Abstract
ABSTRAK
Fokus penelitian ini adalah Perencanaan Strategik Lembaga Hai’ah Tahfizh Al- Qur’an Universitas Islam Negeri Maulana Malik Ibrahim Malang; dengan sub fokus sebagai berikut : (1) Formulasi Visi dan Misi lembaga HTQ UIN Maliki Malang; (2) Analisi Lingkungan Strategis Lembaga HTQ UIN Maliki Malang; (3) Analisis Tujuan dan Sasaran Lembaga HTQ UIN Maliki Malang; (4) Metode Pencapaian Tujuan dan Sasaran Lembaga HTQ UIN Maliki Malang; dan (5) Evaluasi dan Kontrol Lembaga HTQ UIN Maliki Malang.
Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif dengan bentuk penelitian case study (study kasus) tunggal. Artinya pelaksanaan penelitian ini menyajika ujian kritis terhadap sebuah teori dengan latar belakang sebuah lembaga atau organisasi. Data diperoleh melalui pengamatan, dimana peneliti berfungsi sebagai instrumen utama untuk melakukan observasi, wawancara mendalam dengan sumber data utama/primer dan studi dokumentasi. Data dianalisis dengan analisis interaktif melalui kegiatan reduksi data, penyajian data dan penarikan kesimpulan,dengan pendekatan analisis domain dan taksonomial. Keabsahan data verifikasi melalui kriteria kepercayaan (observasi intensif dan triangulasi), kebergantungan.
Hasil penelitian menunjukkan bahwa: (1) Formulasi visi dan misi lembaga Hai’ah Tahfizh Al- Qur’an (HTQ) UIN Maliki Malang adalah terjemahan dari visi dan misi UIN Miliki Malang. Visi dan misi lembaga HTQ sebagai standar mikro sementara visi dan misi UIN Maliki bersifat makro. Nilai visi dan misi lembaga HTQ memiliki esensi, Pertama : Mengokohkan pembentukan generasi Ulul al- Bab; Kedua, Pembentukan generasi Qur‟ani yang saintis agamis; (2) Analisis lingkungan strategis bagi perkembangan lembaga HTQ dilihat dari dua sisi yaitu internal dan eksternal, dengan pendekatan analisis SWOT (Strength, Weaknesses, Opportunities, Treats); (3) Hasil analisis tujuan dan sasaran lembaga adalah bahwa lembaga HTQ berfungsi menunjang visi dan misi UIN Maliki; (4) Strategi pencapaian tujuan dan sasaran lembaga HTQ dilakukan melalui program penunjang akademik atau program unggulan Ta’aruf Qur’aniy (TQ), Syahrul Qur’aniy (SQ), Olimpiade Qur’aniy (OQ), Rihlah Qur’aniy (RQ) dan Wisuda Tahfizh Al- Qur’an (WQ); (5) Evaluasi dan monitoring lembaga dilakukan melalui dua cara yaitu tahunan dengan agenda SYATA ( Musyawarah Tahunan ) dan semesteran atau formatif.
Berdasarkan temuan dari data penelitian, peneliti memberikan saran agar penelitian mengenai perencanaan strategis di lembaga Hai’ah Tahfizh Al- Qur’an (HTQ) terus dikembangkan dengan objek berbeda dan jangkauan lebih luas. Kemudian perlu juga dikembangkan penelitian tentang perencanaan strategis secara lebih mendalam dan tajam mengenai dimensi-dimensi yang ada di dalamnya. Dari hasil penelitian ini, sebaiknya lembaga yang bersangkutan harus benar-benar serius mengefektifkan nilai-nilai perencanaan strategis dalam setiap perkembangannya. Selain itu dalam penyusunan ataupun implementasi perencanaan strategis harus melakukan analisis lingkungan strategis secara komprehensif dan seimbang dan kepastian. Sehingga dalam menghadapi masa yang akan datang dapat terlaksana dengan baik.
ABSTRACT
The focus of this research is Strategic Planning of Hai’ah Tahfidz Al-Qur’an The State Islamic University of Malang; with sub-focuses; (1) the formulation of visions and missions of Hai’ah Tahfidz Al-Qur’an The State Islamic University of Malang, (2) the Analysis of Strategic Environment of Hai’ah Tahfidz Al-Qur’an The State Islamic University of Malang; (3) The analysis of the Goal and Objective of Hai’ah Tahfidz Al- Qur’an The State Islamic University of Malang; the method of obtaining the Goal and Objectives of Hai’ah Tahfidz Al-Qur’an The State Islamic University of Malang; (5) the Evaluation and control of Hai’ah Tahfidz Al-Qur’an The State Islamic University of Malang.
The Approach of this research is descriptive qualitative in form of single case stud because this research provides critical Examination of a theory toward the background of the organization. The data are gained from observation which is the researcher as the main instrument in doing observations, deep interviews with the main informant and documentation. The data analysis is interactive analysis with data reduction, data presentation, and conclusion, using analytical, domain and taxonomic approach. The credibility of the data is verified by criteria of belief (intensive observation and triangulation), dependability.
The findings of the research are (1) The formulation of visions and missions of Hai’ah Tahfidz Al-Qur’an The State Islamic University of Malang is the conversion of visions and missions of State Islamic University of Malang. The visions and missions of HTQ are the micro standard while the visions and missions of State Islamic University of Malang are the macro. The essences of visions and missions of HTQ are first, strengthen the producing Ulul Albab Generation; second, producing scientific and religious Qur‟an generation; (2) the analysis of the strategic environment for the development of Hai’ah Tahfidz Al-Qur’an The State Islamic University of Malang based on the internal and external aspect using SWOT (strength, weakness, Opportunity, Treats)as the approach of the analysis; (3) the Goal and Objective of Hai’ah Tahfidz Al-Qur’an are to support the visions and missions of The state Islamic University of Malang; (4) the strategy of achieving the Goal and Objective is done trough the academic supporting program or outstanding programs named Ta’aruf Qur’any (TQ), Syahrul Qur’any (SQ), Olimpiade Qur‟any (OQ), Rihlah Qur’any (RQ) and graduation ceremony of memorizing Qur‟an (WQ); (5) Evaluation and monitoring are done in two periods of time, they are yearly called as SYATA and half year or formative.
Based on the findings of this research, the researcher suggests for the next researcher in the same field to keep improving with different and broader object. It is needed as well to develop a research about strategic planning deeply about the dimension inside Hai’ah Tahfidz Al-Qur’an (HTQ). From this research, the institution should be more serious in making the programs effective in every of its developments. Besides, in the arrangement and implementation of the strategic planning must conduct the strategic environmental analysis comprehensively, correctly and balanced. Hence, it is able to face the future better.
