Abstract

INDONESIA:

Indonesia merupakan negara dengan potensi tinggi mengalami bencana alam, hal tersebut dipengaruhi lokasi geografis yang berdekatan empat lempeng bumi dan adanya sabuk api dari sumatera hingga sulawesi, serta kondisi iklim tropis berpotensi menimbulkan bencana hidrometeorologi. Terdapat tim surveyor BPBD Blitar yang bertugas menilai tingkat keruskan pasca bencana, namun belum adanya standar penilaian membuat hasil penilaian masih kurang akurat. Penerapan metode Fuzzy-TOPSIS dengan sistem pendukung keputusan dinamis (DSSD) digunakan pada penelitian ini dikarenakan reliabilitas informasi tinggi dan telah memenuhi 25 tantangan kasus nyata pada berbagai aspek salah satunya lingkungan. Rancangan DSSD digunakan agar pengaturan penilaian menjadi lebih fleksibel, sedangkan metode Fuzzy-TOPSIS sebagai pengolah data nilai dari surveyor. Pengujian dilakukan dengan membandingkan penilaian sistem dengan data pasca bencana BPBD Blitar tahun 2019 dan 2020, hasil pengujian didapati accuracy, precision, recall dan f-measure rata-rata sebesar 91%. Berdasarkan hal tersebut DSSD menggunakan Fuzzy-TOPSIS dapat digunakan untuk menentukan tingkat kerusakan sektor pasca bencana alam.

ENGLISH:

Indonesia is a country with a high potential for natural disasters, this is influenced by the geographical location adjacent to the four plates of the earth and the existence of a fire belt from Sumatra to Sulawesi, as well as tropical climate conditions that have the potential to cause hydrometeorological disasters. There is a BPBD Blitar survey team in charge of assessing the level of post-disaster damage, but the absence of an assessment standard makes the assessment results still less accurate. The application of the Fuzzy- TOPSIS method with a dynamic decision support system (DSSD) is used in this study due to the high reliability of information and has met 25 challenges in real cases in various aspects, one of which is the environment. The DSSD design is used to make the assessment settings more flexible, while the Fuzzy-TOPSIS method is used to process value data from surveyors. The test was carried out by comparing the system assessment with Blitar BPBD post-disaster data in 2019 and 2020, the test results found accuracy, precision, recall and f- measure an average of 91%. Based on this, DSSD using Fuzzy-TOPSIS can be used to determine the level of damage to the sector after a natural disaster.
