Abstract
ABSTRAK
Rendahnya mutu pendidikan madrasah (tenaga kependidikan, fasilitas belajar, pengelolaan manajemen madrasah) disadari Pemerintah yang kemudian menindaklanjutinya dengan mengeluarkan kebijakan pendidikan Undang-Undang (UU) Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional. Direktorat Pendidikan Madrasah Direktorat Jendral Pendidikan Islam Kementrian Agama RI melalui Program Madrasah Education Development Project (MEDP) ADB Loan No. 2294-INO (SF) tahun 2007 mengembangkan madrasah melalui pemberian bantuan agar madrasah memiliki lulusan yang mampu bersaing secara nasional maupun internasional. Program ini dilaksanakan di tiga propinsi (Jawa Tengah, Jawa Timur, dan Sulawesi Selatan).
Tujuan penelitian ini adalah untuk memahami: 1) Pelaksanaan Program Madrasah Education Development Project (MEDP) di MTs Ar-Rahman Nglaban Diwek Jombang. 2) Peningkatan Mutu Pendidikan setelah adanya Program Madrasah Education Development Project (MEDP) di MTs Ar-Rahman Nglaban Diwek Jombang.
Penelitian ini menggunakan pendekatan penelitian deskriptif kualitatif dengan jenis Study kasus. Lokasi penelitian di MTs Ar-Rahman Nglaban Diwek Jombang. Informan dalam penelitian ini adalah kepala madrasah. Teknik pengumpulan data menggunakan (1) Riset Pustaka dan (2) Riset Lapangan. Anilisis data melalui 3 proses, yaitu: (1) reduksi data, (2) penyajian data, dan (3) Verifikasi/ Menarik kesimpulan. Pengecekan keabsahan temuan melalui perpanjangan keikutsertaan, ketekunan pengamatan dan triangulasi.
Temuan penelitian ini menunjukkan bahwa; 1) Pelaksanaan Progam Madrasah Education Developmet Project (MEDP) berjalan dengan baik. Dalam Implementasinya pihak madrasah mengacu pada Petunjuk teknis dari Direktorat Pendidikan Madrasah Direktorat Jendral Pendidikan Islam Departemen Agama RI. 2) Peningkatan Mutu Pendidikan setelah adanya Program Madrasah Education Development Project (MEDP) mengalami peningkatan mutu pendidikan. Dalam peningkatan mutu pendidikan program ini membantu kualitas kegiatan fisik (pembangunan/rehabilitasi gedung dan furnitur beserta perlengkapan untuk: ruang kelas, perpustakaan, laboratorium, klinik; dan yang berkaitan dengan kegiatan non-fisik dalam peningkatan Sumber Daya Manusia (pengelola yayasan, kepala madrasah, guru, tenaga non pendidikan dan siswa) sesuai Standar Nasional Pendidikan.

The objective of this study is to reveal and find out: 1) The Implementation of Madrasah Education Development Project (MEDP) Program in Islamic Junior High School Ar Rahman Nglaban Diwek Jombang, 2) Education Quality Development after the Madrasah Education Development Project (MEDP) Program held in Islamic Junior High School Ar Rahman Nglaban Diwek Jombang.
This research used Qualitative Research Approach with Case Study. The location or the object of this research is in Islamic Junior High School Ar Rahman Nglaban Diwek Jombang. The informant of this research is head master. Data Collection Technique used (1) Library Research and (2) Field Research. Analyzing the data through three processes, they are: (1) Data Reduction, (2) Data Presentation, and (3) Giving a conclusion and verification. For checking the validity of the data is through perseverance or monitoring diligence and source of triangulation.
The research findings show that: 1) The Implementation of Madrasah Education Development Project (MEDP) Program ran well. In its implementation, the schools parts refer to the procedure from Madrasah Education Directorate of Islamic Education General Directorate of Religion Department of RI. 2) After Madrasah Education Development Project (MEDP) Program held, the Education Quality is more developed. In developing the Quality of Education, this program can develop the quality of physical program (Building development/building rehabilitation and furniture with some facilities for: Classroom, Library, Laboratory, Clinic; and everything related with non-physical program in developing Human Resources (Institute organizer, headmaster, teachers, uneducated staff and students) according to National Education Standard.
