Abstract

INDONESIA:

Pengawas madrasah merupakan unsur pengendali mutu pendidikan di madrasah dengan melakukan pengawasan akademik dan manajerial. Dalam implementasinya, manajemen pengawasan madrasah terdiri dari tiga komponen, yaitu penyusunan program pengawasan, pelaksanaan program pengawasan, dan evaluasi program pengawasan. Pelaksanaan program pengawasan akademik dilakukan untuk membina guru agar lebih profesional. Penelitian ini bertujuan untuk menemukan model: (1) implementasi manajemen pengawasan madrasah dalam pembinaan kompetensi pedagogik dan profesional guru di MAN 1 dan 2 Mataram, (2) implikasi manajemen pengawasan madrasah bagi terbinanya kompetensi pedagogik dan profesional guru di MAN 1 dan 2 Mataram.

Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi kasus dan rancangan multisitus. Teknik pengumpulan data menggunakan wawancara mendalam, observasi partisipan, dan dokumentasi. Data dianalisis melalui kasus individu, kemudian dianalisis lintas situs. Teknik analisis data menggunakan pendekatan interactive model, yang terdiri dari data collection, data reduction, data display, dan conclution. Pengecekan keabsahan data dilakukan dengan tingkat kepercayaan (credibitity), kebergantungan (dependability), dan objektifitas (confirmability).

Hasil penelitian menunjukkan bahwa (1) Manajemen pengawasan madrasah diimplementasikan ke dalam penyusunan program yang berbasis problem, intuitif ilmiah, dan belum terintegrasi dengan analisis kebutuhan pengembangan kompetensi pedagogik dan profesional guru. Pelaksanaan program bersifat insidental dan terjadi kesenjangan kualifikasi dan kompetensi pengawas dengan guru yang dibina. Hasil evaluasi belum diorientasikan dan diintegrasikan dengan kebutuhan pengembangan program pembinaan guru. (2) Manajemen pengawasan madrasah belum berimplikasi secara komprehensif, pengembangan kompetensi pedagogik dan profesional guru lebih didominasi oleh faktor internal sebagai bentuk aktualisasi diri guru profesional dan motivasi yang tinggi. Temuan penelitian ini adalah dibutuhkan model pengawasan madrasah yang integratif dan komprehensif.

ENGLISH:

Supervisor of madrasah such element of educational quality controller in madrasah with conduct supervision of academic and managerial. In its implementation, the management supervision of madrasah contain from three components, are construction of supervision program, implementation of supervision program, and evaluation of supervision program. Implementation of academic supervision conducted with destruction of teacher performance to be more professional. This research is addressed to find model: (1) Implementation management supervision of madrasah in construction of teacher pedagogic and professional competency in MAN 1 and 2 Mataram, (2) Implication management supervision of madrasah is to construct pedagogic and professional competency of teacher in MAN 1 and 2 Mataram.

This research use qualitative approach with case study device of multi sites. The data collecting technique use deep interview, observation of participant and documentation. The data gathered to be analysed by personal case and to be analysed with cross-sites, data analysis use interactive model, its contain from data collection, data reduction, data display, and conclution. Checking of authenticity of data conducted with credibility, dependability, and confirbility.

Result of research indicate that (1) Management supervision of madrasah is implemented into construction of supervision program based on problem, scientific intuition, and have not integrated yet to need analysis of development pedagogic and professional competency. The implementation of supervision program is incidentally with diversity qualified and competency between supervisor and teacher. The evaluation is not oriented and integrated yet with the need of teacher construction development program. (2) Management supervision of madrasah has not been implicated comprehensifly, develop of pedagogic and professional teacher competency dominated by internal factor as form of it’s self actualization of teacher professional and high motivation. The research finding is need model supervision of madrasah integrative and comprehensive.
