Abstract
ABSTRAK
Kepemimpinan dalam subuah organisasi mutlak sangat diperlukan sebab maju dan mundurnya organisasi terletak pada kemampuan pemimpin dalam mempengaruhi dan menggerakkan orang lain dalam mencapai tujuan yang telah ditetapkan. SDN Kauman I Malang merupakan salah satu lembaga pendidikan negeri yang dijadikan model Sekolah Dasar Rintisan Internasional sekaligus sebagai sekolah unggulan di kota Malang karena sarat dengan berbagai prestasi, baik prestasi akademik maupun non akademik.
Penelitian ini bertujuan untuk mengungkapkan peran kepemimpinan kepala sekolah dalam mengembangkan mutu guru yang diterapkan di SDN Kauman I Malang, dengan sub fokus yang mencakup: (1) program pengembangan mutu guru (2) pelaksanaan program pengembangan mutu guru di SDN Kauman I Malang (3) peran kepemimpinan kepala sekolah dalam mengembangkan mutu guru di SDN Kauman I Malang.
Penelitian ini menggunakan pendekatan kualitatif dengan rancangan studi kasus. Pengumpulan data dilakukan dengan tehnik wawancara mendalam, observasi partisipatif, dan dokumentasi. Tehnik analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan, pengecekan keabsahan temuan dilakukan dengan cara perpanjangan keikutsertaan peneliti; tehnik triangulasi dengan menggunakan sumber, teori, dan metode; dan ketekunan pengamatan. Informan peneliti yaitu kepala sekolah dan para pendidik.
Hasil penelitian menunjukkan bahwa: (1) program pengembangan mutu sekolah disusun bersama antara guru, kepala sekolah dan komite sekolah dengan skala proritas. Sebelum diajukan ke komite sekolah, kepala sekolah selaku pimpinan melakukan sharing dengan guru-guru untuk menerima masukan dan usulan tentang program yang akan dilaksanakan dalam waktu dekat. Setelah program disusun bersama dengan guru kemudian diajukan kepada komite sekolah untuk mendapatkan tanggapan dan persetujuan. Program kepala SDN Kauman I Malang dalam mengembangkan mutu guru dilakukan melalui berbagai cara, diantaranya adalah: (a) Membentuk Lesson Study Berbasis Sekolah (LSBS), (b) Pendistribusian tugas, (c) Penugasan-penugasan, (d) Mendatangkan nara sumber, (e) Melakukan inovasi pembelajaran berbasis IT, (f) Program Studi lanjut, (g) Studi banding. (2) pelaksanaan program pengembangan mutu guru dilakukan dengan dua cara: a) pelatihan ditempat kerja (on the job training), pelatihan ini dilakukan ditempat kerja/ sekolah, dimana guru langsung dihadapkan dengan praktek dan tidak sekedar teori, b) pelatihan diluar tempat bekerja (off the job training), pelatihan ini dilakukan diluar tempat bekerja atau diluar sekolah. (3) peran kepala sekolah dalam mengembangkan mutu guru di SDN Kauman I Malang yaitu, kepala sekolah sebagai: (a) educator; (b) manajer; (c) administrator; (d) supervisor; (e) leader; (f) motivator; dan (g) innovator.
ABSTRACT
Leadership in absolute organizational a very needed because go forward and the reassignment of organization lay in ability of leader in influencing and moving others in reaching target which have been specified. Elementary school of Kauman I represent one of institute education of country taken as Elementary School model Blaze the way International at the same time as pre-eminent school in Malang. because loaded with various achievement, good of achievement of academic and also non academic.
This study aims to reveal the principal's leadership role in developing the quality of teachers who applied in SDN Kauman I Malang, with sub focus include: (1) development of teacher quality (2) quality of teacher development program in SDN Kauman I Malang (3) principal's leadership role in developing the quality of teachers at SDN Kauman I Malang.
This study used a qualitative approach with a design case study. Data was collected through in-depth interview techniques, participant observation, and documentation. Data analysis techniques include data reduction, data display, and conclusion, checking the validity of the findings was done by extension participation of researchers; technique of triangulation using the sources, theories, and methods, and persistence of observation. Informants researchers that principals and educators.
The results showed that: (1) the quality of school development program developed jointly between teachers, principals and school committees with the priority scale. Before being presented to the school committee, the school principal, as leader make sharing with teachers to receive feedback and suggestions about the program that will be implemented in the near future. Once the program is developed jointly by the teacher and then presented to the school committee to get feedback and approval. SDN chief program Kauman I Malang in developing quality teachers through a variety of ways, such as: (a) Establish a School-Based Lesson Study (LSBS), (b) The distribution of tasks, (c) Assignment-assignment, (d) Generating a resource, (e) Perform IT-based learning innovation, (f) Further Studies Program, (g) comparative study. (2) the implementation of quality teacher development program carried out in two ways: a) workplace training (on the job training), the training was done at work / school, where teachers are directly confronted with the practice and not just theory, b) training outside the work place (off-the-job training), the training was done outside the workplace or outside of school. (3) the principal's role in developing the quality of teachers at SDN Kauman I Malang ie, principals as: (a) educators, (b) managers, (c) an administrator; (d) supervisor, (e) leader, (f) motivator, and (g) innovator.
