Strategi Kepemimpinan Kepala Madrasah dalam meningkatkan Mutu Pendidikan Berbasis Visi: Studi kasus pada MAN Model Kupang

ABSTRAK

Kebutuhan akan pendidikan bermutu semakin hari semakin kuat. Fenomena ini muncul seiring dengan kondisi kebutuhan masyarakat yang berkembang demikian cepat. Tingginya tuntutan tersebut telah direspon oleh sebagian pimpinan lembaga pendidikan Islam dengan sikap yang rasional dan lebih berorientasi pada kebutuhan masyarakat secara luas. Sebagai pemimpin proses pendidikan di tingkat mikro, kepala madrasah mempunyai peran strategis untuk meningkatkan mutu pendidikan demi mewujudkan madrasah-madrasah bermutu yang diminati masyarakat. Maka sudah sewajarnya apabila kemudian muncul tuntutan agar para kepala madrasah meningkatkan kapasitas dirinya untuk mendongkrak mutu lembaga yang dipimpinnya. Mulyasa (2003) menegaskan bahwa ada kaitan yang erat antara kualitas kepala sekolah dengan berbagai aspek kehidupan di sekolah sekolah, seperti disiplin sekolah, iklim budaya sekolah, dan menurunnya perilaku nakal peserta didik. Berangkat dari pandangan tersebut, penulis terdorong untuk meneliti lebih lanjut tentang strategi kepemimpinan kepala madrasah dalam meningkatkan mutu pendidikan berbasis visi pada MAN Model Kupang.

Fokus penelitian ini tertuju pada dua hal, yaitu: a) artikulasi visi, misi, dan nilai-nilai kepemimpinan kepala madrasah dan b) strategi kepala sekolah dalam meningkatkan mutu pendidikan berbasis visi. Untuk menjawab fokus penelitian tersebut, peneliti menggunakan pendekatan kualitatif dengan rancangan studi kasus.

Metode pengumpulan data yang digunakan meliputi: a) wawancara mendalam; b) observasi partisipan; dan c) studi dokumentasi. Data yang terkumpul melalui ketiga teknik tersebut diorganisasi, ditafsir, dan dianalisis secara berulang-ulang, selanjutnya dilakukan analisis kasus guna menyusun konsep dan abstraksi temuan penelitian. Kredibilitas data dicek dengan prosedur triangulasi, pengecekan anggota, dan diskusi teman sejawat. Sedangkan kebergantungan (dependability) dan kepastian (confirmability) dilakukan oleh para pembimbing sebagai dependent auditor.

Hasil penelitian ini menunjukkan bahwa: Kepala madrasah menjadikan visi madrasah sebagai alat untuk mengarahkan haluan dan tujuan sekolah. Dan juga menjadikan misi sekolah sebagai penjabaran dari visi sekolah yang diharapkan dapat mendorongnya perilaku dan budaya yang unggul. Kepala Madrasah berupaya menjadi misi sebagai pendorong untuk menggali potensi, kreasi, dan inovasi yang dimiliki warga sekolah demi terwujudnya tujuan sekolah. Tekait nilai kepemimpinan, kepala madrasah menanamkan nilai-nilai unggul dan islami di madrasah untuk diyakini warga sekolah dan dimanifestasikan dalam perilaku sehari-hari sehingga dapat menumbuhkan budaya berprestasi di sekolah. Berikut urutan nilai yang mengemuka di MAN Model Kupang: a) Nilai Kompetisi dan Penghargaan, b) Nilai Kedisiplinan, c)Nilai Islami dan Ibadah, d) Nilai Keterbukaan, e) Keikhlasan dan Tanggung jawab, f) Nilai Keteladanan, dan g) Nilai Kekompakan dan Kebersamaan. Kepala madrasah menerapkan Kurukulum Tingkat Satuan Pendidikan (KTSP) dan mendorong upaya-upaya kreatif guru dan siswa dalam proses pembelajaran dengan mengelaborasikan sumber-sumber belajar. Terhadap mutu kesiswaan, kepala sekolah menyeleksi calon input sekolah dan membagi siswa atas tiga kelompok besar, yaitu: 1) berkualitas tinggi; 2) berkualitas sedang; dan 3) berkualitas rendah dan membaginya dalam empat sistem kelas, yaitu kelas Kelas Model, Kelas prestasi, Kelas regular, Kelas Akselerasi. Adapun terhadap guru dan karyawan, kepala madrasah memberdayakan guru dan karyawan melalui kegiatan rutin dan dan temporal yang diisi dengan kegiatan-kegiatan pemberdayaan di lingkungan sekolah maupun di luar sekolah. Sedangkan pada sarana dan prasarana, kepala madrasah berupaya melengkapi sarana dan prasarana yang kurang secara bertahap dengan skala prioritas.

The need for quality education is increasingly stronger. This phenomenon appears in line with the needs of the growing conditions so rapidly. The high demand has been addressed by some of the leadership of the Islamic educational institutions in a manner that is rational and more oriented to the needs of society at large. As the leader of the educational process at the micro level, the head of madrasa has a strategic role to improve the quality of education in order to bring quality madrassas are interested in the community. So it was appropriate then came the demand that the head of the madrassa increase his capacity to boost the quality of the institution he leads. Mulyasa (2003) asserts that there is a strong correlation between the quality of school principals with various aspects of life in schools, such as school discipline, school cultural climate, and decreased delinquent behavior of students. Departing from this view, authors are encouraged to research more about the strategy of Islamic leadership in improving the quality of education based on MAN Model Kupang vision.

To answer the focus of the study, researchers used a qualitative approach with case study design. The focus of this research is focused on two things: a) the articulation of the vision, mission, and values of the Islamic leadership and b) the principal strategies in improving the quality of education-based vision. Data collection methods used include: a) in-depth interviews, b) participant observation, and c) the study documentation. Data were collected through three techniques are organized, interpreted, and analyzed repeatedly, further analysis of the case in order to formulate abstract concepts and research findings. The credibility of the data is checked by the procedure of triangulation, member checking, and peer discussion. While dependence (dependability) and certainty (Confirmability) conducted by the counselors as dependent auditor.

The results of this study show that: the vision of the Head of Islamic madrasas as a tool to drive the bow and school goals. And also make the school's mission as an interpretation of the vision of the school is expected to encourage the behavior and culture of excellence. Principals seek to be a mission as a motivation to explore the potential, creativity, and innovation that owned the school for the realization of school goals. Relevance value of leadership, heads of madrassas instill values in excel and madrassa Islamic schools to believe people and manifested in everyday behavior so as to foster a culture of achievement in school. The following sequence of values which arise in Kupang MAN Model: a) Value of Competition and Awards, b) Disciplinary value, c) Islamic value and Worship, d) Value of Openness, e) Sincerity and Responsibility, f) Value Modeling, and g) Value cohesiveness and togetherness. Head madrasah apply Kurukulum Education Unit (SBC) and encourage the creative efforts of teachers and students in the learning process by elaborating learning resources.

The quality of student, school principals and school input selecting candidates split the students into three groups, namely: 1) High quality, 2) of medium quality, and 3) low-quality systems and divides it into four classes, namely Model Class, Class achievement, regular class, Class Acceleration. As for the teachers and staff, the head of madrasa teachers and empower employees through regular activities and filled with temporal and empowerment activities in the school and outside the school. While the facilities and infrastructure, the head of madrasa seeks complete lack of facilities and infrastructure in stages with priority.
