Abstract
INDONESIA:
Saat ini pendidikan Al-Qur’an banyak diterapkan pada lembaga dan masyarakat, akan tetapi pengajaran Al-Qur’an hanyalah sebatas anak bisa untuk membaca Al-Qur’an tanpa menggunakan metode pembelajaran yang jelas. Untuk menciptakan pengajaran Al-Qur’an yang baik maka guru TPQ harus mendapat pembinaan khusus agar cara mengajar mereka lebih baik dan juga professional.
Tujuan penelitian ini adalah : (1) Untuk Mendeskripsikan Program Pemerintah Daerah Bidang Kesra Dalam Pembinaan Profesionalisme Guru TPQ di Kecamatan Bareng Jombang. (2) Untuk Mendeskripsikan Implementasi Program Pemerintah Daerah Bidang Kesra Dalam Pembinaan Profesionalisme Guru TPQ di Kecamatan Bareng Jombang.
Untuk mencapai tujuan di atas , digunakan pendekatan penelitian kualitatif, dengan metode pengumpulan data, observasi lapangan, wawancara, dan studi dokumentasi. Sedangkan untuk analisisnya, penulis menggunakan analisis deskriptif yang bertujuan untuk menjelaskan karakteristik dan aspek yang relevan dengan fenomena yang diamati.
Hasil penelitian menunjukkan bahwa : (1) Program Pemerintah Daerah Bidang Kesra dalam Pembinaan Profesionalisme Guru TPQ di Kecamatan Bareng Jombang dilakukan melalui Sub Bagian Pendidikan Agama dan Mental spiritual yang memiliki program salah satunya adalah Dana Intensif Huffadz. Melalui dana intensif huffadz ini Pemerintah memberikan penugasan kepada para huffadz yang telah terpilih sekaligus telah menerima dana intensif huffadz untuk menjadi pembina pada kegiatan pembinaan profesionalisme guru TPQ di Kecamatan Bareng, (2) Implementasi Program Pemerintah Daerah Bidang Kesra dalam Pembinaan Profesionalisme Guru TPQ di Kecamatan Bareng memiliki rangkaian kegiatan sebagai berikut: a. Pembinaan dilakukan setiap satu bulan sekali, b. Pemberian materi yang meliputi materi makhorijul huruf, tajwid, fiqih dan tartil, c. Evaluasi dilakukan oleh Pembina di setiap desa binaan masing-masing, d. monitoring dari pemerintah daerah bidang kesra setiap 3 bulan sekali.

Currently the education Qur'an widely applied to institutions and the public, but the teaching of the Qur'an is only limited to children to read the Qur'an without using the clear method. To create the good teaching of Qur'an then Educational Institutions Al-Qur’an teachers should receive special training in order to teach them a better way and also professionally.
The purpose of this research are: (1) To describe the Local Government Program of Public Welfare in Development of Teacher Professionalism of Educational institutions Al-Qur’an In District Bareng Jombang. (2) To describe the implementation of the Local Government Program of Public Welfare in Development of Teacher Professionalism of Educational institutions Al-Qur’an In District Bareng Jombang.
To achieve the purpose above, it used a qualitative research approach, the method of data collection, field observation, interviews, and documentation. As for the analysis, the author uses descriptive analysis that aims to explain the characteristics and aspects that are relevant to the observed phenomena.
The results of this research showed that: (1) The Local Government Program of Public Welfare in Development of Teacher Professionalism of Educational institutions Al-Qur’an In District Bareng Jombang conducted through Sub-Division of Religious Education and Mental spiritual programs one of which is Intensive Fund of Huffadz. Through intensive fund of Huffadz Government gives assignments to the Huffadz who had been elected at the same time have received the intensive fund of Huffadz to be coaches on development of Teacher Professionalism of Educational institutions Al-Qur’an activities in district Bareng, (2) implementation of the Local Government Program of Public Welfare in Development of Teacher Professionalism of Educational institutions Al-Qur’an In District Bareng Jombang has a series of activities as follows: a. Coaching is done once a month, b. Providing material that includes material of makhorijul letter, Tajweed, Fiqh and tartil, c. The evaluation was done by the coach in every village built respectively, d. monitoring of local government Welfare every 3 months.
