Abstract

INDONESIA:

Permasalahan mutu SDM menjadi cukup penting dalam dunia pendidikan. Hal ini mengingat Indonesia sebagai negara yang kaya akan sumber daya alam, yang tentu membutuhkan SDM yang berkualitas untuk mengelola kekayaan alam Indonesia. Pemeratan dan peningkatan mutu pendidikan masih menjadi persoalan utama yang cukup urgen. Oleh karena itu penjaminan mutu SDM menjadi hal yang penting untuk dikaji terutama di perguruan tinggi yang menjadi lembaga kepercayaan dan harapan masyarakat dalam mendidik putra-putri bangsa. Fakultas Agama Islam UMM adalah salah satu Fakultas tertua di UMM yang menjadi cikal bakal berdirinya UMM. Melalui penjaminan mutu SDM setidaknya diharapkan bisa memberikan solusi terhadap keresahan masyarakat melihat banyaknya sarjana yang menganggur. Penelitian ini bertujuan untuk memahami secara mendalam tentang 1) standar mutu SDM Fakultas Agama Islam UMM, 2) Upaya peningkatan mutu SDM Fakultas Agama Islam UMM, dan 3) Evaluasi Kinerja SDM Fakultas Agama Islam UMM.

Penelitian ini menggunakan pendekatan kualitatif (qualitative research) dengan metode penyelidikan studi kasus (case study). Teknik pengumpulan data dilakukan melalui metode 1) wawancara (interview) semi terstruktur; 2) observasi (observation); dan 3) dokumentasi. Pengecekan keabsahan data penelitian berdasarkan 4 kriteria yaitu, derajat kepercayaan (credibility), keteralihan (transferability), kebergantungan (dependability), kepastian (confirmability). Selanjutnya ditinjaklanjuti dengan triangulasi dan perpanjangan waktu penelitian. Teknik analisa data menggunakan model Miles & Huberman yang terangkum dalam pengumpulan data (data collection), reduksi data (data reduction), penyajian data (data display), kesimpulan dan verifikasi data (conclusion drawing and verifying).

Hasil penelitian ini adalah: 1) standar mutu SDM Fakultas Agama Islam UMM mengacu pada standardisasi yang telah ditetapkan pemerintah sesuai undang-undang. Namun ada beberapa kualifikasi tambahan yaitu, a) Memiliki IQ (>120); b) Memiliki kemampuan berbahasa asing, Inggris dan Arab (TOEFL >500); c) Memiliki integritas tinggi; dan d) Memiliki kecerdasan sosial yang bagus. 2) upaya peningkatan mutu SDM dilakukan melalui kegiatan terprogram dan mandiri. Kegiatan ini diprakarsai oleh BKMA dan BPSDM dalam bentuk studi lanjut, pelatihan pekerti, seminar, lokakarya, short course, join degree, applied approach, dan character building. Untuk kegiatan mandiri bisa berupa penelitian, penulisan jurnal, aktif dalam kegiatan masyarakat, dan aktif dalam perserikatan. 3) model evaluasi kinerja SDM yang dilakukan BKMA dan BPSDM dalam bentuk a) Pemantauan langsung menggunakan CCTV; b) Presensi jurnal kelas (dosen); c) Evaluasi dengan sistem online; d) Sistem evaluasi top-down; dan e) Pemantauan oleh mahasiswa part time.

ENGLISH:

Human Resources quality problems become quite important in the world of education. It is considering Indonesia as a country rich in natural resources, which of course requires qualified human resources to manage the natural wealth of Indonesia. Distributing and improving the quality of education is still a major problem that is quite urgent. Therefore, the quality assurance of Human Resources have become important factors to be studied, especially in college that became an institution of trust and expectations of the community in educating the sons and daughters of the nation. Faculty of Islamic Studies, University of Muhammadiyah Malang is one of the oldest faculty at University of Muhammadiyah Malang is the forerunner to the establishment of the University of Muhammadiyah Malang. Through quality assurance Human Resources at least expected to provide solutions to community concerns at the number of unemployed graduates. This study aims to understand in depth about 1) the quality standards of Human Resources Faculty of Islamic Studies University of Muhammadiyah Malang, 2) Efforts to improve the quality of Human Resources Faculty of Islamic Studies University of Muhammadiyah Malang, and 3) Performance Evaluation of Human Resources Faculty of Islamic Studies University of Muhammadiyah Malang.

This study used a qualitative approach by the method of investigation of the case study. Data was collected through a method 1) semi-structured interview; 2) observation; and 3) documentation. Checking the validity of the research data is based on four criteria, namely, the degree of credibility, transferability, dependability, and confirmability. Furthermore followed by triangulation and the extension of the study period. Data analysis techniques using models Miles & Huberman summarized in the collection of data, data reduction, data presentation, conclusions and data verification.

Results of this study were: 1) the quality standards of Human Resources Faculty of Islamic Studies University of Muhammadiyah Malang refers to the standardization set by the government according to the law. However, there are some additional qualifications, namely, a) Having IQ (> 120); b) Have the ability to speak a foreign language, English, and Arabic (TOEFL> 500); c) Have high integrity; and d) Have a good social intelligence. 2) improving the quality of human resources through the activities programmed and carried out independently. This activity was initiated by BKMA and BPSDM in the form of further study, manners (pekerti) training, seminars, workshops, short courses, joint degree, applied approach, and character building. For independent activity can include research, writing journals, active in community activities, and active in the union. 3) The performance evaluation model of Human Resources that operated by BPSDM BKMA conducted in the form of a) Directly using CCTV monitoring; b) Presence class journal (lecturer); c) Evaluation of the online system; d) The evaluation system of top-down; and e) Monitoring by part-time students.
