Abstract
ABSTRAK
Salah satu bidang garapan manajemen sekolah adalah sarana dan prasana sekolah. Peningkatan jumlah, jenis, serta kualitas sarana dan prasarana pendidikan baik pendidikan dalam sekolah, maupun luar sekolah harus ditunjang oleh perangkat pelayanan manajemen sarana dan prasarana yang tertib sehingga dapat mencapai tiga aspek kegunaan, yaitu hasil guna, tepat guna dan daya guna. Kementerian Agama sebagai penanggungjawab pelaksanaan pendidikan agama di Indonesia telah mengeluarkan KMA RI nomor 211 tahun 2011 tentang Pedoman Pengembangan Standar Nasional Pendidikan Agama Islam pada Sekolah sebagai acuan masyarakat agar pengelolaan Pendidikan Agama Islam dapat lebih baik dan terarah. Salah satu standar yang ditetapkan di dalam Keputusan Menteri Agama tersebut berkenaan dengan standar sarana dan prasarana Pendidikan Agama Islam mulai tingkat sekolah dasar hingga sekolah menengah.
Fokus penelitian ini adalah implementasi manajemen sarana prasarana guna mendukung pembelajaran pendidikan agama Islam di SMP Negeri 3 Malang. Ada tiga rumusan masalah yang dijawab dalam penelitian ini yaitu: (1) Bagaimana pengadaan sarana prasarana guna mendukung pembelajaran pendidikan agama Islam di SMP Negeri 3 Malang? (2) Bagaimana distribusi sarana prasarana guna mendukung pembelajaran pendidikan agama Islam di SMP Negeri 3 Malang? (3) Bagaimana penggunaan dan pemeliharaan sarana prasarana guna mendukung pembelajaran pendidikan agama Islam di SMP Negeri 3 Malang?
Penelitian ini dilakukan di SMP Negeri 3 Malang dengan menggunakan pendekatan kualitatif. Prosedur pengumpulan data adalah sebagai berikut (1) Observasi atau pengamatan, (2) wawancara, dan (3) studi dokumentasi. data yang terkumpul diperiksa keabsahannya dengan pengecekan kredibilitas. Pelaksanaan pengecekan kredibilitas data mengggunakan triangulasi, pengecekan, dan observasi. Setelah diperiksa keabsahannya, data tersebut dianalisis dengan cara: (1) reduksi data, (2) penyajian data, dan (3) penarikan kesimpulan.
Hasil dari penelitian ini adalah sebagai berikut: Pertama, pengadaan sarana prasarana guna mendukung pembelajaran pendidikan agama Islam di SMP Negeri 3 Malang yaitu: Menampung semua usulan pengadaan sarana prasarana yang diajukan oleh semua guru mata pelajaran melalui koordinator mata pelajaran masing-masing, menyusun rencana kebutuhan perlengkapan sekolah untuk periode tertentu dengan menyusun RKAS, memadukan rencana kebutuhan yang telah disusun dengan perlengkapan yang telah tersedia sebelumnya, memadukan rencana kebutuhan dengan dana atau anggaran sekolah yang telah tersedia, memadukan (daftar) rencana kebutuhan dengan dana yang ada, apabila dana yang tersedia masih kurang maka dilakukan skala prioritas, penetapan rencana pengadaan akhir, dan pengadaan sarana prasarana dengan cara membeli, ataupun dengan cara menerima sumbangan dan waqaf. Kedua, pendistribusian sarana prasarana guna mendukung pembelajaran pendidikan agama Islam di SMP Negeri 3 Malang dilakukan segera setelah barang tersebut tersedia, dan jalur pendistribusian tersebut melalui urusan sarana prasarana untuk selanjutnya diserahkan kepada guru mata pelajaran pendidikan agama Islam. Ketiga, penggunaan dan pemeliharaan sarana prasarana guna mendukung pembelajaran PAI di SMP Negeri 3 Malang merupakan tanggungjawab guru pendidikan agama Islam selaku penanggungjawab utama dengan melibatkan siswa, dan seluruh warga sekolah.
ABSTRACT
An area for ongoing management of the school is the school facilities and infrastructures. The increase in the number, type, and quality of educational facilities both in school education, and outside the school should be supported by the service management infrastructure that order so as to achieve three aspects of usability, ie effectiveness, and appropriate usability. Ministry of Religious Affairs as the responsible implementation of religious education in Indonesia has issued KMA RI number 211 in 2011 on Guidelines for Development of National Standards of Islamic Education in Schools as the reference for the management of Islamic Education and can be better directed. One of the standards set out in the Decree of the Minister of Religious Affairs with regard to the standard of facilities and infrastructure of Islamic education from primary school to secondary school.
The focus of this research is the implementation of the management infrastructure to support learning Islamic education in SMP Negeri 3 Malang. There are three research question answered in this study are: (1) How is the provision of infrastructure to support learning Islamic education in State Junior High School 3 Malang? (2) How is the distribution infrastructure to support learning Islamic education in State Junior High School 3 Malang? (3) How does the use and maintenance of facilities and infrastructure to support learning Islamic education in State Junior High School 3 Malang?
The research was conducted at State Junior High School 3 Malang by using a qualitative approach. Data collection procedures are as follows (1) observation or observations, (2) interviews, and (3) study the documentation. Data were collected examined its validity by checking credibility. Implementation of checking the credibility of the data use traditional triangulation, checking, and observation. Having examined its validity, the data were analyzed by means of: (1) data reduction, (2) the presentation of data, and (3) conclusion.
The results of this study are as follows: First, the provision of infrastructure to support learning Islamic education in State Junior High School 3 Malang namely: Accommodating all infrastructure procurement proposals put forward by all subject teachers with subject coordinators respectively, plan needs school supplies for a certain period by arranging RKAS, blending requirement plan that has been prepared with equipment that has been available previously, the need to integrate the plan or fund school budgets that are already available, integrating (list) plan needs with existing funds, if funds are still available less then performed priorities, determining the final procurement plan, and the provision of infrastructure by way of purchase, or otherwise receive donations and waqf. Second, the distribution infrastructure to support learning Islamic education in State Junior High School 3 Malang immediately after the goods are available, and the distribution channels through infrastructure matters to be submitted to the next subject teachers of Islamic religious education. Third, the use and maintenance of facilities and infrastructure to support learning Islamic Education Learning in State Junior High School 3 Malang is the responsibility of Islamic religious education teachers as the main responsible by involving students, and the entire school community.
