Abstract
ABSTRAK
Adanya otonomi pendidikan merupakan salah satu bentuk dari bagian pelaksanaan otonomi daerah dalam rangka meningkatkan mutu pendidikan, untuk itu diperlukan suatu wadah yang dapat mengakomodasikan pandangan, aspirasi dan menggali potensi masyarakat untuk menjamin terciptanya demokratisasi, transparasi, dan akuntabilitas pendidikan. Salah satu wadah tersebut adalah dewan pendidikan di tingkat kabupaten/kota dan komite sekolah/Madrasah di tingkat satuan pendidikan. Hal itu mengacu kepada undang-undang nomor 25 tahun 2000 tentang Progam Pembangunan Nasional (Propenas) tahun 2000-2004, dan sebagai implementasi dari undang-undang tersebut, telah diterbitkan Keputusan Menteri Pendidikan Nasional Nomor 044/U/2002 tanggal 2 April 2002 tentang dewan pendidikan dan komite sekolah.
MTS Darul Ulum sebagai salah satu Madrasah yang berada di bawah naungan Departemen Agama, juga melaksanakan amanat undangundang dengan membentuk komite Madrasah di dalam satuan pendidikannya. Komite Madrasah diharapkan dapat membantu meningkatkan proses belajar mengajar dan mutu pendidikan dengan menjalankan peran dan fungsinya. Hal inilah yang membuat penulis tergerak untuk melakukan penelitian tentang peran komite Madrasah dalam meningkatkan proses belajar mengajar dan mutu pendidikan di MTS Darul Ulum. Tujuan dibentuknya Komite Madrasah adalah untuk mewadahi dan menyalurkan aspirasi dan prakarsa masyarakat dalam melahirkan kebijakan operasional dan program pendidikan, meningkatkan tanggung jawab dan peran serta masyarakat dalam penyelenggaraan pendidikan serta menciptan kondisi dan suasana transparasi, akuntabel, dan demokratis dalam penyelenggaraan dan pelayanan pendidikan yang bermutu di Madrasah.
Tujuan dari pembahasan ini adalah untuk mendeskripsikan : apa peran Komite Madrasah dalam pengembangan Madrasah di Madrasah Tsanawiyah Darul Ulum Baureno Bojonegoro, Strategi Komite Madrasah untuk meningkatkan mutu Madrasah Tsanawiyah Darul Ulum Baureno Bojonegoro, serta Implementasi program kerja Komite Madrasah selama ini untuk meningkatkan mutu Madrasah Tsanawiyah Darul Ulum Baureno Bojonegoro. Penelitian ini menggunakan metode kualitatif dan jenis penelitian studi kasus, serta dalam mengumpulkan data menggunakan, observasi, interview (wawancara), dan dokumentasi. Sumber data: Kepala Mts Darul Ulum Baureno Bojonegoro, pengurus Komite Madrasah Tsanawiyah Darul Ulum Baureno Bojonegoro, guru- guru, dan orang tua siswa, data yang diperoleh selanjutnya dianalisis Untuk menganalisis data, penulis menggunakan teknik analisis deskriptif kualitatif, yaitu mendeskripsikan data-data yang ada untuk menggambarkan realitas sesuai dengan fenomena yang sebenarnya.
Penelitian ini berfokus pada: (1) Program kerja komite Madrasah dalam pengembangan Madrasah di MTS Darul Ulum baureno bojonegoro (2) Strategi komite Madrasah dalam pengembangan Madrasah Tsanawiyah Darul Ulum Baureno Bojonegoro (3) Implementasi program kerja Komite Madrasah selama ini untuk mengembangkan Madrasah Tsanawiyah Darul ulum Baureno Bojonegoro.
Hasil penelitian ini menunjukkan bahwa Komite Madrasah MTS Darul Ulum telah menjalankan 4 peran dan 7 fungsinya serta melaksanakan: (1) pengawasan dan monitoring terhadap seluruh pelaksanaan program (2) Ikut serta dalam penentuan dan pembuatan seluruh program pendidikan, (3) Mengadakan rapat evaluasi pelaksanan program pada akhir tahun, (4) Menjal in kerjasama dengan institusi pemerintah (Depag), tokoh masyarakat dan akademisi pendidikan, (5) Membantu Madrasah dalam pencarian dana untuk pembangunan, perlengkapan sarana prasarana dan beasiswa guru/siswa. Faktor penghambat implementasi program komite di MTS Darul Ulum diantaranya: (1) Ketidakmerataan kualitas SDM yang dimiliki oleh pegawai dan guru dalam pengajaran, (2) Kurang maksimalnya kontribusi yang diberikan oleh anggota komite karena kesibukan profesi lainya, (3) kurangnya antusias dan partisipasi guru dan pegawai dalam mengikuti program yang diadakan (4) kurang intensifnya realisasi dan sosialisasi program. Sedangkan upaya pihak komite dan Madrasah untuk mengatasi hambatan tersebut dengan cara: (1) selalu mengadakan kontak dan komunikasi antara anggota dan pengurus komite, (2) menambah jadwal pelatihan, seminar, workshop, dan study banding untuk meningkatkan wawasan dan SDM, (3) membentuk beberapa bidang dalam komite dan jadwal piket anggota komite, agar lebih fokus dan selalu dapat memonitoring pelaksanaan program dan perkembangan Madrasah.
ABSTRACT
Autonomy of education is one form of the implementation of regional autonomy in order to improve the quality of education, it is necessary for a container that can accommodate the views, aspirations and explore the potential of communities to ensure the creation of democratization, transparency, and accountability in education. One body is the board of education at the district / town and school committees / School education at the unit level. It refers to Law No. 25 of 2000 on National Development Program (Propenas) 2000-2004, and as the implementation of the law, has issued Decree No. 044/U/2002 Minister of National Education dated 2 April 2002 on board education and school committees.
MTS Darul Ulum School as one who is under the auspices of the Ministry of Religious Affairs, as well as carrying out the mandate to form a committee undangundang in units of madrassa education. School committee is expected to help enhance the learning process and the quality of education with their functions and roles. This is what makes the author moved to do research on the role of Islamic committees in improving the learning process and the quality of education at Darul Ulum MTS. School is the main aim of the Committee to contain and convey the aspirations and community initiatives in policy and operational delivery of education programs, increase accountability and community participation in providing education and menciptan conditions and atmosphere of transparency, accountability, and democratic in the administration and quality education services in School.
The purpose of this discussion is to describe: what role in the development of School Committee at the School Darul Ulum Islamic junior high Baureno Bojonegoro, the Strategy Committee to improve the quality of School Darul Ulum Islamic junior high Baureno Bojonegoro, as well as the implementation of School program of work for this committee to improve the quality of junior secondary school Darul Ulum Baureno Bojonegoro. This study uses qualitative methods and types of case study research, as well as in collecting data using, observation, interview (interview), and documentation. Source of data: Head of Darul Ulum Baureno Bojonegoro Mts, the management committee School Darul Ulum Tsanawiyah Baureno Bojonegoro, teachers, and parents of students, the data obtained were then analyzed to analyze the data, the authors used a qualitative descriptive analysis techniques, which describes the data available to describe reality in accordance with the actual phenomena.
This study focuses on: (1) School committee work program in the development of Darul Ulum madrassa in baureno Bojonegoro MTS (2) Strategy Committee in the development of junior secondary school madrassa Darul Ulum Baureno Bojonegoro (3) The implementation of School program of work for this committee to develop the School Darul Tsanawiyah ulum Baureno Bojonegoro.
These results indicate that MTS School Darul Ulum Committee has been running 4 and 7 functions as well as the role of carrying out: (1) supervision and monitoring of the entire implementation of the program (2) Participate in the determination and making the entire educational program, (3) Hold the conduct of the evaluation meeting program at the end of the year, (4) Establish cooperation with government institutions (MORA), community leaders and academics of education, (5) Assisting School seeking funding for the construction, infrastructure equipment and Schoolarships teacher / student. Factors inhibiting the implementation of the program committee at Darul Ulum MTS include: (1) the quality of human inequality which is owned by employees and teachers in teaching, (2) Less maximum contributions made by members of the committee due to other professional activity, (3) the lack of enthusiasm and participation of teachers and employees in the program held (4) is less intense realization and socialization program. While the efforts of the committee and School to overcome these obstacles by: (1) is always in contact and communication between members and management committee, (2) increase the training schedule, seminars, workshops, and case study to improve the knowledge and human resources, (3) establish some areas of the committee and committee members picket schedule, to be more focused and always be able to monitor program implementation and development of the School.
