الإدارة الاستراتيجية للتعليم العالي في ترقية جودة التعليم: دراسة الحالة في قسمي التربية الإسلامية بجامعة مولانا مالك إبراهيم الإسلامية الحكومية – مالانج وجامعة المحمدية مالانج بإندونيسيا

وقد هدفت الدراسة إلى: معرفة المتطلبات الأساسية الواجب توفرها لتحقيق جودة التعليم العالي بالجامعة، ومعرفة الاستراتيجيات التي يقوم بها التعليم العالي بالجامعة لترقية جودة التعليم، ومعرفة المعوقات التي تواجه التعليم العالي بالجامعة في ترقية جودة التعليم، ومعرفة العوامل المؤثرة في جودة التعليم العالي بالجامعة. ومن أجل تحقيق أهداف الدراسة قامت الباحثة باستخدام المنهج: المنهج الكيفي لجمع البيانات بإستخدام أدوات جمع البيانات الكيفية.
نتائج هذه الدراسة: أنّ المتطلبات الأساسية الواجب توفرها لتحقيق جودة التعليم العالي بقسم التربية الإسلامية بجامعتي مولانا مالك إبراهيم الإسلامية الحكومية والمحمدية-مالانج هي: وجود المعلم ذو المؤهل العلمي العالي والقادر على البذل والعطاء، ووجود القائد الملتزم الذي يمتلك الرغبة في تحقيق ترقية الجودة بالجامعة، ووجود الرئيس التربوي الذي يمتلك الرؤية التنافسية اللازمة لتحقيق ترقية الجودة، ووجود كوادر جيدة بقيادة إدارية محترفة، وبيئة تعليمية، والعمل الجماعي والتعاوني بعيداً عن المركزية في اتخاذ القرارات، وتهيئة وتدريب فرق التقويم لأداء أعمال المتابعة والتقويم بصورة مستمرة، والتعرف على احتياجات المستفيدين مثل الطلبة، وتحديث المناهج الدراسية بما يتلائم مع مقتضيات العصر الحالي، والتسهيلات للطلبة، وطرق تعليم حديثة، والتعاون المحلّي والدّولي مع الجامعات الأخرى ونشر البحوث العلمية. وأنّ الإستراتيجيات التي يقوم بها التعليم العالي بقسم التربية الإسلامية بجامعتي مولانا مالك إبراهيم الإسلامية الحكومية والمحمدية -مالانج للجودة هي: إختيار المعلمين المتميزين، وتوفير التسهيلات المطلوبة للطلبة، واستخدام طرق التعليم الحديثة للرفع من كفاءة التعليم بالجامعة، وتهيئة بيئة تعليمية إسلامية، وتهيئة بيئة تعليمية إسلامية محمدية، والعمل الجماعي والتعاوني بعيداً عن المركزية في اتخاذ القرارات، وتهيئة وتدريب فرق التقويم لأداء أعمال المتابعة والتقويم بصورة مستمرة، والتعرف على احتياجات المستفيدين مثل الطلبة، وتحديث المناهج الدراسية بما يتلائم مع مقتضيات العصر الحالي، ونشر البحوث العلمية والتعاون المحلّي والدّولي مع الجامعات الأخرى. وأنّ المعوّقات التي تواجه التعليم العالي بقسم التربية الإسلامية بجامعتي مولانا مالك إبراهيم الإسلامية الحكومية والمحمدية -مالانج لترقية جودة التعليم هي: مشكلة نقص المعلمين، والمشاكل الأسرية أو المادّية للطلبة، وإختلاف أوضاع وظروف الطلبة، والكفاءة المحدودة للمعلمين، وانشغال الجامعة بالأمور الإدارية والمالية، وإنشغال الطلبة بالبرامج الغير دراسيّة الواجبة عليهم، وعدم إستخدام الوسائل التعليمية بالشكل المطلوب، والتغيير المستمر للمنهج، وعدم منح الحكومة المزيد من الإستقلالية للجامعات، وإنشغال المعلمين بأعمال أخرى إضافية، وعدم فهم بعض المعلمين للتكنولوجيا الحديثة، وعدم إهتمام الكثير من الطلبة بقراءة الكتب العلمية الموجودة في مكتبة الجامعة. وأنّ العوامل المؤثرة في جودة التعليم العالي بقسم التربية الإسلامية بجامعتي مولانا مالك إبراهيم الإسلامية الحكومية والمحمدية -مالانج هي: محدودية الكفاءات المطلوبة، وتغيير نظام الحكومة بشكل دائم، ووجود المنافسين من الدّاخل والخارج، والبيئة التعليمية للطلبة، والوسائل التعليمية الحديثة، والتشجيع المستمر من أجل التحفيز، ووجود المساجد والمعهد والدرس الأضافي بالجامعة، وتطبيق التعليم ميدانياً، والتقويم والتفتيش والملاحظة للمعلمين، وكتابة البحوث العلمية، وكتابة البحوث العلمية والتعاون الدّولي، وإعطاء الجامعة للمنح الدراسية، وتقديم الفرص لنشاطات الطلبة.

ABSTRACT

The research aims to know the basic requirement for the realization of the high quality of education in university, know the strategy implemented by the higher education to improve the quality of education, know the obstacles that are faced by the higher education in improving the quality of education, and know the factors that affect the high quality of education in the University. In order to accomplish the research objectives, the researcher employs qualitative method. In collecting the data, the researcher used qualitative data collection tools.
Results of the research show that the basic requirements to realize the high quality of education in Islamic Education Department at the Universitas Islam Negeri Maulana Malik Ibrahim and Universitas Muhammadiyah Malang is the high qualified educators (lecturers) who are capable of giving and receiving, leaders who are committed and have an aspiration to improve the quality of education at the university, experts in education who have a competitive vision to achieve quality improvement, good candidates who are managed by professional management, educational environment, collective and team works that do not involve a centralized decision making, the formation and training of the teams of the education aspect to conduct the continual performance evaluations, the identification of the university community’s needs like the students, the curriculum improvement in order to suit the needs of the current era, the facilities for the students, the modern teaching methods, national and international cooperation by teaming up with other universities, and scientific writing publishing. The strategies conducted by the Islamic Education Department at Universitas Islam Negeri Maulana Malik Ibrahim Malang and Universitas Muhammadiyah Malang to improve quality are recruiting competent lecturers, providing the facilities needed by the students, employing modern teaching methods to improve the quality of education at the university, creating Islamic learning environment, creating muhammadiyah learning, doing collective and team works that do not involve a centralized decision making, training the educational evaluation team to conduct the continual performance evaluation of performance, identifying the needs of the university community like the students, reforming the curriculum of the education in order to suit the needs of the current era, publishing the scientific writing, and doing both national and international cooperation by teaming up with other universities.
The obstacles faced by the Islamic Education department in Universitas Islam Negeri Maulana Malik Ibrahim and Universitas Muhammadiyah Malang in improving the quality of education are the number of lecturers, the education fee and families issue among students, differences in students’ conditions, the limited competence of the teachers, and the focus of the university in administrative and financial matters, the students’ bustling activities with non- academic programs, failure to use the means of education according to the needs, constant changes in the curriculum, lack of proportionality in the administration and the government system, lecturers who have extra work, a lack of understanding about modern technology among many lecturers, and the lack of students’ interest for reading scientific books in the university library. Meanwhile, the factors that affect the high quality of education on the Islamic Education Department of PAI at the Universitas Islam Negeri Maulana Malik Ibrahim and Universitas Muhammadiyah Malang are limited competencies that are needed, constant change in the system of government, the presence of competitors in the inside and outside the university, learning environment for students, and means of modern education, constant encouragements that are considered as motivations, the existence of mosques, dormitories and extra subjects in the university, the field work practice, evaluation, supervision and observation on the lecturers, writing scientific writings, international cooperation, scholarship, and licenses grant for students’ activities.

ABSTRAK

Penelitianini bertujuan untuk: Mengetahui persyaratan dasar yang harus dipenuhi untuk mencapai kualitas pendidikan tinggi di universitas, dan mengetahui strategi yang dilakukan oleh pendidikan tinggi di universitas untuk meningkatkan kualitas pendidikan, dan mengetahui hambatan yang dihadapi pendidikan tinggi di universitas dalam meningkatkan kualitas pendidikan, dan mengetahui factor - faktor yang mempengaruhi kualitas pendidikan tinggi di universitas. Untuk mencapai tujuan penelitian, peneliti menggunakan metode: pendekatan kualitatif untuk mengumpulkan data kualitatif.
Hasil Penelitian; bahwa persyaratan dasar yang harus dipenuhi untuk menjamin mutu pembelajaran di dua perguruan tinggi Islam yaitu UIN Maulana Malik Ibrahim Malang dan Universitas Muhammadiyah di fakultas tarbiyah jurusan Pendidikan Islam yaitu adanya pengajar professional yang mampu memberikan pelayanan, dan adanya pemimpin yang komitmen yang memiliki motivasi kuat untuk merealisasikan pengembangan mutu di lembaganya. Selain itu juga kehadiran pemimpinan visioner dan kompetitif di fakultas tarbiyah untuk mengimplementasikan mutu, Dan kehadiran kader yang baik agar mampu menjadi pemimpin yang professional, adanya lingkungan akademik, juga mengambil keputusan secara Bersama-sama, Mempersiapkan dan melatih tim evaluasi untuk melakukan tindak lanjut hasil evaluasinya secara berkelanjutan, mengerti kebutuhan stakeholder seperti mahasiswa, Dan memperbarui kurikulum lembaga agar sesuai dengan persyaratan era saat ini, fasilitas untuk siswa, metode pengajaran modern, kerjasama lokal dan internasional dengan universitas lain serta publikasi penelitian ilmiah Adapun strategi peningkatan mutu yang dilakukan fakultas tarbiyah jurusan Pendidikan Agama Islam di dua perguruan tinggi tersebut adalah; memilih pengajar yang professional, menyediakan akses kemudahan fasilitas untuk mahasiswa, menggunakan metode pembelajaran modern agar terjadi peningkatan kompetensi pembelajaran, menciptakan lingkungan belajar islami, serta mengambil keputusan secara Bersama-sama dan terpusat, Mempersiapkan dan melatih tim evaluasi untuk melakukan tindak lanjut dan pekerjaan evaluasi secara terus menerus, mengerti kebutuhan stakeholder seperti mahasiswa, memperbarui metode pembelajaran yang dibutuhkan seperti kondisi sekarang, publikasi penelitian ilmiah, serta Kerjasama local dan internasional Bersama perguruan tinggi lainnya.
Adapun kendala yang dihadapi fakultas tarbiyah prodi PAI dua perguruan tinggi dalam meningkatkan mutu pembelajaran adalah; permasalahan kurangnya tenaga pengajar, masalah finansial keluarga mahasiswa disebabkan perbedaan latar belakang dan kondisi mahasiswa, terbatasnya kompetensi pengajar, Dan keasyikan universitas dengan masalah administrasi dan keuangan, keasyikan siswa dengan program non-akademik yang menjadi tanggung jawab mereka, dan tidak menggunakan sarana pendidikan seperti yang dipersyaratkan, Dan kurangnya pemahaman oleh beberapa pengajar terhadap teknologi modern, dan kurangnya minat banyak siswa dalam membaca buku-buku ilmiah di perpustakaan universitas. Dan adapun faktor-faktor yang mempengaruhi kualitas pembelajaran di dua prodi tersebut adalah: terbatasnya kompetensi yang diperlukan, perubahan sistem pemerintahan, kehadiran pesaing dari dalam dan luar, lingkungan pendidikan untuk siswa, metode pendidikan modern, dan dorongan siswa untuk melakukan inovasi berkelanjutan. Dan kehadiran masjid, institut dan pelajaran tambahan di universitas, menerapkan pendidikan di lapangan, evaluasi dan inspeksi dan pengamatan untuk guru, menulis penelitian ilmiah, dan kerjasama internasional, memberikan beasiswa universitas
