Penerapan metode AHP-Fuzzy dalam menentukan tingkat prioritas tindak pidana penyalahgunaan narkotika dan psikotropika di Kota Malang

Analytical Hierarchy Process-Fuzzy (AHP-Fuzzy) adalah kombinasi metode antara pendekatan konsep fuzzy dengan metode AHP. Penggunaan AHP-Fuzzy diberbagai bidang sebagai alat untuk menganalisis keputusan multi-atribut dengan banyak kriteria dan alternatif Tujuan AHP-Fuzzy sama halnya dengan AHP yaitu digunakan dalam pengambilan keputusan, berdasarkan peringkat prioritas. Pengembangan AHP-Fuzzy menerapkan konsep metode analisis perluasan dengan fungsi keanggotaan TFN. Sementara itu, terdapat data berupa kasus tindak pidana penyalahgunaan narkotika dan psikotropika yang memberikan informasi mengenai tindak pidana setiap terdakwa. Sehingga, Penulis mengangkat rumusan masalah, yaitu penerapan metode AHP-fuzzy dalam menentukan tingkat prioritas tindak pidana penyalahgunaan narkotika dan psikotropika. Penelitian ini bertujuan untuk mengetahui bagaimana prosedur penerapan metode AHP-Fuzzy dalam data kasus tindak pidana. Penelitian ini menemukan adanya proses penyesuaian metode tersebut. Pada tahap awal menentukan nilai crisp, terlebih dahulu melakukan analisis keseluruhan data agar memperoleh kesimpulan yang sesuai dengan kondisi data. Selanjutnya, melakukan proses fuzzifikasi dan tahap AHP. Tahap akhir metode ini adalah proses pembobotan dimana penulis memberikan nilai nol untuk kriteria utama yang tidak memiliki sub-kriteria. Proses tersebut menggabungkan konsep perhitungan fuzzy dan AHP, berupa perkalian antara bobot prioritas di AHP dengan vektor bobot di fuzzy. Pada proses perangkingan penulis mengubah hasil perhitungan pembobotan ke dalam bentuk persen. Dengan demikian, hasil akhir penelitian ini adalah tingkat prioritas tindak pidana, dengan pasal 114 sebagai prioritas tertinggi. Diikuti dengan pasal 112, pasal 111, dan pasal 127. Penelitian ini membuktikan bahwa metode AHP-Fuzzy bisa diterapkan ke dalam data kasus tindak pidana dan memperoleh hasil akhir sesuai dengan kondisi data. Dengan demikian, hasil akhir penelitian ini bisa digunakan informasi kepada pemerintah, BNN, atau pihak terkait untuk pemberantasan narkotika dan psikotropika khususnya di Kota Malang.

Analytical Hierarchy Process-Fuzzy (AHP-Fuzzy) is a combination of methods between the fuzzy concept approach and the AHP method. The use of AHP-Fuzzy in various fields as a tool for analyzing multi-attribute decisions with many criteria and alternatives The purpose of AHP-Fuzzy is the same as AHP, which is used in decision making, based on priority ranking. The development of AHP-Fuzzy applies the concept of extended analysis method with TFN membership function. Meanwhile, there are data in the form of criminal cases of narcotics and psychotropic abuse that provide information about the criminal offense of each defendant. So, the author raises the formulation of the problem, namely the application of the AHP-fuzzy method in determining the priority level of criminal acts of narcotics and psychotropic abuse. This research aims to find out how the procedure for applying the AHP-Fuzzy method in criminal case data. This research found that there is a process of adjusting the method. In the initial stage of determining the crisp value, first analyze the entire data in order to obtain a conclusion that is in accordance with the condition of the data. Next, perform the fuzzification process and the AHP stage. The final stage of this method is the weighting process where the author gives zero value to the main criteria that do not have sub-criteria. The process combines the concepts of fuzzy and AHP calculations, in the form of multiplication between priority weights in AHP and weight vectors in fuzzy. In the ranking process, the author converts the results of the weighting calculation into percent. Thus, the final result of this research is the priority level of criminal offenses, with article 114 as the highest priority. Followed by article 112, article 111, and article 127. This research proves that the AHP-Fuzzy method can be applied to criminal case data and obtain final results in accordance with data conditions. Thus, the final results of this study can be used as information for the government, BNN, or related parties to eradicate narcotics and psychotropic drugs, especially in Malang City.
