Abstract
INDONESIA:
Dalam dunia pendidikan, di Indonesia sering kali dilakukan perubahan kurikulum. Berkaitan dengan perubahan itu, berbagai pihak menganalisis dan melihat perlu diterapkan kurikulum berbasis kompetensi sekaligus berbasis karakter (competency and character based curriculum), yang dapat membekali peserta didik dengan berbagai sikap dan kemampuan yang sesuai dengan tuntutan perkembangan zaman dan tuntutan teknologi. Hal tersebut penting, guna menjawab tantangan arus globalisasi.
Kurikulum berbasis kompetensi dan karakter diharapkan mampu memecahkan berbagai persoalan bangsa khususnya dalam bidang pendidikan, dengan mempersiapkan peserta didik melalui perencanaan, pelaksanaan, dan evaluasi terhadap sistem pendidikan secara efektif, efisien, dan berhasil guna. Oleh karena itu, merupakan suatu langkah yang positif ketika pemerintah (Mendikbud) merevitalisasi pendidikan karakter dalam seluruh jenis dan jenjang pendidikan.
Tujuan penelitian ini adalah untuk: (1) Mendeskripsikan implementasi kurikulum 2013 dalam pembelajaran IPS di Sekolah Menengah Pertama Negeri 04 Kota Malang, (2) Mendeskripsikan kendala-kendala guru IPS dalam menerapkan kurikulum 2013 di Sekolah Menengah Pertama Negeri 04 Kota Malang.
Jenis penelitian ini termasuk penelitian kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik observasi, interview, dan dokumentasi. Selanjutnya, penulis menggunakan analisis deskriptif kualitatif, yang bertujuan untuk menggambarkan atau mendeskripsikan data yang ditemukan di lapangan. Sehingga menggambarkan masalah yang akan dibahas dalam penelitian ini.
Hasil penelitian ini menunjukkan bahwa SMP Negeri 04 Kota Malang , (1) implementasi kurikulum 2013 dalam pembelajaran IPS di sekolah menengah pertama Negeri 04 kota Malang telah siap peneliti melihat adanya persiapan tersebut dari perangkat pembelajaran seperti: RPP, SILABUS, PROGRAM TAHUNAN (prota), PROGRAM SEMESTER (promes), dan berjalan dengan baik meskipun belum bisa maksimal. (2) Kendala guru dalam implementasi kurikulum 2013 dalam pembelajaran IPS di sekolah menengah pertama negeri 04 kota Malang adalah banyaknya item penilaian sikap seperti penilaian mengamati, menanya, mengumpulkan data, mengasosiasikan, dan menyimpulkan, inilah yang membuat guru-guru di SMP Negeri 04 kota Malang dalam mengimplementasikan kurikulum 2013.

In educational world, Indonesia often does curriculum changes. In connection with changes in the curriculum, the various parties to analyze and view the competency-based curriculum needs to be applied once a character-based (competency and character based curriculum), which can provide students with a wide range of attitudes and capabilities in accordance with the demands of the times and technological demands. It is important, in order to address the challenges of globalization.
Competency-based curriculum and character be expected to solve the various problems of the nation, especially in the field of education, to prepare learners through planning, implementation, and evaluation of the education system in an effective, efficient, and effective ways. Therefore, it is a very positive step when the government (mendikbud) to revitalize the character education in all types and levels of education.
The aims of this study are: (1). To describe the implementation of Curriculum 2013 in IPS Learning in Junior High School, 04 Malang. (2) To describe the Social Studies Teachers’ constraints in implementing Curriculum 2013 at SMPN 04, Malang.
This study is a qualitative research. The data were colected by using: Interview, Observation, and Documentation. Then, the researcher did data reduction which is not relevant to this study, described relevant data and drew conclusion. Triangulation techniques was also used in other to check the data validity.
The result of this study shows that: (1) Implementation of Curriculum 2013 On Learning IPS in SMPN 04 Malang has ready. The readiness of all staffs can be seen by the researcher by using Learning Preparation Tools such as: RPP, Syllabus, PROGRAM Annual (Prota), PROGRAM SEMESTER (promissory notes), it runs very good, although it has not maximum yet. Teachers still need to be reviewed or monitored continuously to Keep Growing towards the implemention of Curriculum 2013. (2) The Social Studies Teachers’ constraints in implementing Curriculum 2013 at SMPN 04, Malang is: The number of items assessment on the students’ attitude in Curriculum 2013 is too many, so that not all of the students in one class can be given scores maximumly, due to confusion of teachers in giving assessment, such as 5M assessments: observe, ask, data gathering, associate, and conclude. This is the problem which makes teachers in SMPN 04 Malang confused in Implementing Curriculum 2013.
