Abstract
INDONESIA:
Penelitian ini bertujuan untuk mengetahui tarif Perusahaan Daerah Air Minum Giri Tirta Kabupaten Gresik terhadap kualitas pelayanan Peraturan Menteri Dalam Negeri Nomor 23 Tahun 2006 serta untuk mengetahui tarif Perusahaan Daerah Air Minum Giri Tirta Kabupaten Gresik terhadap kualitas pelayanan pelanggan Perspektif Maslahah Mursalah. Jenis penelitian hukum empiris dengan Metode pendekatan Yuridis sosiologis. Metode pengumpulan data primer melalui wawancara langsung. Dalam penelitian ini metode analisis data digunakan adalah metode analisis deskriptif. Hasil penelitian menunjukkan bahwa tarif PDAM Giri Tirta sudah sesuai dengan Peraturan Menteri Dalam Negeri Nomor 23 Tahun 2006, aspek kualitas pelayanan sudah cukup baik. Namun masih harus banyak yang dibenahi serta peningkatan kualitas harus ditingkatkan lagi dengan pemerataanan. Dalam pandangan maslahah mursalah kualitas pelayanan mutlak dipelukan karena kebutuhan akan air sangat berhubungan dengan kualitas air yang dialirkan kepada pelanggan serta penentuan tarif oleh PDAM sudah dapat mengakomodir kepentingan kedua belah pihak, sehingga dalam hubungan ini tidak ada yang dirugikan.

This research was aimed to determine the tariff of Regional Water Company of Giri Tirta Gresik Regency to the service quality to consumers Interior Minister Regulation Number 23 of 2006 and to determine the tariff of Regional Water Company of Giri Tirta Gresik Regency to the service quality to customers in perspective of Maslahah Mursalah. Type of empirical legal research with the method of juridical sociological. Method of primary data collection was through direct interview. In this study, the data analysis method used was method of descriptive analysis. The results showed that the tariff of PDAM Tirta Giri had been in accordance with Interior Minister Regulation No. 23 of 2006, the aspect of service quality was good enough. But it still needed a lot of development and the improvement of quality should be improved more by even distribution. In the view of Maslahah Mursalah it was needed absolute service quality because the water demand was highly correlated with the quality of water delivered to the customers as well as the determination of tariffs by the PDAM had been able to accommodate the interests of both parties, so that in this relationship no one was harmed.
