dependenabilitas, dan confirmabilitas. Data yang terkumpul dianalisis menggunakan analisis siklus Milles Huberman, proses dimulai reduksi data, penyajian data, verifikasi dan penarikan kesimpulan pada kasus tunggal, dan selanjutnya dilakukan analisis lintas kasus (constan analysis).
Hasil penelitian menunjukkan; (1) konsep peningkatan mutu pendidikan berbasis madrasah, menekankan penguatan kemandirian dan spirit partisipasi masyasarkat mencapai mutu madrasah, yaitu integrasi mutu akademik moral/akhlak-spiritual lulusan. Pendekatannya menjaga nilai kekhasan madrasah (unique based madrasah) dan standar mutu yang berkembang. Prosesnya melakukan analisis kebutuhan stakeholdes , formulasi visi misi, dan program berbasis religi (religious based values), pencapaian dan peningkatan 8 standart mutu nasional dan kekhasan madrasah,penerapan system based managemen, membangun kolaborasi dan kolegial partnership berbasis religi. (2) Peran serta stakeholders di MAN 1, MAN 2 dan MA Syalafiyah Syafi’iyah pada aspek perencanaan mencapai level 2 (intrumental participation) sedangkan pada aspek Pelaksanaan dan pengendalian mencapai level 4 (transformative participation) dengan dikendalikan figure Kiyai,sedangkan di MAN 2 mencapai level 3 (representative participation) yang dikendalikan oleh PPK. (3) Dampak mutu lulusan terjadi peningkatan prestasi akademik dan non akademik,mampu berbahasa Arab, Inggris, membaca kitab kuning, terjaga karakter moral/akhlak-spiritual religious, dampak pada kelembagaan akreditasi A, kebijakan peningkatan mutu lulusan dan kompetensi SDM guru, jumlah pendaftar dan kepercayaan masyarakat meningkat, optimalisasi program kerjasama.
Berdasarkan hasil temuan subtatantif tersebut, temuan formal dalam penelitian ini adalah model “Cooperative Participation Management Based Relegious”
ENGLISH:
The improvement of education’s quality must be conducted continually and continuously by all school’s elements, in this study, I specify in madrasah or Islamic school. Madrasah is forced how to manage its institution dynamically, creatively, innovatively, and responsively toward development and the society’s changing. Moreover, it has authority to manage and accomplish the institutional quality improvement according to its environmental situation, societies mature, and need. In addition, to make educational quality in madrasah remain stable, controlled process and proper with quality standard hoped by stakeholders, recently, madrasah or islamic school applied a new approach which is called Quality Improvement Based Madrasah Management.
The study aims to analyse and find (1) concept of improved quality based madrasah management in MAN 1, MAN 2, and MA Salafiah Syafiiyah Sukorejo Situbondo. (2) participation of stakeholders in planning, implementing and controlling improved quality education in MAN 1, MAN 2, and MA Salafiah Syafiiyah Sukorejo Situbondo. And (3) impact of implementing quality improvement based madrasah to MAN 1, MAN 2, and MA Salafiah Syafiiyah Sukorejo Situbondo.
The method in this study is using qualitative approach, case study is applied by multi cases. The data is gathered by interview, observation, and documentation. The validity is done by credibility, transferability, dependenability, and confirmaability. The gathered data is analysed using Milles Huberman cycles’ analysis. The process is started by reducing data, presenting data, verifying and concluding data for single case, then continued by analysing cross- case analysis.
The research result shows that (1) concept of improved quality based madrasah management integrated with academic, spiritual and attitude. Keeping the value of originality of unique based madrasah, developing vision-mission, religious based values and SWOT analysis, enriching 8 national quality standardand orginalitas Madrasah oriented, system based managemen, collaborative, cooperative, and colegal partnership. (2) Societies participation toward MAN I and MA Salafiyah tend to get level 4 (transformative participation) and in MAN II to level 3 ( representative participation). In controlling aspect, MAN I and MA Salafiyah get level 4 (transformative participation) scontrolled by kyai figure, while MAN II to level 3 (representative participation) controlled by PPK. (3) impact of graduate quality is increasing either academic or non-academic achievement until province level, the capability in Arabic, English, kitab kuning, religious behaviour and good attitude achieved A, implementation of transparency management, richer number of students effect to societies trustworthiness. Besides, it also impacts to competence human recourse, professionalism teachers, and broader partnership.
Based on the substantive result, formal finding in this research is a model of “Cooperative Participation Managemen Based Relegius”
