Abstract
INDONESIA:
Dalam konteks pendidikan siswa indonesia memiliki kemampuan literasi yang sangat rendah jika dibandingkan dengan negara-negara lain. Sejak tahun 2000 kemampuan membaca pemahaman, sebagai salah satu bagian dari kemampuan literasi yang dimiliki oleh siswa SD di tanah air. Dari survey Progress in International Reading Literacy Study (PIRLS) yang dilakukan pada tahun 2011, siswa Indonesia masih menempati urutan bawah dibandingkan dengan negara lain yang diteliti (TIMSS dan PIRLS, 2012). Alternatif solusinya adalah Gerakan Literasi Sekolah (GLS) sebagai upaya dalam mengatasi minat membaca yang rendah pada siswa di Indonesia. Guru mempunyai andil dan peran terbesar, ditangannyalah program tersebut bisa dilaksanakan bersama segenap warga sekolah. Penelitian ini terfokus pada (1) Bagaimana strategi Guru dalam pengembangan budaya literasi untuk meningkatkan minat membaca siswa di Sekolah Dasar Negeri Kauman 1 Kota Malang (2) Bagaimana model pengembangan budaya literasi untuk meningkatkan minat membaca siswa di Sekolah Dasar Negeri Kauman 1 Kota Malang (3) Bagaimana implikasi pengembangan budaya literasi dalam meningkatkan minat baca siswa di Sekolah Dasar Negeri Kauman 1 Kota Malang.
Penelitian ini menggunakan penelitian kualitatif dengan jenis studi kasus single case. Teknik pengumpulan data dilakukan dengan wawancara tak terstruktur, observasi, dan dokumentasi. Data dianalisis dengan model interaktif yang terdiri dari data reduction, data display, dan verification. Pengecekan keabsahan data dilakukan dengan meningkatkan ketekunan pengamatan dan triangulasi.
Hasil penelitian menunjukkan bahwa: (1) Strategi guru dalam mengembangkan budaya literasi yaitu dengan menggunkan strategi pembelajaran dalam mengembangkan budaya literasi antara lain: (a) Strategi SQ3R (Survei, Question, Read, Recite, Review) (b) Strategi Membaca-Tanya Jawab/MTJ atau Request (Reading-Question) (c) Strategi Guide Reading (SR) (d) Strategi story telling (2) Model pengembangan budaya literasi yaitu dengan cara: (a) Pembiasaan, (b) Pengembangan, (c) Pengajaran. (3) Implikasi pengembangan budaya literasi diantaranya: (a) minat siswa semakin meningkat dalam membaca, (b) sikap senang dan ceria, (c) Aktif dalam kegiatan literasi, (d) terlibat secara langsung, (e) Bersemangat dan selalu tertarik untuk membaca.

In the context of education Indonesian students have very low literacy skills when compared to other countries. Since 2000 the ability to read comprehension, as one part of literacy skills possessed by elementary students in the country. From the survey Progress in the International Reading Literacy Study (PIRLS) conducted in 2011, Indonesian students still ranked lower compared to other countries studied (TIMSS and PIRLS, 2012). The alternative solution was the School Literacy Movement (GLS) as an effort to overcome interest low reading for students in Indonesia. teacher has the biggest role and role, in the hands of the program it can be carried out with all school members. This study focuses on (1) How the Teacher's strategy in developing literacy culture to increase students' interest in reading in the Kauman 1 of State Elementary School in Malang City (2) What is the model of the development of literacy culture to increase students' interest in reading in Malang's Kauman 1 (3) How is the implication of Primary School literacy culture in increasing students' reading interest in the School of Kauman 1 State Base, Malang City.
This study uses qualitative research with a type of single study case. Data collection techniques are carried out by unstructured interviews, observation, and documentation. Data is analyzed by interactive models consisting of datareduction, data display, and verification. Checking the validity of the data is done by increasing the persistence of observation and triangulation.
The results showed that: (1) The teacher's strategy in developing a culture of literacy, namely by using learning strategies in developing a culture of literacy included: (a) SQ3R Strategy (Survey, Question, Read, Recite, Review) (b) Reading-Question and Answer Strategy / MTJ or Request (Reading-Question) (c) Guide Reading Strategy (SR) (d) Story telling strategy (2) Model development of literacy culture, namely by: (a) Habitualization, (b) Development, (c) Teaching. (3) The implications of the development of a culture of literacy include: (a) the interest of students is increasing in reading, (b) a happy and cheerful attitude, (c) Active in literacy activities, (d) directly involved, (e) Eager and always interested in reading.
