Pencarian gagasan perancangan Pusat Rekreasi dan Edukasi Lalu Lintas berawal dari ayat Al-Qur’an disertai dengan masalah-masalah yang ada di kota Surabaya.

Perkembangan lalu lintas darat dengan faktor pemicu terjadinya kecelakaan adalah human error, terjadinya kecelakaan lalu lintas dikarenakan manusia itu sendiri kurangnya pemahaman pendidikan pada lalu lintas. Pendidikan mengenai lalu lintas diperlukan oleh setiap manusia baik sejak kecil hingga dewasa sangat penting. Pusat rekreasi dan edukasi lalu lintas yang mengedepankan aspek-aspek pendidikan secara hiburan dengan bertemakan Theme Park melalui pendekatan metafora kombinasi untuk dapat menimbulkan tanggapan dari orang yang menikmati atau memakai, terutama bentuk yang berdampak positif pada masyarakat Surabaya, pemerintah Kota Surabaya, badan kepolisian dan pengunjung wisata lalu lintas. Pendekatan metafora kombinasi yang mengarah kepada bentukan.

Metafora kombinasi yang membandingkan suatu obyek visual dengan yang lain dimana mempunyai persamaan nilai konsep dengan obyek visualnya dan dapat dipakai sebagai acuan kreativitas dengan dapat mengeksplorasi bentuk, visual dan nilai atau adab berlalu lintas. Pendekaan metafora kombinasi bentuk dalam pusat rekreasi dan edukasi lalu lintas dapat menjawab solusi mengenai rancangan, sehingga diterapkan bentukan padapendekatan metafora kombinasi pada perancangan pusat rekreasi dan edukasi lalu lintas.

Dengan metode perancangan elaborasi AIA dan metode perancangan Frank Gehry dengan menambahkan beberapa ide perancang. Dimana setiap tahapan terdapat hasil berupa solusi desain perancangan.
